R-91-1642 - 8/8/1991ATTEST: .B RESOLUTION NO. 14 O g lei WHEREAS, the State Department of Highways and Public Transportation has proposed two improvement projects for Interstate Highway 35 in the San Marcos area; and WHEREAS, the additional lanes to be constructed from Highway 123 to the Comal County line will facilitate the greatly increased traffic now using IH -35, which averages more than 40,000 vehicles a day; and WHEREAS, providing an additional lane in each direction will improve safety and traffic flow through San Marcos; and WHEREAS, the City of Round Rock views capacity improvements to Interstate Highway 35 are in the best interests of the State and especially the residents of the Greater Austin -San Antonio Corridor, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: That the City of Round Rock supports the expansion of IH -35 from Highway 123 to the Comal County line and the rehabilitation of the southbound lanes of the Blanco River Bridge as proposed by the State Department of Highways and Public Transportation. Main St. Round Rock Texas 78664 Dear son: c: atve The San Marcos City Council has adopted the enclosed resolution in support of two highway improvement projects proposed by the Texas Department of Highways and Public Transportation in San Marcos. These projects will include bridge repair and expansion of traffic lanes, frontage roads, overpasses, and lighting along Interstate Highway 35 through portions of the San Marcos area as part of the Highway Department's on -going improvements of IH 35. The Highway Department has already held two public hearings in San Marcos to respond to opposition to these highway projects. Our City Council believes it is of the utmost importance to continue with the IH 35 project because of the vital link provided by the interstate to all of our corridor communities. IH 35 carries more than 40,000 vehicles daily through San Marcos and this number is expected to double in the next 20 years. Interstate 35 is the common thread that unites our counties and cities as an economic region. All of us, therefore, will benefit from the infrastructure improvements currently in progress along much of the interstate between Austin and San Antonio. I would like to request that you introduce a resolution for adoption by your elected officials to send to the Highway Department in support of the IH 35 improvements in San Marcos. Your support will assist the Highway Department in its consideration of these projects. I will also appreciate receiving a copy of any action your officials take on this matter. WHEREAS, the State Department of Highways and Public Transportation has proposed two improvement projects for Interstate Highway 35 in the San Marcos area, the first being the replacment of the southbound mainlane bridge over the Blanco River, and the second consisting of the addition of traffic lanes, frontage roads, overpasses, illumination and related improvements between State Highway 123 and the Comal County line; and WHEREAS, the additional lanes to be constructed from Highway 123 to the Comal County line will facilitate the greatly increased traffic now using IH -35, which averages more than 40,000 vehicles a day; and WHEREAS, this traffic volume will 'increase as the Austin -San Marcos -San Antonio corridor continues to grow, with projections for the next 20 years indicating that the use of IH -35 through San Marcos is expected to double; and WHEREAS, providing an additional lane in each direction will improve safety and traffic flow through San Marcos; and WHEREAS, this Highway Department project will also provide much needed improvements to the frontage roads and entrance and exit ramps, particularly between State Highway 123 and Wonder World Drive (FM 3407), and widening the northbound and southbound frontage roads in this area will relieve existing congestion, and establishing one -way traffic will greatly enhance safety on the access roads; and WHEREAS, the rehabilitation of the southbound lane of the Blanco River bridge is also a necessary improvement, since removing the concrete deck and beams of the southbound lane and extending the northbound bridge structure will alleviate structural problems and provide for future expansion of the bridge to accommodate six lanes of traffic; and WHEREAS, the Highway Department has submitted the plans for these projects to the U.S. Fish and Wildlife Service, the Texas Parks and Wildlife Department and the Texas Water Commission for environmental review, and the City appreciates the awareness and concern of the Department for the special environmental considerations in the San Marcos community; and WHEREAS, the highway sections from north of the Blanco River to Highway 123 will be proposed for future expansion to six lanes, and the City is very interested in seeing this portion of IH -35 improved to complete the highway project in our community; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the City of San Marcos supports the expansion of IH - 35 from Highway 123 to the Corral County line and the rehabilitation of the southbound lanes of the Blanco River bridge as proposed by the State Department of Highways and Public Transportation.
