testing and licensing of electricians before such persons may perform
electrical work within the city limits of the respective city;
WHEREAS, both cities have similar testing and licensing
standards that a person must meet to be licensed to perform electrical
work within the city limits of each respective city;
WHEREAS, both cities have similar procedures in effect by which
an electrician may obtain a reciprocal license to perform electrical
work in each city;
WHEREAS, the City of Round Rock desires to enter into a formal
reciprocal licensing agreement with the City of San Marcos; NOW
THEREFORE
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized to enter into a Reciprocal
Agreement for the licensing of electricians with the City of San
Marcos, Texas.

Recitals:
1. The City of San Marcos and the City of Round Rock require the testing and
licensing of electricians before those persons are approved to do electrical work
within the corporate limits of the respective city.
2. The City of San Marcos and the City of Round Rock issue electrical licenses under
equally restrictive conditions.
3. The City of San Marcos and the City of Round Rock have similar processes for
obtaining a reciprocal license.
Agreement:
RECIPROCAL AGREEMENT
1. This Agreement is made and entered into on the 7th day of March
19 95 . by and between the City of San Marcos, a Texas municipal corporation and the
City of Round Rock, a Texas municipal corporation.
2. Master electricians and journeymen electricians tested and licensed in San Marcos
may obtain a reciprocal license in Round Rock, and such electricians tested and licensed
in Round Rock may obtain a reciprocal license in San Marcos as long as the standards
and testing remain on an equally high level in both cities, and provided that each electrician
wanting to acquire a reciprocal license does the following:
a. Registers with the local Electrical Inspector prior to doing any work;
b. Submits a letter signed by the Electrical Inspector of the city in which the
electrician is tested and licensed addressed to the Electrical Inspector of the
city where the electrician wants to acquire a reciprocal license, showing that
the electrician has been licensed through testing by the other city and holds
a current valid license, and for master electricians, showing that the
electrician has held a master electrician license for at least one year;
c. Posts any required bond in the reciprocating city; and,
d. Pays all necessary license fees prior to commencing work on any job.
3. All applicants for reciprocal licenses must have obtained their license in the other
jurisdiction through testing. Double- reciprocating is not allowed.
4. This agreement will renew automatically on the annual anniversary date unless
terminated by either party.
5. Either party may terminate this agreement by mailing notice of termination to the
other party, certified mail return receipt requested. Termination will occur 30 days after the
day on which the notice is received. Any projects permitted at the time of notice of
termination will be allowed to be completed.

Dear Mr. Wanslow:
Over the years San Marcos and Round Rock have reciprocated the licensing of master
and journeymen electricians, although no formal agreement was on file. Our electrical
board recommended to City Council that the City of San Marcos enter into a written
agreement with those cities that have been reciprocating informally.
We understand through our previous communications with you that the City of Round
Rock is willing to participate in formalizing this agreement. The reciprocal agreement
with the City of Round Rock was approved by the San Marcos City Council on March
6, 1995. We are enclosing two copies of the reciprocal agreement that have been
executed by the City of San Marcos. Once they are executed by your city officials,
please forward one copy to Janis Womack, City Secretary, 630 East Hopkins Street.

3. The City's Electrical Board has unanimously
recommended approval of entering into written reciprocal
agreements with those cities that had informal agreements.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SAN MARCOS, TEXAS:
PART 1. That reciprocal agreements between the
City of San Marcos and the cities of Austin, Round Rock,
Cleburn, Marble Falls, Brownwood, San Antonio, Fort Worth,
Dallas, Cedar Park, Port Lavaca, and Paris for the licensing
of electricians, copies of which are attached to and
incorporated in this Resolution for all intents and purposes,
are approved.
PART 2. That the City Manager, Larry D. Gilley,
is authorized to execute these reciprocal agreements for the
licensing of electricians on behalf of the City.
PART 3. That this Resolution shall be in full
force and effect immediately from and after its passage.

Marcos' staff said that the one we have had in effect was not legal and that it needs to
go through City Council.
