the purchase of an Uninterruptible Power Supply (UPS) Unit for the
City's computer system, and
WHEREAS, Quality Solutions, Inc. has submitted the lowest and
best bid, and
WHEREAS, the City Council wishes to accept the bid of Quality
Solutions, Inc. and to authorize the purchase of the Uninterruptible
Power Supply (UPS) Unit, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the bid of Quality Solutions, Inc. is hereby accepted as the
lowest and best bid and the purchase of the Uninterruptible Power
Supply (UPS) Unit is hereby authorized.

PART I
GENERAL TERMS AND CONDITIONS
1.0 The equipment furnished under this specification shall be the latest
improved model in 'current production, as offered to commercial trade,
and shall be of quality workmanship and material. The bidder
represents that all equipment offered under this specification shall
be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, OR DISCONTINUED
MODELS ARE NOT ACCEPTABLE.
2.0 Bidder should submit with the bid the latest printed literature and
detailed specifications on equipment the bidder proposes to furnish.
This literature is for informational purposes only.
3.0 The unit shall be completely assembled and adjusted, and all equipment
including standard and supplemental equipment shall be installed and
the unit made ready for continuous operation.
4.0 All parts not specifically mentioned which are necessary for the unit
to be complete and ready for operation or which are normally furnished
as standard equipment shall be furnished by the successful vendor. All
parts shall conform in strength, quality and workmanship to the
accepted standards of the industry.
5.0 The unit provided shall meet or exceed all Federal and State of Texas
safety, health, lighting and noise regulations and standards in effect
and applicable to equipment furnished at the time of manufacture.

1.0 SCOPE: This specification describes an on -line uninterruptible power
system (UPS) to provide uninterrupted power to computer and electronic
equipment and ensure data integrity in the event of a power failure.
The UPS shall filter out spikes, sags, surges, noise, brownouts, and
blackouts. The UPS shall meet or exceed the following:
2.0 FUNCTIONAL REQUIREMENTS: The UPS shall:
2.1 Be an on -line system complete with inverter and rectifier.
2.2 Have NINE (9) pin R5232 port that
2.2.1 Provides communication with host computer.
2.2.2 Provides full duplex output.
2.2.3 Allows monitoring or CRT display of meter functions and
alarm conditions.
2.3 Have input voltage of:

2.23 Have a six (6) foot line cord with a male receptacle described
in the IFB.
3.0 BATTERIES: The batteries shall:
3.1 Be supplied with the UPS.
3.2 Have sufficient stored power to support the backup time range as
specified herein.
3.3 Be ten (10) year maintenance free.

3.4 Be stored in the same cabinet with the UPS, and if additional
batteries are required, to meet the requirements herein, a
cabinet shall be furnished to house the additional batteries.
4.0 SOFTWARE: Shut down software shall:
4.1 Be furnished.
4.2 Be "HERO" software or equal.
4.3 Operate, function, and communicate
described in the IFB.
4.4 Shut down the designated computer in

