R-91-1649 - 9/12/1991WHEREAS, on the 26th day of September, 1990 the City of Round
Rock entered into a contract with the State Department of Highways and
Public Transportation ( "SDHPT ") to effectuate a traffic light
synchronization program, and
WHEREAS, Article 1 of said contract states that said contract
terminates twelve months after the final signature is added to said
contract, and
WHEREAS, the City and SDHPT wish to amend the termination
provision of said contract, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed on behalf of the
City to execute an Amendment to the September 26, 1990 contract
between the City of Round Rock and the State Department of Highways
and Public Transportation pertaining to the termination of said
contract, a copy of said amendment being attached hereto and
incorporated herein for all purposes.

Because of personnel constraints and unforeseen problems, the Texas
Department of Transportation is now requesting a time extension for the Traffic
Light Synchronization Grant Project.
It will not be possible for the Highway Department to complete this project by
September 26, 1991, as originally specified. Instead the proposed amendment
stipulates a new completion date of February 11, 1992.

Please find enclosed two copies of Amendment Number I requesting
a time extension for the Traffic Light Synchronization Grant Project.
The extension is requested until February 11, 1992 due to the following
reasons:
1. Due to the lack of personnel, an individual Engineer is working
on all six active TLS I projects.
2. Problems were encountered with the computer in optimizing the
traffic signals for one of the large TLS I projects. Therefore,
valuable time was lost from the Taylor project.
3. Time had to be devoted to the upcoming TLS II program.
Because of these and other factors, it will not be possible to complete
the project by the September 26, 1991 deadline.
Each copy of the amendment is to be signed by the city and returned
to our office for the final execution. Also, find enclosed a copy
of the authorizing resolution for the city to enter into the Traffic
Light Synchronization program.

WHEREAS, the City of Round Rock recognizes that it is in the
interest of the national economy to promote the conservation of
energy resources and to reduce our nation's dependence on costly
foreign oil; and,
WHEREAS, the retiming of signals by the City of Round Rock
will provide benefits to the local community in the form of
improved traffic flow, reduced fuel consumption, reduced vehicle
operating costs, reduced air pollutant emissions, and improved
safety due to smoother traffic flow; and,
WHEREAS, funds have been established and are available through
the State Department of Highways and Public Transportation for
grants to local governments for traffic signal retiming projects;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF ROUND ROCK, TEXAS
That the submission of an application to the State Department
of Highways and Public Transportation for a Traffic Light
Synchronization grant and, if the application is selected for
funding, the Mayor of the City of Round Rock is hereby authorized
and empowered to execute in the name of the City of Round Rock all
necessary applications, contracts, and agreements to implement and
carry out the purposes specified in this resolution.
