The approved budget is reflected in the attached Approved Budget Summary. This grant
is subject to and conditioned upon acceptance of the CJD Grant Application and Admin-
istration Guidelines (Guide) promulgated for this specific program fund (referenced
above) through the Office of the Governor, Criminal Justice Division. Applicable spe-
cial conditions are contained in the Guide or cited below. Total project costs must be
accounted for in accordance with the Uniform Grant and Contract Management Standards
and the Guide.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to CJD, to the attention of the
Accounting Department, in accordance with the instructions provided by CJD and shall be
in the form required by CJD. Requests for funds will not be honored until all special
conditions outlined on the Statement of Grant Award and that required action on the part
of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above- referenced grant does not commit the Governor's Office to future
funding. Any such funding shall be determined by the state plan or guide under which
application may be made, by all applicable policies and procedures promulgated by the
Governor's Office, Criminal Justice Division, and /or federal guidelines, and by the ap-
propriation of funds.

As is required by article IX, section 51, of the general appropriations bill enacted by the
74th Legislature, regular session (Acts 1995, 74th Leg., ch. 1063, effective September I,
1995), none of the funds appropriated may be expended for grants to any law enforcement
agency regulated by Chapter 415, Government Code, unless (1) the law enforcement
agency requesting the grant is in compliance with all rules developed by the Texas
Commission on Law Enforcement Officer Standards and Education pursuant to Chapter

State of Texas, entitled Project G.R.I.P.
and further identified by grant number SF- 96 -S12 -08832 ; and
Whereas, the Governor of the State of Texas has approved the grant application as evidenced by the
Statement of Grant Award from the Govemor's Office dated SEP 2 0 1995 which contained
certain special requirements; and
Whereas, the Grantee desires to accept the grant award, the Uniform Grant and Contract Management
Standards, and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniform Grant
and Contract Management Standards and special requirements in the grant application and the Statement of
Grant Award as evidenced by the agreement, executed by the project director, the financial officer, and the
official authorized to sign the original grant application, or the official's successor, as presiding officer of
and on behalf of the governing body of this grantee; and

WHEREAS, the Office of the Governor, Criminal Justice Division, has
grant funds available to cities for various law enforcement projects, and
WHEREAS, grant funds are available for Juvenile Drug Enforcement
Officer and Juvenile Law Enforcement Officer Projects to provide the manpower
and equipment to implement a program designed to reduce juvenile gang offense
activity with a particular emphasis on drug trafficking, and

Gang Response and Intervention Program
The manpower and equipment requested would fund the implementation of this
program which is designed to reduce juvenile gang offense activity, with a
particular emphasis on narcotics trafficking, by utilizing enforcement and
educational techniques. •
L Enforcement
A. Zero Tolerance - Proactive enforcement including, but not limited to,
surveillances, intelligence gathering, street sweeps, aggressive patrol and
follow -up investigations of all incidents.
I. Concentration on the use and distribution of narcotics among gangs.
Interdiction stops and search warrants based on information obtained
through surveillances, intelligence gathering, and the use of
confidential informants.
a. Establish connective relationships between gangs and their
members in an effort to form organized crime cases.
2. Recruitment of an officer on each patrol shift to act as a G.It.I.P.
representative for purposes of developing a continual flow of
information. Also, this will reinforce the zero tolerance enforcement
concept among line officers.
3. Designation of a gang investigator within the Criminal Investigation
Division so that investigative efforts can be coordinated between
investigative divisions to achieve maximum enforcement.

5. Assist area law enforcement agencies with gang related investigations
to insure an overall stiff approach to gang related incidents.
6. D.evelop and implement a community services program for young
adult offenders, with gang affiliation, who are processed through the
municipal court.
7. Develop a relationship with the Juvenile Probation Department to
increase awareness of gang affiliations.
a. Encourage more referrals for adjudication regarding gang related
offenders.
b. Develop contacts within Juvenile Probations's Community
Service Program to insure gang related offender participation.
c. Encourage the use of alternative community based programs
with first offenders who have fringe affiliations.
8. Develop close working relationship with County Attorney's office to
increase awareness of gang affiliations and insure aggressive
prosecution.

b. Investigatory techniques and important factors to proper gang
case preparation.

