the referenced project. WSM and Baker - Aiklen can begin work
immediately and we should be able to complete the Master Plan
in thirty calendar days from the date of your approval of our
services.
I will be the primary contact for the WSM /Baker - Aicklen
project team. We will coordinate all project activities
through WSM. We will assume that you will be the primary
contact for the City and for Round Rock ISD until we are told
otherwise. We are looking forward to working with you, Don
Howard, and your staffs.
If the services outlined in the Time and Cost Estimate, the
fees, and the time to perform the required services are
agreeable to you please sign both copies of this letter of
agreement and send one back to us for our records.

separate ones. Most of the School District's vehicles needing these services stay at the Sunrise
Road site when not in use. Most of the City's vehicles using these facilities arrive from off site.

Both the City and the School District will have a significantly high volume of traffic using the
site. The high traffic volume facilities need to be closest to Sunrise Road to get the traffic load
off the Public Boulevard as quickly as possible.
Together the City's Water and Waste Water Department and Streets, Drainage, & Signs
Department will add about fifty or sixty vehicles to the local traffic. They will typically arrive
by private conveyance in the mornings and leave at the end of the work day. During the work
day City trucks, tractors, etc., will be coming and leaving at unscheduled intervals. Much of the
materials and equipment stored by both departments requires protection from the elements.
Several open sided, storage buildings are recommended for the protection of equipment and
materials and for the protection of the aquifer below.
The City Vehicle Maintenance Facility will employ approximately ten to fourteen employees
who will arrive and depart once each day. The traffic caused by vehicles coming and going for
scheduled and emergency maintenance should average no more than thirty vehicles per day.
This poses little impact on the traffic volume.
The Solution:
1. Plan the commercial lot locations so that they have Sunrise Road street frontage. A Sunrise
Road address should make the lots more attractive to potential buyers.
2. Locate the functions with the greatest traffic count nearer the Sunrise Road intersection.
The School District's bus and employee drives are closest with the fueling and washing
driveways next.
3, Place all of the City and School District property on the west side of the high ridge running
through the center of the site. This make it possible to process all of the rain water runoff
through a single filtration pond. This arrangement will eliminate the cost of building
separate ponds.
4. Arrange the Public Boulevard to provide street frontage for the privately owned land on the
north side of the site. This also allows room on the south side of the Boulevard required for
the City's and School District's facilities,

the submission of a master site plan for the City of Round Rock
( "City ") /Round Rock Independent School District ( "RRISD ") joint
yard site, and
WHEREAS,WSM, Inc. has submitted the best proposal, and
WHEREAS, the City Council wishes to accept the proposal of
WSM, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That City staff is hereby authorized and directed to negotiate
on behalf of the City final terms of a contract with WSM, Inc., for
the preparation of a master site plan for the City /RRISD yard site.

Four firms responded to an RFQ for the Master Site Planning for the joint RRISD /City
of Round Rock yard site improvements. A team from the School District and the City
evaluated the proposals and recommend the firm of WSM. Staff requests that it be
allowed to negotiate an agreement with WSM for action by both City and School
Board.
