A RESOLUTION URGING THE GOVERNOR AND LEGISLATURE OF
THE STATE OF TEXAS TO ADOPT AND ENACT LEGISLATION
PROVIDING CAPITAL PUNISHMENT FOR PERSONS WHO ABUSE AND
MURDER CHILDREN.
WHEREAS, the City Council of the City of Round Rock, Texas, has
determined that Texas is experiencing an overwhelming problem with
child abuse which ultimately leads to the death of the abused child,
and
WHEREAS, though child abuse alone is a horrendous crime which
should carry a heavy penalty, child abuse resulting in death is a
crime deserving of extraordinary punishment, and
WHEREAS, the Texas Penal Code does not provide for capital
punishment for persons whose abuse of a child leads to the death of
that young victim, and
WHEREAS, the City Council desires to urge State lawmakers to
adopt legislation that would provide for capital punishment for those
convicted of killing a child in the course of or following a period of
abuse of the victim, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the City Council of the City of Round Rock, Texas, urges the
Texas Legislature and the Governor to enact specific legislation that
will provide capital punishment for anyone who takes the life of a
child if it is found that the killing occurred during the course of or
following a period of physical abuse of the child by the defendant.

United States Conference of Mayors' offices, our President, York Mayor
William Altltaus, will release the results of the 1993 CDBG and ISTEA
(Intcrmodal Surface Transportation Efficiency Act) Ready To Co Survey.

respond to Administration requests for information.

The President and many Cabinet officers are expected to travel across the
country over the next few days to promote the economic plan for the
nation, which is to be revealed in the State of the Union address tonight.

A Survey of USA Community Development
and Transportation Projects to Provide Jobs
and Stimulate the Economy Now
• Information on "ready to go' transportation and community development protects
was received from 470 cfties.
• These cities identified a total of 4,396 protects which could be started within 120
days and completed by the end of 1993 -• 2507 are eligible for funding through
CDBG; 1,889 of these projects are eligible for funding under ISTEA.
• A total of 87,221,875,058 would be needed in 1993 to fund all of the projects
identified -- 83,489,968,906 for community development protects, $3,731,908,150
for transportation projects.
• If all projects were funded, a total of 199,485 Jobs would be generated in 1993 --
107,083 on community development projects, 92,382 on transportation projects.
• For all projects, employment potential beyond 1993 totals 283,819 - • 112,195 jobs
for community development projects, 151,624 jobs for transportation projects.

Dear Mayor:
Earlier this year our city experienced first hand the shocking reality of child abuse.
When two year old Donny Martin was murdered by his stepfather, I and other
community leaders vowed to take the lead in an all out effort to reduce child abuse.
Though child abuse alone is a horrendous crime which should carry a heavy
penalty, child abuse resulting in death is a crime deserving of extraordinary
punishment.
I am asking for your support in urging the Texas Legislature and the Governor to
enact specific legislation that will provide capital punishment for anyone who takes
the life of a child under six years of age. Senator J.E. "Buster" Brown is introducing
such a bill for legislative action. It is identified as SB 13.
I will be making special trips to Austin to encourage the passage of this legislation,
and I need your help in making this become a reality. Would you, as Mayor,
strongly urge your fellow councilmembers to adopt the attached sample resolution,
and forward it along with a letter of support to your legislative representatives at
the following addresses: Texas Senate, P.O. Box 12068 - Capitol Station, Austin, TX
78711; Texas House of Representatives, P O. Box 2910, Austin, TX 78769 -2910; as
well as Lieutenant Governor Bob Bullock at P.O. Box 12068 - Capitol Station, Austin,
TX 78711. In my continuing efforts to communicate with supporting cities, I would
appreciate you sending a copy of your correspondence to my attention at 200 North
Fifth Street, Garland, Texas 75040.
