R-90-1538 - 12/13/1990ATTEST: 41/, ta/ /Z. - NE RS12130A LAND, City Secretary RESOLUTION NO. 15 R-• WHEREAS, the cities of Georgetown and Round Rock provide library service to their respective citizens and qualified non - residents, and WHEREAS, the two cities desire to combine their library resources and to offer reciprocal service to their library patrons, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a Reciprocal Library Services Agreement with the City of Georgetown, a copy of said Agreement being attached hereto and incorporated herein for all purposes. MIKE ROBINSON, Mayor City of Round Rock, Texas RECIPROCAL LIBRARY SERVICES AGREEMENT This Agreement is made this 11th day of December , 1990, by and between the City of Round Rock, Texas (hereinafter referred to as "Round Rock ") and the City of Georgetown, Texas, and the Georgetown Public Library (hereinafter referred to as "Georgetown"). WHEREAS, Round Rock, via the Round Rock Public Library, provides library services to its residents and certain non - residents; and, WHEREAS, Georgetown, via the Georgetown Public Library, provides library services to its residents and certain non - residents; and, WHEREAS, Round Rock and Georgetown desire to combine their library resources and offer reciprocal library services to the patrons; NOW, THEREFORE, THE SAID PARTIES AGREE AS FOLLOWS: RECIP = 1.1 Resident card - carrying patrons of Round Rock shall be entitled to utilize the library services of Georgetown without paying fees in addition to fees imposed by Round Rock, if any. 1.2 Resident card - carrying patrons of Georgetown shall be entitled to utilize the library services of Round Rock without paying fees in addition to fees imposed by Georgetown, if any. 1.3 Non - resident card - carrying patrons of Round Rock, who have paid their annual non - resident fee, shall be entitled to utilize the library services of Georgetown without paying Georgetown non - resident fees. 1.4 Non- resident card - carrying patrons of Georgetown, who have paid their annual non- resident fee, shall be entitled to utilize the library services of Round Rock without paying Round Rock non - resident fees. 1.5 Those qualifying for the non - resident fee exception for Round Rock must pay Georgetown non - resident fees in order to utilize the library services of Georgetown. 1.6 Those qualifying for the non - resident fee exception for Georgetown must pay Round Rock non - resident fees in order to utilize the library services of Round Rock. TERM 2.1 The term of this Agreement shall be for nine (9) months, beginning January 1, 1991, and ending September 30, 1991. Said term shall be automatically renewed on a year -to -year basis until either party terminates this Agreement by giving written notice of its intent to terminate at least ninety (90) days prior to the expiration of the then current yearly term. RECIPROCAL LIBRARY SERVICES AGREEMENT Page 2 3.1 Both parties agree to charge identical non - resident fees, subject to posted exceptions for each location. 3.2 Each party may charge fees for usage; i.e., damaged or overdue book fees, other than the non - resident fee. Each party shall be entitled to retain all such fees collected related to the use of its own library facilities, regardless of the home library status of the user. 3.3 Each party may prosecute library ordinance violations in its own municipal court. Each party shall be entitled to retain all costs and fines collected related to the use of its own library facilities, regardless of the home library status of the user. 4.1 Each party shall maintain a minimum level budget of one dollar ($1.00) per capita to fund all library materials, including, but not limited to, written, audio, or visual materials; public access microcomputing software; automated reference services; and special collections. This shall not include costs to maintain each party's integrated computer systems. 5.5 EELS BiJi?GR r RFCORA KEEPJNC 5.1 Each party shall amend its membership registration form to encompass the provisions of this Agreement, including an express written agreement of each patron to obey all rules, policies and procedures of the library from which materials are borrowed or other library services are rendered. 5.2 Each party shall maintain a current list of patrons and shall furnish the other party, on a monthly basis, the names of newly registered patrons originating from the other party. 5.3 Each party shall, on a monthly basis, furnish the other party a list of those patrons with fines outstanding and /or materials overdue. 5.4 Each party shall maintain detailed statistical records pertaining to circulation counts of patrons utilizing the reciprocal services of this Agreement. Each party shall, on a monthly basis, furnish the other party a written report containing said circulation counts. The parties hereby agree to jointly develop, implement and maintain any and all operating procedures necessary to carry out the provisions of this Agreement. Consider a resolution authorizing the Mayor to enter into an Interlocal Agreement for Library services to patrons served by the Round Rock and Georgetown Public Libraries. STAFF RESOURCE PERSON: Dale Ricklefs, Library Director STAFF RECOMMENDATION: The public libraries of Round Rock and Georgetown are interested in entering into an interlocal arrangement whereby registered patrons from one library, called the "home" library, may borrow materials without an additional fee from the other lending library. Patrons will have direct access to the materials. It is estimated that over 30,000 volumes between the two libraries are unique, i.e., that only one of the sites owns the book. This is the equivalent of an additional small library. It is felt that the patrons will benefit by this additional access, and that interlibrary loan through mail may be reduced. This agreement is endorsed by the Round Rock and Georgetown Library Boards, the Friends of the Round Rock Public Library, and over half of the Round Rock patrons surveyed in November 1989. This is the first such agreement in the Central Texas area and may serve as a model for other such agreements. It is recommended that the cities enter into this agreement, with the understanding that if either party finds that it is not in the best interests of their City to continue this service, it may be discontinued by notice prior to the start of the new fiscal year, as stated in the agreement. Staff recommends entering into this agreement. ADDITIONAL COMMENTS Non - residents using the "home" library will also be allowed to use the other lending library, and will be requested to pay the fee to the library that they use most frequently. Fees at both libraries are now the same. A mechanism has been set up to notify one another of those who have fines and lost materials, and those who have paid such fines. Borrowers must be in good standing at the "home" library before they may use materials at the lending library. It is estimated that each site will lend about 400 books per year to patrons from the other library. Though there are more Round Rock patrons, there may be equal circulation because fewer Round Rock patrons go to Georgetown, but Georgetown patrons have to go through Round Rock to get to Austin. Patrons will know what the other library has through a CD -ROM database listing Round Rock and Georgetown materials. This database has been funded through the Central Texas Library System. In September 1991, the Central Texas Library System expects to award a grant of $500.00 for additional book purchases to each library participating in a reciprocal agreement, as well as additional funds to the library lending more books to patrons from other sites than that which its own patrons borrow from other lending libraries. Long - range financial consideration is related to possible grant funding of joint projects. Since the Texas State Library emphasis is on shared resources, such an agreement would be necessary for state funding of joint projects, e.g., jointly owned computer systems. Through the years, each site has developed different collection strengths. These strengths, along with some other basic statistics, are included on the next page.
