R qq 03-10-96 WHEREAS, the Round Rock Independent School District and the City of Round Rock wish to share the cost of holding an election and paying election officers and related expenses; and WHEREAS, pursuant to Article 2.01 (c) of the Election Code, the City of Round Rock and the Round Rock Independent School District desire to hold a joint election on May 7, 1994, for the purpose of electing members to the City Council and to the School board of Trustees; and WHEREAS, the City of Round Rock and the Round Rock Independent School District wish to have Williamson County electronically count all ballots for said election; and WHEREAS, the Council of the City of Round Rock wishes to enter into a contract with the Round Rock Independent School District and Williamson County for said purposes, Now Therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the Mayor is hereby authorized and directed to execute on behalf of the City, an agreement with the Round Rock Independent School District which provides for the holding of a joint election and the sharing of certain costs incidental to the holding of said joint election and Williamson County for electronically counting all ballots; a copy of said agreement is attached hereto and made a part hereof for all purposes. RESOLVED this 10th day of March, 1994. lC oa8e- - 6Turim , Mayor - P,QD- TE/r1 City of Round Rock, Texas ATTEST: NNE LAND, City Secretary STATE OF TEXAS COUNTY OF WILLIAMSON This agreement between the Round Rock Independent School District (School), acting by and through its Board of Trustees, and the City of Round Rock (City), acting by and through its Council, is as follows: I. Pursuant to Section 271 of the Election Code, the School for the purpose of electing members to the School Board of Trustees, and the City for the purpose of electing members to the City Council, hereby agree to hold a joint election on May 07, 1994. 11. It is agreed by all parties that one set of election officers will be appointed to conduct the joint elections for each polling place hereto listed: C. D. Fulkes Middle School and Round Rock High School The School will initially bear the cost of salaries for the election officials, and related election expenses. The City will then reimburse the School for their pro rata shares of such expenses, based upon the proportion of votes cast in joint voting boxes. IV. Each entity hereto will be responsible for providing its own ballots and election supplies. V. The School and the City hereby enter into an agreement with Williamson County for the County to do the School's and the City's ballot counting for the May 07, 1994 elections, on the County's AIS -315 OMR Tabulation Scanner ballot counting equipment. The County will provide qualified personnel used in the ballot counting process, whose salaries the School and City agree to share proportionally in payment. Ballot boxes will be provided by the County for each of the School's seven (7) election day voting locations, two (2) for the early voting locations and two (2) for the mobile early voting locations and each of the City's two (2) election day voting locations and one (1) for the city's early voting location.. These are to be delivered directly to the County Courthouse by two election officers from each polling place after the polls have closed, for the counting process. Canvassing of the election will be done by each entity according to its own established procedures. Consider a resolution authorizing the Mayor to enter into a tri -party election agreement with the Round Rock Independent School District, Williamson County and the City of Round Rock. STAFF RESOURCE PERSON: Joanne Land STAFF RECOMMENDATION: The proposed resolution will allow the Mayor to enter into a tri -party election agreement with the Round Rock Independent School District and Williamson County for a joint election for Saturday, May 7, 1994. This is the same type of agreement we have entered into with the RRISD and Williamson County over the last several years. Staff feels this is the most economical way to hold these elections and the easiest on the voters since this enables them to vote at only one location for all elections. Also, by having the County elctronically count the ballots, results should be given in a more timely manner.