2. Implement training programs for Round Rock Police personnel to
insure that the best law enforcement tactics are being utilized.

enforcement community.
3. Coordinate efforts to direct high risk youth toward community based
programs such as alternative education programs and vocational and
job training.

Gang Response and Intervention Program
1. OBJECTIVES AND NEED FOR THIS ASSISTANCE
The manpower and equipment requested would fund the implementation of this
program which is designed to reduce juvenile gang offense activity, with a
particular emphasis on narcotics trafficking, by utilizing enforcement and
educational techniques.
With the addition of a specialized officer and program, a reduction of gang related
offenses activity and narcotics trafficking is expected.
A two -step approach to the U.R.I.P. program has been planned. The first step is
enforcement including, but not limited to, surveillances, intelligence gathering,
street sweeps, aggressive patrol and follow -up investigations of all incidents.
The second step of the program is education. This portion of the program will be
conducted in two phases. Phase I places emphasis on heightening public awareness
and encourage community participation. Phase II is implementation of the
programs developed -- an extension of the D.A.R.E. program
The following outline documents how the 0.R.I.P. program will be implemented
in Step I (enforcement) and Step II (education). The enforcement program also
explains how the City of Round Rock Police Department will utilize each patrol
shift to work effectively with the 0. R.1.1). officer.
A. Zero Tolerance - Proactive enforcement including, but not limited to,
surveillances, intelligence gathering, street sweeps, aggressive patrol and
follow -up investigations of all incidents.
1. Concentration on the use and distribution of narcotics among gangs.
Interdiction stops and search warrants based on information obtained
through surveillances, intelligence gathering, and the use of
confidential informants.

a. Establish connective relationships between gangs and their
members in an effort to form organized crime cases.
2. Recruitment of an officer on each patrol shift to act as a G.R.1.P.
representative for purposes of developing a continual flow of
information. Also, this will reinforce the zero tolerance enforcement
concept among line officers.
3. Designation of a gang investigator within the Criminal Investigation
Division so that investigative efforts can be coordinated between
investigative divisions to achieve maximum enforcement.
a. Identify connective relationships between adult and juvenile
gang offenders through modus operandi, crime patterns, and
gang affiliations.
4. Identification and concentration on gang leaders and hardcore
members. Investigation geared to maximum charge potential.
a. Tracking of cases throughout post arrest process to encourage a
harsh stance against gang affiliation.
5. Assist area law enforcement agencies with gang related investigations
to insure an overall stiff approach to gang related incidents.
6. Develop and implement a community services program for young
adult offenders, with gang affiliation, who are processed through the
municipal court.
7. Develop a relationship with the Juvenile Probation Department to
increase awareness of gang affiliations.
a. Encourage more referrals for adjudication regarding gang related
offenders.
b. Develop contacts within Juvenile Probations's Community
Service Program to insure gang related offender participation.
c. Encourage the use of alternative community based programs
with first offenders who have fringe affiliations.
8. Develop close working relationship with County Attorney's office to
increase awareness of gang affiliations and insure aggressive
prosecution.

a. Encourage probation requirements that would prevent
association with gang members and with gang related activities.
9. Encourage the District Attorney's office to develop guidelines for adult
certifications regarding felony gang related offenses.
a. Encourage certification for all felony gang cases involving
narcotics, violent acts, and significant property crimes.
A. Phase I - Emphasis is placed on heightening public awareness and
encouraging community participation.
1. Development of public presentation including visual aids and written
handouts which encourages community involvement.
2. Develop an advertising campaign to direct public attention to the
project.
a. Billboards, bumper stickers, and posters which carry slogans like
"Geta 01 11) ON GANGS ", etc.
3. Develop training for police and other law enforcement personnel.
Curriculum geared toward officer recognition of gang traits and
characteristics.
a. Emphasis on officer safety in dealing with gang members.
b. Investigatory techniques and important factors to proper gang
case preparation.
4. Development of a curriculum to be used within the public schools to
support and reinforce the information learned in D.A.R.E. and Life
Skills classes.
a. Pilot effort - Using Question and Answer and Group discussion
technique in schools in conjunction with D.A.R.E. lesson 13,
regarding gangs.
5. Identify community based programs which can be utilized in both the
Educational and Enforcement areas of Project G.It.I.1). as referral
sources.

