WHEREAS, the City of Round Rock desires engineering services for
the construction of the US 79 Waterline Improvements project, and
WHEREAS, Rio Tech, Inc. has submitted a proposal to provide the
needed engineering services, and
WHEREAS, the City Council desires to accept the proposal and to
enter into an agreement with Rio Tech, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City an agreement for engineering services with Rio
Tech, Inc. regarding the construction of the US 79 Waterline
Improvements project.

We are pleased to provide this proposal for the preparation of
Construction Plans and Specifications for the Highway 79, 12" Water
Line.
It is our understanding the Project consists of construction of
approximately 1550 L.F. of 12 " water line, plus appurtenances, from the
Creek Apartments to the existing 16" water line along F.M. 1460. The
estimated construction cost of the Project, as prepared by your staff, is
$67,000.00. The total Project cost, including Engineering and
contingencies, is estimated to be $80,400.00.
Our proposed scope of work is as follows:
1. Prepare Construction Plans and Specifications.
2. Assist Owner in solicitation of bids and award of contract for
construction.
3. Provide Construction Administration Services during construction
of the Project.
It is our understanding that design surveys as necessary to establish
existing topography and location of existing utilities will be supplied by
the City of Round Rock. We would propose to provide the above
services with compensation based upon the T.S.P.E. Curve "A" as
shown in Attachment "A ". Since the estimated construction cost of this
Project is under $100,000.00, the fee percentage will be capped @
11.7% of the construction costs. Further, since design survey
information will be supplied in an "ink on mylar" condition we propose to
deduct $2375.00 from the total Curve "A" fee.

Easement preparation, if required, and construction staking will be
supplied with compensation based upon the hourly rates as shown in
Attachment "B ".

(1) When Construction Cost is under $100,000, use reim-
bursable basis of compensation.
(2) Construction cost below is the work authorized at one time.
However, where the work is to be accomplished in a number of
separate construction contracts, then each such project element
should be evaluated on an individual basis, with additional
compensation to the Engineer.
(3) The Basic Charge presented below represents median com-
pensation. The appropriate compensation for any given assign.

published by ASCE.

ITEM: 10D. Consider a resolution authorizing the Mayor to enter into a
contract with Rio Tech for the US 79 Waterline Improvements.
STAFF RESOURCE PERSON: Jim Nuse
STAFF RECOMMENDATION:
Last year staff recommended that Rio Tech Engineering be hired to design a water line
between the Creek Apartments and 1460 along highway 79. Council rejected the
recommendation. Since that time, proposals were received for the surveying portion of the
project and Baker- Aicklen was authorized to do the work. Round Rock had a lot of rainfall this
past summer and functioned well without this line, however, it would be invaluable if the
weather were hot and dry. Since there are many utilities located in the right of way, I believe
it is important to have the design done by a firm familiar with that ROW. Bill Waeltz, now with
Rio Tech, designed and administered the construction of the force main in this stretch of ROW.
Therefore, I recommend this project be awarded to Rio Tech.
ECONOMIC IMPACT:
The estimated construction cost of this project is $67,000. The engineering and surveying
portion is equal to 11.7% of the construction cost or $7,839 (the surveying portion is $2,375 and
the engineering is $5,464).
