R-93-06-10-9G - 6/10/1993Williamson County and Austin have increased significantly, and WHEREAS, the Texas Department of Transportation maintains Farm to Market Road 685 between State Highway 79 and Farm to Market Road 1825 in Northeast Travis County, and WHEREAS, there exists a critical missing link in the State and County road system between FM 1825 and FM 734 (Parmer Lane), Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City of Round Rock does hereby formally request the Texas Transportation Commission to begin construction of FM 685 between FM 1825 and FM 734. OF 11% • The City of Pflugerville experienced the highest population growth rate (497 %) of any city in a ten county region during 1980 to 1990, as reported in CAPCO S June 1992, Regional Overail Jconomjc Development P16i11. Completion of the 1.3 mile connection of FM 685 between Dessau Road and FM 1825 is a critically important means of ingress and egress to the citizens of Pflugerville. PACTS: * The extension of FM 685 completes a gap between 6 -lane Dessau Road and 4 -lane FM 685. * Current north /south traffic is forced to use the old 2 -lane Dessau Road, passing two schools, a church, and a dangerous low water crossing. * Current traffic counts indicate that FM 1825 carries the same traffic load as HWY 290 East, a six -lane arterial. * The Completion of the FM 685 extension will route traffic away from neighborhood streets, thus reducing current traffic hazards. * SOS and BCCP (habitat plan) will redistribute population growth from SW and western Travis County to NE Travis County. This growth will increase traffic demand. * The extension of FM 685 is outside designated areas for endangered species and the Edwards Aquifer. * Future economic development depends upon the completion of the extension of FM 685. The extension of FM 685 is not Mokan. The two roads serve different functions. An extended FM 685 will complement MOKAN. DATE: June 8, 1993 SUBJECT: City Council Meeting, June 10, 1993 ITEM: 9.G. STAFF RESOURCE PERSON: Joe Vining STAFF RECOMMENDATION: Approval The attached resolution expresses our support of a roadway project being sought by the City of Pflugerville. Currently RM 685 ends at FM 1825 near downtown Pflugerville. The proposed project would connect RM 685 to Dessau Road.