6.0 INSTALLATION: The vendor shall install the equipment bid:
6.1 At the FOB point.
6.2 Attach to the power source.
6.3 Attach to the CPU.
6.4 Supply all items necessary to the unit fully functional and
operational.
6.5 Notify the City's point of contact, not less than eight (8) days
prior to proposed installation date.
7.0 MAINTENANCE: Maintenance shall:
7.1 Be available within a two hundred (200) mile radius of Round
Rock, Texas.
7.2 Have a response time not to exceed eight (8) hours from time of
notification of need for service.
7.3 Be 5 X 8 on -site service.
7.4 Be performed by fully trained and qualified technicians.
7.5 Be completed within thirty -six (36) hours, if not, a replacement
unit shall be furnished, at no cost, to the City until repairs
are completed.
8.0 ACCEPTANCE: The equipment shall be accepted when,•to the City's sole
satisfaction, the following conditions have been met:
8.1 The vendor has installed the equipment at the place designated.
8.2 A successful simulated power outage has been accomplished and the
unit performed as specified.
8.3 The equipment is fully functional and operational.
9.0 WARRANTY: The UPS shall be warranted against defective materials,
Workmanship, and failures, and shall include on site parts and labor
for a minimum of twelve months from the date of acceptance. If the
manufacturer's standard warranty is for a period in excess of twelve
(12) months, the standard manufacturer's warranty shall apply. The
vendor shall furnish a written warranty stating the terms and
conditions of the warranty and a list of names, telephone numbers, and
addresses of servicing representatives who will perform the warranty
work.
10. ATTACHED EQUIPMENT WARRANTY: The UPS bid shall carry an attached
equipment warranty for damage caused to attached equipment caused by,
surges, spikes or other failures of the UPS.
11. EXAMPLES: As specified on the IFB.'
NOTICE TO BIDDERS: Any example shown is listed to show type and class
of equipment desired. Bidders are cautioned to read the
specifications carefully, as there may be special requirements not
commonly offered by the manufacturer. DO NOT ASSUME YOUR STANDARD
EQUIPMENT MEETS ALL DETAILED SPECIFICATIONS BECAUSE IT I5 LISTED AS AN
EXAMPLE. Bidders are cautioned that units delivered to the FOB point
which do not meet specifications in every aspect will not be accepted.
PART III
MAINTENANCE OPTIONS
1.0 Bidder shall offer an additional optional maintenance agreement for
a minimum period of one (1) year that shall begin upon the expiration
of the warranty described in Part II above. The City, at its' sole
discretion may exercise this option. If exercised payment shall be
made at the beginning of said option period.
2.0 Bidder shall offer an additional optional maintenance agreement for a

General
An uninterruptible power system (UPS) shall be furnished to provi
break in AC output power during a complete or partial interruption
and surge protection. The UPS shall include an Intelligent interface
of system status. The UPS shall be UL listed.
1. Lightning and surge protection:
The UPS shall be tested using lightning standard per ANSI /IEEE
C62.41 Category A (6000 volt spike and 200 amp) and Category
B (6000 volt spike and 3000 amp) test. and ANSI /IEEE C62.45 test
procedures. The UPS must reduce the input spike to less than 3
volts on the output, for a 2000 to 1 spike attenuation.
2. Isolation, including output neutral to ground bonding:
The UPS shall provide a true, separately - derived power source as
defined by National Electrical Code Article 250 -5d with output
neutral bonded to ground. There shall be no direct connection
between input and output and less than 2 pF of effective input to
output capacitance
3. Regulation:
The UPS output shall be regulated to within the CBEMA and ANSI
C84.1 point of utilization range of 104 to 127 VAC over the full
dynamic range from no load to full load and low line VAC to high
line VAC and low battery voltage to high battery voltage.
4. Continuous, no -break power:
The UPS shall provide continuous, no -break power during a power
outage or momentary interruption Standby power systems which
have any measurable transfer time and interruption of the output
wave form are unacceptable.
5. Sine -wave power:
The UPS shall provide computer -grade. sine -wave power with five
percent or less total harmonic distortion capability. It must meet
or exceed CSA Standard 22 Part 2 -107 for harmonic distortion.
6. Switch -mode power supply rated:
Capacity shall be rated in volt amperes (VA) while loaded with typical
computer -grade switch -mode power supplies having a power
factor of 0.5 to 0.7 and crest factor of 2.7 to 3.5.
7. Intelligent. interactive interface:
The UPS shall provide an RS232 interface or equal with full duplex
output capable of providing monitoring and CRT display of meter
functions and alarm conditions. The UPS Interface will also include
remote test capability, selectable 300, 1200, 4800, or 9600 baud
rate, and ability to view and change system set points. Interface
capability shall be provided for monitoring and CRT display of 22
meter functions including: AC Volts Out, AC Volts In, Battery Voltage,
AC Current Out, VA Load, Watts, Power Factor, Percent of Full Load,
DC Current Out, Frequency, Heatsink Temp, Ambient Temp,
Time /Date, Number of Power Outages, Log of Power Outages, Log
of Alarm Conditions, Projected Runtime Available, System Hours,
Inverter Hours, Number of Overloads, and VA Limit.
Also included for computer interface output shall be 15 alarm con-
ditions: Law Battery, Near Low Battery, High Battery, Law Runtime
Left, Low AC Out, High AC Out. Output Overload, High Ambient
Temp, Heatsink Overtemp, User Test Alarm, Check Battery, Check
Inverter, Check Cooling. Memory Check, and Shutdown Activated.
Remote Emergency Off, alarm contacts, and inverter contacts shall
be connected at the RS232 port.
8. Reliability engineered:
The UPS shall be a dual -track redundant configuration that utilizes
either line or inverter source for power and shall be designed to meet
or exceed an expected MTBF of 100,000 hours per MIL Handbook
217E or proven field service
9. Efficiency:
The UPS shall have an efficiency of at least 90% when operated
from AC line.

