WHEREAS, the City of Round Rock desires to have engineering
services for well water compliance, and
WHEREAS, HDR has submitted an engineering contract to provide
said engineering services, and
WHEREAS, the City Council desires to enter into said contract
with HDR, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with HDR for engineering services for
well water compliance, a copy of said contract being attached hereto
and incorporated' herein for all purposes.

AGREEMENT FOR PROFESSIONAL SERVICES
This will constitute an agreement for professional engineering services between the City of
Round Rock, Texas (Owner) and HDR Engineering, Inc. (Engineer) for engineering services
required for the City's water system, including the supply sources, treatment, and distribution
system. This agreement shall cover all engineering services required, including the
following:
ATTEST
1. Assistance in the determination of the cause and remedy for the problems
experienced in the water distribution system.
2. Assistance in the determination of the impact of the new Rules and
Regualtions of the Texas Department of Health (TDH) as well as the new
Rules of the U.S. Environmental Agency (EPA) in the implementation of the
1986 Amendments to the Safe Drinking Water Act.
3. Assistance in the development of the alternatives to meet the new Rules and
Regulations of TDH and EPA.
4. Assistance in the presentation of the alternatives to TDH for their review and
approval.
For performing these engineering services, the Engineer is to be paid on a monthly billing
basis with the compensation for the work based on a salary cost times a multiplier of 2.5
with reimbusement of all direct non -labor expenses at invoice cost plus a ten percent (10 %)
handling charge. No work shall be undertaken without authorization from the designated
representative of the City. Total charges for the authorized services including direct non -
labor expenses shall not exceed Ten Thousand Dollars ($10,000.00) without written approval
from the designated representative of the City of Round Rock, Texas.

Dear Mr. Nuse:
In accordance with our telephone conversation of December 14, 1990, enclosed is a
proposed Agreement for Professional Services between the City and HDR Engineering, Inc.
for providing professional engineering services in connection with the City's water system.
As agreed, the maximum authorization of this agreement is Ten Thousand ($10,000.00)
Dollars without written approval from the designated representative of the City.
Both copies of the proposed Agreement for Professional Services should executed by the
City, then one copy should be retained by the City for its' files and the other returned to
HDR. We certainly appreciate the opportunity and look forward to working with you and
your staff on this matter.

ITEM: 13F. Consider a resolution authorizing the Mayor to enter
into an Engineering Contract with HDR for well
water compliance.
STAFF RESOURCE PERSON: Jim Nuse
STAFF RECOMMENDATION:
As the Council is aware, many important changes are being implemented by
Federal and State governments regarding water supply and distribution. Recently,
the City became aware of a situation which was caused by a radical drop in the pH
of groundwater. Staff is requesting that HDR Engineering assist us in remedying
this problem in conjunction with the Health Department's evaluation of
groundwater under the influence of surface water. The City desires to minimize
the financial impact of these two related circumstances.
The firm of H.D.R. is being requested due to their experience in these particular
water issues. In addition, the engineer most involved in our project has recently
joined H.D.R. from the Health Department and is very familiar with the methods
and procedures regarding the groundwater under the influence program. The
agreement is time and materials will not exceed $10,000.
