WHEREAS, the City Council of the City of Round Rock desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low /moderate income; and WHEREAS, certain conditions exist which represent a threat to the public health and safety; and WHEREAS, it is necessary and in the best interests of the City of Round Rock to apply for funding under the 1994 Texas Community Development Program; Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, 1. That a Texas Community Development Program application for community development project funding is hereby authorized to be filed on behalf of the City with the Texas Department of Housing and Community Affairs. 2. That the City's application be placed in competition for funding under the Community Development Fund. 3. That the application be for $250,000.00 of grant funds to carry out water system improvements, sewer system improvements and drainage project. ATTEST: 4. That the City Council directs and designates the Mayor as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Community Development Program. 5. That it further be stated that the City of Round Rock is committing $160,000.00 as the cash contribution toward the activities of this project. Consider a resolution authorizing the Mayor to submit an application to the Texas Department of Housing and Community Affairs Community Development Program. STAFF RESOURCE PERSON: Jim Nuse STAFF RECOMMENDATION: The Rubio Addition area has a long history of water and drainage problems. A few years ago a grant application was submitted to CAPCO for improvements to alleviate this problem. The application was not funded at that time. A new application has been prepared to once again seek funds for this well needed project. The improvements include new water lines, wastewater lines, and drainage improvements. The cost for the work is estimated at $410,000. The Cities' cost is estimated at $ 160,000, of which $30,000 is for Grant Administration and the balance Is a match for water, wastewater and drainage Improvements. If the Council concurs with this application, it will be submitted to CAPCO for approval. The grant application will be submitted by September 21, 1994. Funds will be available In the spring of 1995 and the City will have two years from the date of the contract to complete the improvements.