10,it Will insure that the facilities under its ownership, lease or
supervision which shall be utilized in the accomplishment of the
project are not listed on the Environmental Protection Agency's
(EPA) list of Violating Facilities and that it will notify the
Federal grantor agency of the receipt of any communication from
the Director of the EPA Office of Federal Activities indicating
that A facility to be used in the project is under consideration
for listing by the EPA.
11.It will comply with the flood insurance purchase requirements of
Section 102(a) of the Flood Disaster Protection Act of 1973, Public
Law 93 -234, 87 Stat. 975, Approved December 31, 1976. Section
102(a) requires, on and after March 2, 1975, the purchase of flood
insurance in communities where such insurance is available as a
condition for the receipt of any Federal financial assistance for
construction or acquisition purposes for use in any area that has
been identified by the Sec_'tary of the Department of Housing and
Urban Development as an area having special flood hazards.

Gang Response and Intervention Program
The manpower and equipment requested would fund the implementation of this
program which is designed to reduce juvenile gang offense activity, with a
particular emphasis on narcotics trafficking, by utilizing enforcement and
educational techniques.
I. Enforcement
A. Zero Tolerance - Proactive enforcement including, but not limited to,
surveillances, intelligence gathering, street sweeps, aggressive patrol and
follow -up investigations of all incidents.
1. Concentration on the use and distribution of narcotics among gangs.
Interdiction stops and search warrants based on information obtained
through surveillances, intelligence gathering, and the use of
confidential informants.
a. Establish connective relationships between gangs and their
members in an effort to form organized crime cases.
2. Recruitment of an officer on each patrol shift to act as a G.R..I.P.
representative for purposes of developing a continual flow of
information. Also, this will reinforce the zero tolerance enforcement
concept among line officers.
3. Designation of a gang investigator within the Criminal Investigation
Division so that investigative efforts can be coordinated between
investigative divisions to achieve maximum enforcement.

adult offenders, with gang affiliation, who are processed through the
municipal court.
7. Develop a relationship with the Juvenile Probation Department to
increase awareness of gang affiliations.
a. Encourage more referrals for adjudication regarding gang related
offenders.
b. Develop contacts within Juvenile Probations's Community
Service Program to insure gang related offender participation.
c. Encourage the use of alternative community based programs
with first offenders who have fringe affiliations.
8. Develop close working relationship with County Attorney's office to
increase awareness of gang affiliations and insure aggressive
prosecution.

Gang Response and Intervention Program
1. OBJECTIVES AND NEED FOR THIS ASSISTANCE:
The manpower and equipment requested would fund the implementation of this
program which is designed to reduce juvenile gang offense activity, with a
particular emphasis on narcotics trafficking, by utilizing enforcement and
educational techniques.
With the addition of a specialized officer and program, a reduction of gang related
offenses activity and narcotics trafficking is expected.
3. APPROACH:
A two -step approach to the G.1.1.P. program has been planned. The first step is
enforcement including, but not limited to, surveillances, intelligence gathering,
street sweeps, aggressive patrol and follow -up investigations of all incidents.
The second step of the program is education. This portion of the program will be
conducted in two phases. Phase I places emphasis on heightening public awareness
and encourage community participation. Phase II is implementation of the
programs developed -- an extension of the D.A.R.E. program
3A. STATEMENT OF TASKS INVOLVED:
The following outline documents how the G.11.1.1). program will be implemented
in Step I (enforcement) and Step II (education). The enforcement program also
explains how the City of Round Rock Police Department will utilize each patrol
shift to work effectively with the 6.1.I.1). officer.
I. Enforcement
A. Zero Tolerance - Proactive enforcement including, but not limited to,
surveillances, intelligence gathering, street sweeps, aggressive patrol and
follow -up investigations of all incidents.
1. Concentration on the use and distribution of narcotics among gangs.
Interdiction stops and search warrants based on information obtained
through surveillances, intelligence gathering, and the use of
confidential informants.