Operation:
The UPS shall be comprised of a static inverter, a precision battery
float charger, a sealed, maintenance -free battery, a full duplex RS232
computer interface port, and shall be contained in a single compact
package.

An uninterruptible power system (UPS) shall be furnished to provide a reliable source of isolated, regulated uninterruptible power with no
break in AC output power during a complete or partial interruption of incoming line power. The UPS shall provide a high degree of lightning
and surge protection. The UPS shall include an intelligent interface and audio - visual alarms in order to keep operators continuously advised
of system status. The UPS shall be UL listed.
1. Lightning and surge protection:
The UPS shall be tested using lightning standard per ANSI /IEEE
C62.41 Category A (6000 volt spike and 200 amp) and Category
8 (6000 volt spike and 3000 amp) test, and ANSI /IEEE C62.45 test
procedures. The UPS must reduce the input spike to less than 3
volts on the output, for a 2000 to 1 spike attenuation.
2. Isolation, including output neutral to ground bonding:
The UPS shall provide a true, separately- derived power source as
defined by National Electrical Code Article 250 -5d with output
neutral bonded to ground. There shall be no direct connection
between input and output and less than 2 pF of effective input to
output capacitance.
3. Regulation:
The UPS output shall be regulated to within the CBEMA and ANSI
C84.1 point of utilization range of 104 to 127 VAC (for 120 VAC)
over the full dynamic range from no load to full load and low line
VAC to high line VAC and low battery voltage to high battery voltage
4. Continuous. no -break power:
The UPS shall provide continuous, no -break power during a power
outage or momentary interruption. Standby power systems which
have any measurable transfer time and interruption of the output
wave form are unacceptable.
5. Sine -wave power:
The UPS shall provide computer-grade, sine -wave power with five
percent or less total harmonic distortion capability. It must meet or
exceed CSA Standard 22 Part 2.107 for harmonic distortion.
6. Switch -mode power supply rated:
Capacity shall be rated in volt amperes (VA) while loaded with typical
computer -grade switch -mode power supplies having a power
factor of 0.6 to 0.7 and crest factor of 2.7 to 3.5.
7. Intelligent. interactive interface:
Features: The UPS shall be comprised of a microprocessor con-
trolled static inverter, precision 3 step battery charger, a detachable
keypad, electronic digital meter, and vacuum fluorescent display,
with a full duplex RS232 port to display information on a CRT screen.
Computerized Self -Diagnostic Monitoring and Control Package:
System shall have front panel LEOs for AC Line, Battery Power (with
audible tone), FERRUPS Ready, Charging, and Alarm with additional
coded alarm tone for 15 alarm conditions: tow Battery, Near Low
Battery, High Battery, tow Runtime Left, Low AC Out, High AC Out,
Output Overload, High Ambient Temp, Heatsink Overtemp, User Test
Alarm, Check Battery, Check Inverter, Check Cooling, Memory
Check, Shutdown Activated, and Optional Humidity.
The UPS shall be capable of monitoring from front panel (or via the
R5232 port and a remote terminal with CRT display). the meter
functions and alarm conditions. The UPS shall also include front
panel (and remote) test capability, selectable 300, 1200, 4800. or
9600 baud rate, and ability to view and change system set points.
Shall be capable of monitoring and display of 23 meter functions
including: AC Volts Out, AC Volts In, Battery Voltage, AC Current
In, AC Current Out, VA Load, Watts, Power Factor, Percent of Full
Load, DC Current Out, Frequency, Heatsink Temp, Humidity.
Ambient Temp, Time, Number of Power Outages, Log of Power
Outages, Log of Alarm Conditions, Projected Runtime Available,
System Hours. Inverter Hours, Number of Overloads, and VA Limit.
8. Reliability engineered:
The UPS shall have a dual -track redundant configuration that utilizes
either line or inverter output for power and shall be designed to meet
or exceed an expected MTBF of 100,000 hours, per MIL Handbook _
217E or proven field service.
9. Efficiency:
The UPS shall have an efficiency of at least 90% when operated
from AC line.
10. Third party listing; certifications or testing standards:

