I Recommend that the City of Round Rock accept the bid of $18,345.00 for a Vermeer
model 1250 Brush Chipper, given by Vermeer Sales of Texas. This machine was not
the low bid. This was the only chipper that meets all specifications.

As you know, on September 5th, we received bids for the above referenced wood
chipper. The bids received are as follows:

The reason it has taken so long to make a recommendation to Council is because
Cherry Valley claimed their machine met the Township's specifications. As you
can see from the Township Engineer's letters of September 14th and September 20th,
1989 (copies attached to resolution), this was not the case. In fact, Cherry
Valley did not have a model to demonstrate that their product met all the
specifications required by Florence Township.
After witnessing the demonstration between Cherry Valley and Vermeer, I can
confidently state that the Vermeer is the better machine for Florence Township.
Aside from the fact that Vermeer is more in- line with our specifications, it
also seemed to have a greater degree of safety built into its design, The
Vermeer's ability to accept the wood easier than Cherry Valley's, eliminates the
need for the operator to come into close proximity of the rollers. I think this
is a very important difference between the two machines.
As you will see in Mr.•Birdsall's letters, we are recommending that Council
purchase the Vermeer Wood Chipper. The efficiency of the Vermeer outweighs the
difference in purchase price between the machines.

IC should also be noted that John Purakovics has fully reviewed all of the bids
for the machines. John recommends the Vermeer. Bill Wilkins has reviewed the
bids and has advised me that we can legally support award to Vermeer.
If you have questions on this mercer, please call me before the next Wednesday's
meeting.

Safety Features
1. The end of the feed table is 72" from the feed rollers so operator cannot
reach or get caught in moving rollers.
2. Feed area has• a larger opening (33" x 48 ") than any other chipper. The
larger opening allows easier feed of Christmas trees and Porky material.
3. The tongue pivots for curb feeding which keeps operator off of busy
streets when using.
'4. The feed table is offset to the curb side of the machine for greater
operator safety when feeding brush.
5. Jammed material in dead space can be removed easily and safely Without
machine running.
6. The live hydraulic system allows the feed rollers to operate even when
cutter wheel is disengaged.
7. Discharge chute pivots only 270" -- will not discharge at operator.
8. Electric brakes are standard.
Design Advantages
1. Large vertical feed rollers (161" diameter) provide several benefits:
prevents wrapping, no need for trap door, more aggressive bite on brush,
handles forky material better.
2. Engine controls and clutch on driver's side for easy access. Don't have to
climb over tongue or walk around machine to start or, engage clutch.
3. Engine hood tilts open for easy access -- quicker to check fluid levels,
belts and radiator.
4. The side plates holding cutter disc are 5/8" thick. This is 1/8" to 1/4"
thicker than competitors.
5. Power band drive belt provides longer service life than a set of single
drive belts.
6. Dual batteries in lockable canpartment are standard.
7. Engine has reverse fan to prevent radiator from plugging.
8. No wrenches needed to adjust diechawye chute or chip deflector quick,
simple, safe.

SAFETY IS MORE.THAN A SIDE BENEFIT -- We are aware of at least two
serious accidents involving chipbers, in 1989. At De Funiak
Springs, Florida a city employee was "for reasons unknown" pulled
into a disc chipper and sustained fatal injuries. More recently a ••'.
man chipping wood in B illerica,Oassachusetts had both arms mangled
by the feed rollers of a similar chipper. In each instance a
competitor's machine was involved where the length of the feed table
would place the operator at about 36" from the feed rollers. .
The Vermeer 1250 Brush Chipper has a standard feed table 74" long. ".
I was reminded of this recently when two dealers were awarded city
bids. Tom Towers was $4,400 high and overcame two protests to get
the order from the Township of Florence, New Jersey; and Dave Beard
overcame an $1,813 deficit to capture a sale at the City of Sabina,
Ohio. Safety was specifically mentioned tin the awards justifications
from both cities. I have the letiers on file.
