1. The City Council convened in a REGULAR MEETING ON THE 25TH DAY OF
JANUARY, 1996, at the regular designated meeting place, and the roll was called of the duly

RESOLUTION CANVASSING BOND AND CHARTER
AMENDMENT ELECTION RETURNS
was duly introduced for the consideration of the Council. It was then duly moved and seconded
that the Resolution be passed; and, after due discussion, the motion, carrying with it the passage
of the Resolution, prevailed and carried by the following vote:

2. That a true, full and correct copy of the aforesaid Resolultion passed at the Meeting
described in the above and foregoing paragraph is attached to and follows this Certificate; that the
Resolution has been duly recorded in the City Council's minutes of the Meeting; that the above
and foregoing paragraph is a true, full and correct excerpt from the City Council's minutes of the
Meeting pertaining to the passage of the Resolution; that the persons named in the above and
foregoing paragraph are the duly chosen, qualified and acting officers and members of the City
Council as indicated therein; that each of the officers and members of the City Council was duly
and sufficiently notified officially and personally, in advance, of the time, place and purpose of
the aforesaid Meeting, and that the Resolution would be introduced and considered forpassage at

CITY OF ROUND ROCK
WHEREAS, the City Council of the City of Round Rock, Texas (the "City ") ordered an
election to be held within the City on January 20, 1996, on the PROPOSITIONS hereinafter
stated; and
WHEREAS, the City Council has investigated all matters pertaining to the election,
including the ordering, giving notice, officers, holding, and making returns of the election; and
WHEREAS, the election officers who held the election have duly made the returns of the
result thereof, and the returns have been duly delivered to this City Council.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROUND ROCK, TEXAS:
1. The City Council officially finds and determines that the election was duly ordered,
that proper notice of the election was duly given, that proper election officers were duly appointed
prior to the election, that the election was duly held, that the City has complied with the Federal
Voting Rights Act and the Texas Election Code, that due returns of the result of the election have
been made and delivered, and that the City Council has duly canvassed the returns, all in
accordance with law and the Ordinance calling the election.
2. The City Council officially finds and determines that the following votes were cast at
the election on the submitted PROPOSITIONS by the resident, qualified electors of the City, who
