WHEREAS, Electrical Technology and Consulting Service has
submitted a contract to provide said testing, and
WHEREAS, the City Council wishes to enter into said contract, Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Electrical Technology and
Consulting Service to provide testing for the issuance of all
electrical licenses, said contract being attached hereto and
incorporated herein for all purposes.

For the purpose of supplying all labor, materials and information
necessary to develop, prepare, administer, and evaluate any and all electrical
examinations used by the City of Round Rock, Texas for the purpose of qualifying
individuals for licensing as electricians within the corporate city limits of that
city, the following is submitted for acceptance:
For a sum of not to exceed $35.00 per applicant for any "Journeyman"
level examination, and $75.00 per applicant for any "Master" level examination,
ETCS shall provide the following services:
1. Provide an examination suitable for the classification of license for which the
applicant has applied
2. Provide the location and all necessary furnishings to insure a proper examination
atmosphere
3. To proctor such examinations
4. To provide a report to the City of Round Rock, Texas as to the findings of any such
examination
5. To maintain a record of all applicants successfully completing any examination
6. To maintain a file of the actual examination for a period of not more than three (3)
months from the date the examination was given
The City of Round Rock, Texas shall be responsible for the following:
1. Prequalifying individuals for all electrical examinations
2. determining the acceptable score for successful completion of any examination
3. Issuance of all electrical license
This contract shall remain valid from the date of acceptance until December 31,
1993.

Dear Mr. Williams,
As you are aware, Electrical Technology & Consulting Service has been
preparing, administering and scoring the _examinations used by the City of Round
Rock for the purpose of issuing electrical licensing to prospective applicants.
However, the original contract period for such services expired on December 31,
1991. ETCS has prepared a new contract for your consideration. The services
offered by the new proposal remain the same as in the past, however, it has been
necessary to increase the charges from $35.00 to $75.00 for the Master Electrician
examination due to the length and time requirement ( six hours) of that exam.
Your attention to the new contract proposal is appreciated. The next scheduled
testing date is in August.

contract with Electrical Technology and Consulting Services
(ETCS) for electrical licenses testing.

STAFF RECOMMENDATION:
This item was covered under presentations at the May 28, 1992 meeting.
Electrical Technology and Consulting Service (ETCS) has provided electrical testing for
Round Rock. ETCS has requested that the fee for testing be increased from $35 to $75 as per
the attached letter and agreement. The increase is due to the fact that the test is six hours long
and requires several hours of preparation and grading. Generally only one or two applicants test
at a time.
Staff recommends that Council accept this proposal. An action item will be placed on
the next Council agenda.