a. Establish connective relationships between gangs and their
members in an effort to form organized crime cases.
2. Recruitment of an officer on each patrol shift to act as a G.IL.I.1
representative for purposes of developing a continual flow of
information. Also, this will reinforce the zero tolerance enforcement
concept among line officers.
3. Designation of a gang investigator within the Criminal Investigation
Division so that investigative efforts can be coordinated between
investigative divisions to achieve maximum enforcement.
a. Identify connective relationships between adult and juvenile
gang offenders through modus operandi, crime patterns, and
gang affiliations.
4. Identification and concentration on gang leaders and hardcore
members. Investigation geared to maximum charge potential.
a. Tracking of cases throughout post arrest process to encourage a
harsh stance against gang affiliation.
5. Assist area law enforcement agencies with gang related investigations
to insure an overall stiff approach to gang related incidents.
6. Develop and implement a community services program for young
adult offenders, with gang affiliation, who are processed through the
municipal court.
7. Develop a relationship with the Juvenile Probation Department to
increase awareness of gang affiliations.
a. Encourage more referrals for adjudication regarding gang related
offenders.
b. Develop contacts within Juvenile Probations's Community
Service Program to insure gang related offender participation.
c. Encourage the use of alternative community based programs
with first offenders who have fringe affiliations.
8. Develop close working relationship with County Attorney's office to
increase awareness of gang affiliations and insure aggressive
prosecution.

9. Encourage the District Attorney's office to develop guidelines for adult
certifications regarding felony gang related offenses.
a. Encourage certification for all felony gang cases involving
narcotics, violent acts, and significant property crimes.
II. EDUCATION
a. Encourage probation requirements that would prevent
association with gang members and with gang related activities.
A. Phase I - Emphasis is placed on heightening public awareness and
encouraging community participation.
1. Development of public presentation including visual aids and written
handouts which encourages community involvement.
2. Develop an advertising campaign to direct public attention to the
project.
a. Billboards, bumper stickers, and posters which carry slogans like
"Get a (TRIP ON GANGS", etc.
3. Develop training for police and other law enforcement personnel.
Curriculum geared toward officer recognition of gang traits and
characteristics.
a. Emphasis on officer safety in dealing with gang members.
b. Investigatory techniques and important factors to proper gang
case preparation.
4. Development of a curriculum to be used within the public schools to
support and reinforce the information learned in D.A.R.E. and Life
Skills classes.
a. Pilot effort - Using Question and Answer and Group discussion
technique in schools in conjunction with D.A.R.E. lesson 13,
regarding gangs.
5. Identify community based programs which can be utilized in both the
Educational and Enforcement areas of Project (i. R. I. P . as referral
sources.

B. Phase 2 - Implementation of programs developed.
1. Supplement D.A.R.E. classes at lessons 4, 6 10, and 13 and Life Skills
classes with gang curriculum.
2. Implement training programs for Round Rock Police personnel to
insure that the best law enforcement tactics are being utilized.
a. Make this training available to other agencies within the law
enforcement community.
3. Coordinate efforts to direct high risk youth toward community based
programs such as alternative education programs and vocational and
job training.

ASSURANCES

condition for the receipt of any Federal financial assistance for

Gang Response and Intervention Program
The manpower and equipment requested would fund the implementation of this
program which is designed to reduce juvenile gang offense activity, with a
particular emphasis on narcotics trafficking, by utilizing enforcement and
educational techniques. •
A. Zero Tolerance - Proactive enforcement including, but not limited to,
surveillances, intelligence gathering, street sweeps, aggressive patrol and
follow -up investigations of all incidents.
1. Concentration on the use and distribution of narcotics among gangs.
Interdiction stops and search warrants based on information obtained
through surveillances, intelligence gathering, and the use of
confidential informants.
a. Establish connective relationships between gangs and their
members in an effort to form organized crime cases.
2.' Recruitment of an officer on each patrol shift to act as a G.R.I.P.
representative for purposes of developing a continual flow of
information. Also, this will reinforce the zero tolerance enforcement
concept among line officers.
3. Designation of a gang investigator within the Criminal Investigation
Division so that investigative efforts can be coordinated between
investigative divisions to achieve maximum enforcement.

