STREET MAINTENANCE SEAL COAT PROGRAM
Seal Coating of asphaltic concrete surfaced streets has long been recognized as a cost
effective maintenance procedure on streets and highways in Texas and throughout the country.
The three main benefits derived from, this maintenance procedure are the sealing or
waterproofing of the existing surface, the addition of a skid resistant texture and the rejuvenation
or revitalization of an old oxidizing asphalt surface thereby prolonging street life." Seal coating
adds little structural strength to a street. A good seal coating program would allow that every
street receive a seal coat every 5 to 8 years depending on other variables such as traffic load,
weather extremes, etc. The City of Round Rock has approximately 120 miles of streets under
maintenance responsibility. With the goal of seal coating each street every 7 years this amounts
to 311,000 square yards and at current construction costs approximately $300,000 per year.
Phase I of a 1990 / 1991 seal coat program has been developed which addresses the collector
streets in the northeast quadrant of the City. This being the area north of Ilighway 79 and east
of North Mays. This phase seal coats 3.84 miles of collector streets, at an estimated cost of
3105,000. These streets represent an asset value to the City of approximately 2.6 million at
current reconstruction costs. A street maintenance project has been developed for Gattis School
Road from South Creek Drive to County Road 122. This project involves more than seal
coating in that the first 2500 feet east of South Creek Drive and the last 1200 feet before
reaching County Road 122 needs some structural rehabilitation prior to seal coating. This
consists of removing brush and trees and ditch grading, reworking the existing base and
surfacing and adding 5 inches of flexible base to strengthen the section. It is proposed to seal
coat the entire length which is 2.38 miles with 2 applications being given the new base. The
estimated cost is $129,000. A similar project is being developed for Chisholm Trail from Sam
Bass Road to F.M. 3406. Prior to seal coating it is planned to strengthen the existing section
and widen slightly by adding 5 inch flexible base course. Two culverts also need widening and
guard rail added for safety concerns. A double application seal coat is planned. This section
of roadway is approximately 6800 feet in length or 1.28 miles and the preliminary estimated cost
for this work is $110,000.