11. Protection:
Output: Ferroresonant transformer provides inherent overload
protection (current limiting). Input: DC fuse provides input
protection. Fuse for battery charger circuitry.
For Quotation: The UPS shall be similar and equal to FERRUPS°
uninterruptible power systems manufactured by Best Power
Technology, Inc., Necedah, Wisconsin 54846 U.S.A.
Remote Emergency Off shall completely shut off UPS AC output
to the protected load when activated from an external switch. Alarm
contacts shall be relay contacts that close upon any alarm
condition. Inverter contacts shall be relay contacts that close when
the inverter turns on.
12. Miscellaneous specifications:
5.3 KVA/3.7 KW UPS ratings: The output capacity of the UPS shall
be a minimum of 5.3 KVA with 3.7 KW. Ovedoad capability shall
be 150% surge and 125% for 10 minutes on line (with nominal AC
volts in), and 150% surge and 110% for 10 minutes on inverter (with
nominal DC volts in). VA ratings are at power factors of 0.7 which
would be the result of a capacitive or switch -mode power supply
load exhibiting a high crest factor. Overload operation shall not be
thermally limited.

Operation: Under normal operating conditions, the critical bad shall
be powered by normal AC line supply that has been filtered through
a ferroresonant transformer. When AC line power is present, the
inverter shall be off and the battery charger shall be off if the
batteries are fully charged.
When AC line power fails, or goes out of tolerance, the inverter shall
supply AC power to the transformer from the batteries. There shall
be no break in the output of the system during transfer from
normal AC line supply to inverter battery supply or back to line.
The entire UPS system shall be operated via keypad or through
standard RS232 port. The electronics section shall be arranged so

Simple registration process
We offer this new warranty plan above and beyond
our one -year standard warranty. Buyers must return
their warranty registration card within 10 days from
installation to activate the Limited Double Lifetime
Warranty.
Take a few minutes to complete a short form to begin
warranty coverage. The BEST device purchased and
all connected equipment must be specified in writing
on the registration card. We'll send your official
Limited Double Lifetime Warranty Certificate within
four weeks of receiving your registration card. Any

RECOMMENDATION: The recommended provider for the Utility
/Finance UPS is Quality Solutions, Inc.
When attached to a computer system, an uninterruptible
power supply (UPS) protects the system against power
surges, sags, noise, brown outs and blackouts. The UPS
also allows for the orderly, automatic shutdown of the
system in the event of a sustained power failure.
We advertised for 2 UPS units (1 for utility /finance and
1 for the library) and received 6 bids. The library UPS
is not recommended under this bid due to improper sizing
of the systems.
