R-91-1586 - 3/28/1991RESOLUTION NO. )536R- WHEREAS, the City of Round Rock has expressed a desire for electronic vote counting to help streamline the election process on election day, and WHEREAS, Williamson County has offered their electronic vote counting facilities, and WHEREAS, the City Council desires to accept this offer from Williamson County, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized to enter into an Intergovernmental Agreement with the County of Williamson for electronic vote counting facilities, a copy of said Agreement being attached hereto and incorporated herein for all purposes. ATTEST: NE LAND, City Secretary RS03281D MIKE ROBINSON, Mayor City of Round Rock, Texas STATE OF TEXAS WILLIAMSON COUNTY CITY OF ROUND ROCK AGREEMENT BETWEEN WILLIAMSON COUNTY AND CITY OF ROUND ROCK FOR ELECTION ADMINISTRATION DUTIES GENERAL ELECTION 4th day of May 1991 This agreement is entered into and between Williamson County, Texas and the City of Round Rock , Texas for the purpose of setting out certain terms, conditions and considerations in relation to various election functions associated with the 4th day of May 19 91 City of Round Rock General Election. Section 1. DUTIES AND SERVICES OF THE COUNTY The County shall be reponsible for performing all the duties as prescribed by the State Election laws in a timely manner in connection with the conduction of the General City Election, and shall furnish the following services and equipment: Section 2. PAYMENT 1. Be reponsible for the tabulation of votes at the Central Counting Station (Voter Registrator's office at the County Court House, Georgetown, Texas. 2. Secure and train personnel to staff Central Counting Station as mutually agreed upon by the County Elections Administrator and City Secretary: 3. Test all tabulation equipment and provide for legal notification of such test: (Notice of test to be paid for by City) 4. Provide voter registration lists as needed by the City at no charge. The City shall pay for Central Couning Station personnel at the following rate: 1. Person in charge of machines shall be paid the flat fee of $ 250.00 to run test, set up machines, make sure the machines are in perfect order to be used, test after the count, gain assistants and be avaflable'at the machines at all times during the Central Counting. 2. The other clerks and employees shall be paid at the rate of $5.00 per hour. 3. The manager (Elections Administrator) will not receive any compensation. Section 3. LIABILITY In connection with performance of this agreement, the County shall no be liable to third parties for an default of the City in connection with the holding of the election including failure by the City to pay any expenses hereunder, and the City shall not be liable to third parties for any default of the County in connection with the holding of the election. Consider a resolution authorizing the Mayor to enter into an agreement with Williamson County for electronic vote counting. STAFF RESOURCE PERSON: Joanne Land STAFF RECOMMENDATION: The attached resolution will authorize the Mayor to sign an intergovernmental agreement with Williamson County for the county to provide electronic vote counting in the May 4th election. This action will help streamline the vote counting process and alleviate concerns about human error in counting votes on election day. Since 2 counting teams will not be needed at the polls on election day, the City will save about $400 in personnel costs. Though other reimbursable costs will be incurred by the county, staff feels the costs will be approximately the same as the personnel costs saved making our election projections right on target. Due to a death in her family, Dorothy Jones has been unable to provide the necessaary intergovernmental agreement for electronic vote counting. Staff is hoping to have the document in hand by Wednesday afternoon or Thursday morning.
