R-93-10-14-9B - 10/14/1993WHEREAS, the City of Round Rock desires the construction of street lighting and landscaping improvements for the Round Rock Avenue/Mays Street area under Enhancement Funding as authorized by the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991, and WHEREAS, the State of Texas, by and through its Department of Transportation will provide such construction in exchange for a contribution from the City of $39,716, and WHEREAS, the City will deposit, as required, to the Department of Transportation the amount of $39,716 if project is selected by the Texas Transportation Commission. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Manager is hereby authorized and directed to deposit matching funds in the amount of $39,716 with the Texas Department of Transportation for the construction of street lights and landscaping improvements as required under the Intermodal Surface Transportation Efficiency Act of 1991. This is the heart of the city with the Chamber of Commerce, Visitors Center, Seniors Center, City Hall, Library and 70 businesses all located in this area. There are two components to this project. This first is the completion of antique lighting along Mays Avenue (Business Loop 384) between Brushy Creek and the Missouri - Pacific Railroad tracks. This roadway passes through the heart of Historic Downtown Round Rock and will match the existing antique lights within the National Register Historic District and the new antique lighting being placed by the City of Round Rock along Round Rock (RM 620). The lighting will also complement the new paverstone sidewalks to be installed along Round Rock Avenue and Mays Avenue. Additional antique lighting on Main Street (RM 620) will be placed between existing antique lighting which has proven to be inadequate and a potential pedestrian safety problem at night. The second phase of this project involves the landscaping of various ROW areas and city property along Round Rock Avenue and Mays Avenue (Business Loop 384). Landscaping in the areas on attachment 5 will include irrigation, grass small shrubs, civic ID signs, trees, benches and lighting when required. The landscaping is provided in areas which have significant amount of bare ROW which will not be utilized. The landscape area at Liberty and Round Rock will include a Welcome To Round Rock sign with landscaping and lighting. This scenic entryway and welcome sign, are designed to welcome visitors to our existing Visitors Center and Historic District. The landscape area at the intersection of Mays and Main, location of the Gazebo and artesian well, are a Historic location and the historic center of Round Rock. The City is relocating the gazebo and well fifteen feet (15') south to this proposed landscape island. The landscaping project for the well and gazebo area will enhance this scenic intersection in the middle of historic downtown. The landscape area at Bagdad and Mays results from the closing of Bagdad with current roadway improvements. This location is the main entrance to Historic Downtown from the south and is the location of a Texas State Historic Marker, which would be highlighted with benches and landscaping. ATTACHMENT 5. Consider a resolution authorizing the Mayor to sign an agreement for matching funds under the ISTEA Enhancement Program for the Facilities for Pedestrians and Bicycles project and the Landscaping project along Mays Avenue and Round Rock Avenue. STAFF RESOURCE PERSON: Joe Vining The City, on September 15th, submitted a pedestrian and landscaping project under Enhancement Funding through the Intermodal Transportation Efficiency Act of 1991. This project, if selected by the Texas Transportation Commission, will create a scenic entryway into downtown Round Rock. A resolution is required under this grant proposal guaranteeing that the City will pay the matching amount should the project be selected. Economic Impact: If awarded, the City is required to provide $39,716.00 in matching funds about mid -year, 1994.
