R-92-1694 - 1/23/1992WHEREAS, the agreement providing for the City's consent to the creation of the Meadows at Chandler Creek Municipal Utility District ( "District ") provides that a Land Use Plan is to be approved by the City Council, and WHEREAS, American General Realty Investment Corporation ( "American General "), the owner of the undeveloped property has submitted a proposed Land Use Plan to the City for its review and approval, and WHEREAS, the City's Planning and Zoning Commission has reviewed the Land Use Plan and has recommended its approval, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Land Use Plan submitted by American General for the development of the District is hereby approved. DATE OF REVIEW: 1/10/92 OWNER: American General Realty Investment Corporation DEVELOPMENT CONSULTANTS: Richardson Verdoorn Ehrler DESCRIPTION: The development of the Meadows at Chandler Creek consist predominantly of residential development together with limited commercial at key intersections. The proposed Land Uses are outlined as follows: Present development in the Meadows at Chandler Creek consist of single family development, a school and a recreational facility. LOCATION: The property lies outside the corporate boundaries of the City of Round Rock but with in its ETJ. It is bounded on the north by Old Settlers Boulevard and on the east by the proposed MoKan Expressway. The property is also bisected by FM 1460. The City of Round Rock's consent to the Meadows of Chandler Creek Municipal Utility District contains the requirement that the City Council approve a Land Use Plan for the development of the Meadows at Chandler Creek. This agreement also required that the development meet all city development ordinances. There has been no official land use plan approved by the City Council pursuit to the consent agreement to date. The application before the Planning and Zoning Commission will establish a recommendation to the City Council for the adoption of a Land Use Plan, which will function as the Zoning Plan for the development of the area. COMPLIANCE WITH GENERAL PLAN: The proposed Land Use Plan has been discussed in detail with the owners who have made revisions to ensure its conformity with the requirements of the 1990 Round Rock General Plan and the current zoning ordinance. Key aspects regarding the General Plan are: 1) The restriction of Multi- Family dwelling units to less then 20% of total housing units. The plan proposes 81.6% Single family units and 18.4% Multi- family units. The Plan also has limited commercial development to local type commercial facilities at major intersections, which is consistent with the policy provisions in the Round Rock General Plan. The plan has an overall density of less than the maximum six (6) units per gross developable acre provided in the General Plan. PLANNING COMMENTS: The Plan includes a note that lots sizes will not be less then six thousand five hundred (6,500) square feet as an on going cumulative average within the MUD. This will assure that the lot size of sixty -five hundred square feet as provide for in the City of Round Rock zoning ordinance will be met in the development of the Meadows at Chandler Creek as well. The use of the word "on going cumulative average" will ensure that the average lot size at no time in the development process will fall below sixty-five hundred square feet (6500). A Collector Road will be provided from section eight to the land not contained within the boundaries of this development, lying immediately to the north at the southwest intersection of Old Settlers Boulevard and the proposed MoKan Expressway. UTILITIES: Utilities are provided by the Municipal Utility District and utility systems are tied into the City of Round Rock overall system. Electricity is provided by TU Electric. PLANNING AND ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission met on January 16, 1992 and unanimously recommended approval of the Land Use Plan for the Meadows at Chandler Creek. 3 DATE: January 21, 1992 SUBJECT: City Council Meeting, January 23, 1992 ITEM: 9.B. This plan will serve as an equivalent of zoning for the M.U.D. The Land Use Plan conforms to all the policies and requirements of the Round Rock General Plan and the current Zoning Ordinance. The Planning and Zoning Commission recommended approval of this plan on January 16, 1992.
