State of Texas, entitled Middle School Liaison Program
and further identified by grant number ED- 95 -S12 -09437 ; and
Whereas, the Governor of the State of Texas has approved the grant application as evidenced by the
Statement of Grant Award from the Governor's Office dated DEC 1 8 1995 , which contained
certain special requirements; and
Whereas, the Grantee desires to accept the grant award, the Uniform Grant and Contract Management
Standards, and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniform Grant
and Contract Management Standards and special requirements in the grant application and the Statement of
Grant Award as evidenced by the agreement, executed by the project director, the financial officer, and the
official authorized to sign the original grant application, or the official's successor, as presiding officer of
and on behalf of the governing body of this grantee; and
Now, therefore, the Grantee shall designate either the project director or the financial officer to
coordinate and be solely responsible for submission of adjustments pertaining to both program and
financial elements of the application, and the POSITION authorized to submit adjustments

We, the undersigned, certify that none of the grant funds, regardless of their source or character,
including local cash assumption of cost funds, shall be used in any manner to influence the outcome of any

of the project and the grantee shall not be eligible for future funding from the Govemor's Office,
Criminal Justice Division.

istrat on Guidelines (Guide) promulgated for this specific program fund (referenced
above) through the Office of the Governor, Criminal Justice Division. Applicable spe-
cial conditions are contained in the Guide or cited below. Total project costs must be
accounted for in accordance with the Uniform Grant and Contract Management Standards
and the Guide.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to CJD, to the attention of the
Accounting Department, in accordance with the instructions provided by CJD and shall be
in the form required by CJD. Requests for funds will not be honored until all special
conditions outlined on the Statement of Grant Award and that required action on the part
of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above- referenced grant does not commit the Governor's Office to future
funding. Any such funding shall be determined by the state plan or guide under which
application may be made, by all applicable policies and procedures promulgated by the
Governor's Office, Criminal Justice Division, and /or federal guidelines, and by the ap-
propriation of funds. _.
GRANT ADJUSTMENTS

Special Condition
Weapons -Free Environment
One of the goals of the Safe and Drug -Free Schools and Communities
Act is to promote a weapons -free environment in communities
targeted by subgrants. Accordingly, semi - annual and final progress
reports should reflect what activities were conducted to attain
this goal. Baseline data for weapons offenses shall be included in
the progress reports. Data should be for the year preceding this
grant. Progress reports should include a comparison of baseline
data with current weapons offenses.

Safe and Drug Free Middle Schools Program
The Safe and Drug Free Middle Schools program will provide a liaison officer to
the two middle schools located in the City of Round Rock to promote a drug and weapon
free environment. The liaison officer will teach Life Skills classes which will promote
respect for the rights of others and foster individual responsibilities. The Safe and Drug
Free Middle Schools program will work in partnership with the Round Rock Independent
School District to provide services that promote school attendance, discipline, and
learning.

The Middle School Liaison Officer responsibilities will include but are not
Limited to:
1. Maintain a high visibility on campus to promote a drug and weapon free
environment.
2. Teach Life Skills classes to middle school students which promote respect for the
rights of others, foster individual responsibilities, personal safety, resistance to
peer pressure, appropriate crisis resolution, chemical abuse prevention, sexual
abuse prevention, molestation prevention and resistance to gang involvement.
3. Work in partnership with the Round Rock Independent School District to
promote school attendance, discipline and learning.
4. Provide instruction to faculty and staff regarding safety awareness, after hour
facility use, crisis prevention and resolution.
5. Act as a role model for middle school youth and be advise students with
interests in law enforcement.
6. Respond to incidents requiring law enforcement intervention on campus and
investigate any violations occurring.
7. Coordination of safety audit of the middle school campuses and the
development of a long range plan for campus safety incorporating input from
parents, students, and teachers. Make safety recommendations to the school
administration.
8. Coordination of communication regarding the Round Rock Police Department
and Round Rock Independent School District partnership for providing a Safe
and Drug Free Schools program.
9. Coordination of security efforts at the middle schools, patrol exterior perimeters
of schools and investigate suspicious persons.
10. Coordination of all documentation regarding persons who trespass at the middle
schools.
11. Coordination of all campus vehicular and pedestrian traffic control.
12. Establish or reinforce neighborhood and business watch organizations around
the middle schools.

ITEM: 10.G. Consider a resolution authorizing the Mayor to submit a grant
application to the Criminal Justice Division (CAPCO) for a
middle school liaison officer to implement a Safe and Drug Free
Schools program.
STAFF RESOURCE PERSON: Chief Kuhlmann
STAFF RECOMMENDATION:
The attached resolution authorizes the Mayor to sign a grant application to fund the
first year of a five year grant program for the Safe and Drug Free Schools program.
This grant will enable the City of Round Rock to provide the manpower to implement
the program designed to promote drug and weapon free environments in the middle
schools.