to insure an overall stiff approach to gang related incidents.
6. Develop and implement a community services program for young
adult offenders, with gang affiliation, who are processed through the
municipal court.
7. Develop a relationship with the Juvenile Probation Department to
increase awareness of gang affiliations.
a. Encourage more referrals for adjudication regarding gang related
offenders.
b. Develop contacts within Juvenile Probations's Community
Service Program to insure gang related offender participation.
c. Encourage the use of alternative community based programs
with first offenders who have fringe affiliations.

handouts which encourages community involvement.
2. Develop an advertising campaign to direct public attention to the
project.

"Geta GRIP ON GANGS ", etc.
3. Develop training for police and other law enforcement personnel.
Curriculum geared toward officer recognition of gang traits and
characteristics.
a. Emphasis on officer safety in dealing with gang members.

case preparation.

5. Identify community based programs which can be utilized in both the
Educational and Enforcement areas of Project G.R.I.P. as referral

1. Supplement D.A.R.E. classes at lessons 4, 6 10, and 13 and Life Skills
classes with gang curriculum.
2. Implement training programs for Round Rock Police personnel to
insure that the best law enforcement tactics are being utilized.
a. Make this training available to other agencies within the law
enforcement community.
3. Coordinate efforts to direct high risk youth toward community based
programs such as alternative education programs and vocational and
job training.

Project (i.R.I.P.
Gang Response and Intervention Program
1. OBJECTIVES AND NEED FOR THIS ASSISTANCE:
The manpower and equipment requested would fund the implementation of this
program which is designed to reduce juvenile gang offense activity, with a
particular emphasis on narcotics trafficking, by utilizing enforcement and
educational techniques.
2 RESULTS OR BENEFITS EXPECTED:
With the addition of a specialized officer and program, a reduction of gang related
offenses activity and narcotics trafficking is expected.
3. APPROACH:
A two -step approach to the G. R.I.P. program has been planned. The first step is
enforcement including, but not limited to, surveillances, intelligence gathering,
street sweeps, aggressive patrol and follow -up investigations of all incidents.
The second step of the program is education. This portion of the program will be
conducted in two phases. Phase I places emphasis on heightening public awareness
and encourage community participation. Phase II is implementation of the
programs developed -- an extension of the D.A.R.E. program
3A. STATEMENT OF TASKS INVOLVED:
The following outline documents how the (LILLP. program will be implemented
in Step I (enforcement) and Step II (education). The enforcement program also
explains how the City of Round Rock Police Department will utilize each patrol
shift to work effectively with the 0. R.I.P. officer.
I. Enforcement
A. Zero Tolerance - Proactive enforcement including, but not limited to,
surveillances, intelligence gathering, street sweeps, aggressive patrol and
follow -up investigations of all incidents.
1. Concentration on the use and distribution of narcotics among gangs.
Interdiction stops and search warrants based on information obtained
through surveillances, intelligence gathering, and the use of
confidential 'informants.

a. Establish connective relationships between gangs and their
members in an effort to form organized crime cases.
2. Recruitment of an officer on each patrol shift to act as a G.11.1.1).
representative for purposes of developing a continual flow of
information. Also, this will reinforce the zero tolerance enforcement
concept among line officers.
3. Designation of a gang investigator within the Criminal Investigation
Division so that investigative efforts can be coordinated between
investigative divisions to achieve maximum enforcement.
a. Identify connective relationships between adult and juvenile
gang offenders through modus operandi, crime patterns, and
gang affiliations.
4. Identification and concentration on gang leaders and hardcore
members. Investigation geared to maximum charge potential.
a. Tracking of cases throughout post arrest process to encourage a
harsh stance against gang affiliation.
5. Assist area law enforcement agencies with gang related investigations
to insure an overall stiff approach to gang related incidents.
6. Develop and implement a community services program for young
adult offenders, with gang affiliation, who are processed through the
municipal court.
7. Develop a relationship with the Juvenile Probation Department to
increase awareness of gang affiliations.
a. Encourage more referrals for adjudication regarding gang related
offenders.
b. Develop contacts within Juvenile Probations's Community
Service Program to insure gang related offender participation.
c. Encourage the use of alternative community based programs
with first offenders who have fringe affiliations.
8. Develop close working relationship with County Attorney's office to
increase awareness of gang affiliations and insure aggressive
prosecution.

a. Encourage probation requirements that would prevent
association with gang members and with gang related activities.
9. Encourage the District Attorney's office to develop guidelines for adult
certifications regarding felony gang related offenses.
a. Encourage certification for all felony gang cases involving
narcotics, violent acts, and significant property crimes.
IL EDUCATION
A. Phase I - Emphasis is placed on heightening public awareness and
encouraging community participation.
1. Development of public presentation including visual aids and written
handouts which encourages community involvement.
2. Develop an advertising campaign to direct public attention to the
project.
a. Billboards, bumper stickers, and posters which carry slogans like
"Geta GRIP ON GANGS ", etc.
3. Develop training for police and other law enforcement personnel.
Curriculum geared toward Officer recognition of gang traits and
characteristics.
a. . Emphasis on officer safety in dealing with gang members.
b. Investigatory techniques and important factors to proper gang
case preparation.
4. Development of a curriculum to be used within the public schools to
support and reinforce the information learned in D.A.R.E. and Life
Skills classes.
a. Pilot effort - Using Question and Answer and Group discussion
technique in schools in conjunction with D.A.R.E. lesson 13,
regarding gangs.
Identify community based programs which can be utilized in both the
Educational and Enforcement areas of Project G. R. I . P . as referral
sources.

B. Phase 2 - Implementation of programs developed.
1. Supplement D.A.R.E. classes at lessons 4, 6 10, and 13 and Life Skills
classes with gang curriculum.
2. Implement training programs for Round Rock Police personnel to
insure that the best law enforcement tactics are being utilized.
a. Make this training available to other agencies within the law
enforcement community.
3. Coordinate efforts to direct high risk youth toward community based
programs such as alternative education programs and vocational and
job training.
3B. PROJECTED ACCOMPLISHMENTS:
Refer to project goal achievements, pages CJD -16 -A and CJD -16 -B.

It will comply with the minimum wage and maximum
hours provisions of the Federal Fair Labor Standards

Federal grantor agency of the receipt of any communication from

that a facility to be used in the project is under consideration
for listing by the EPA.
11.It will comply with the flood insurance purchase requirements of
Section 102(a) of the Flood Disaster Protection Act of 1973, Public
Law 93 -234, 87 Stat. 975, approved December 31, 1976. Section
102(a) requires, on and after March 2, 1975, the purchase of flood
insurance in communities where such insurance is available as a
condition for the receipt of any Federal financial assistance for
construction or acquisition purposes for use in any area that has
been identified by the Sec_Itary of the Department of Housing and
Urban Development as an area having special flood hazards.

The phrase 'Federal financial assistance" includes any form
of loan, grant, guaranty, insurance payment, rebate, subsidy,
disaster assistance loan or grant, or any other form of
direct or indirect Federal assistance.
12. It will assist the Federal grantor agency in its compliance
with Section 106 of the National Historic Preservation Act
of 1966 as amended (16 U.S.C. 470), Executive Order 11593,
and the Archeological and Historic Preservation Act of
1966 (16 U.S.C. 469a -1 et seq.) by (a) consulting with the
State Historic Preservation Officer on the conduct of
investigations, as necessary, to identify properties listed
in' or eligible' for inclusion in the National Register of
Historic Places that are subject to adverse effects(see 36 CFR
Part 800.8) by the activity, and notifying the Federal
grantor agency of the existence of any such properties, and
by (b) complying with all requirements established by the
Federal grantor agency to avoid or mitigate adverse effects
upon such properties.
13. It will comply with the Uniform Grant and Contract Management Standards
(UGCMS) developed under the directive of the Uniform Grant and Contract
Management Act of 1981, Texas Civil Statutes, Article 4413(329).
