R- 96- 01- 25 -10D WHEREAS, the Office of the Governor, Criminal Justice Division, has grant funds available to cities for various law enforcement projects, and WHEREAS, grant funds available through the State Criminal Justice Planning Fund (Fund 421) must address needs identified through the development of a Community Plan, and WHEREAS, the City Council has appointed members to the Criminal Justice Planning Committee and said committee has identified the following needs: 1. a Victim's Assistance Coordinator; 2. a Middle School Liaison Officer; and 3. a Community Policing Officer; and WHEREAS, the City Council wishes to make application for grant funds to provide financial assistance for the above - described program, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to make the necessary application for the above - described grant. Consider a resolution accepting the Criminal Justice Community Plan as developed by the Criminal Justice Planning Committee. STAFF RESOURCE PERSON: Buster Kuhlmann STAFF RECOMMENDATION: The attached resolution authorizes the Mayor to accept the Community Plan as developed by the Criminal Justice Planning Committee, to meet the funding requirements of the State Criminal Justice Department for grant application purposes. The Community Plan identified the following programs as needing funding through grant sources: 1. A Victim's Assistance Coordinator 2. A Middle School Liaison Officer 3. A Community Policing Officer ECONOMIC IMPACT: The acceptance of the Community plan does not have a direct economic impact. The economic impact for any of the above programs would be listed in their respective packet. January 3, 1996 The Criminal Justice Community Planning Meeting met on Wednesday, January 3rd, 1996 at 7:00 p.m. in the Training Room at the Round Rock Police Department, 615 E. Palm Valley Boulevard. ROLL CALL: Those members present were Councilwoman Martha Chavez, Alfredo DeLaRosa, Leesa Ferrero, Margie Nunn, Lt. Mary Ryle, David Solomon, Councilman Robert Stluka, and Lt. Rick Thomas. Also present was Lee Cain from CAPCO. Absent was Capt. Stan Simpson. Chairperson Rick Thomas then called the meeting to order. He gave opening remarks and informed the group on how to apply for funds. He stated that presently there are three grants through CAPCO: Gang Officer, Community Policing and a Middle School Liaison. AGENDA ITEMS: Identify Problems - The group brainstormed and identified 10 areas of concern. The following areas are not in any particular order of importance. Victim's Assistance - more services are necessary Gang Problems - graffiti, enforcement and parent education • Curfew Issue - daytime curfew for suspended or truant students Drug Abuse Education - needed in the 6th through 12th grade levels. Need to implement surveying process with students because the success of D.A.R.E. is difficult to measure. Violence Awareness - should encompass dating, families and senior citizens Weapons - concealed weapons and weapons in the schools 2 Traffic Control - concern with city growth Neighborhood Watch - services made known and available to the public Child Abuse Enforcement - more investigators needed Runaways - growing problem SET NEXT AGENDA ITEMS: Identify resources available to address each problem. Next, develop a plan showing a community-wide, comprehensive effort. Identify any gaps in resources and then develop the grant applications. NEW BUSINESS: None at this time. STAFF COMMENTS: There was a need to know the process for addressing gaps, whether it be through CAPCO or the Round Rock Police Department. Chairperson Lt. Rick Thomas then called the meeting to order. Chief Kuhlmann and Lt. Rick Thomas gave opening remarks and told the group how their current grant had been cut in hall; which had not been anticipated, and described how the city would have to assist financially. AGENDA ITEMS: The ten areas of concern are listed with the resources available to address each concern: 1. Victim's Assistance Coordinator - Margie Nunn, Crisis Center 2. Gang Problems - RRPD Gang Officer, GRIP, P.A.R.D., Teen Court, WCJPO (clean up) and RRPD (clean up) 3. Daytime Curfew Issue - City Ordinance (Work Session Agenda Item for City Council), Truant Officers, Peace Officers, Teen Court and Attendance Clerks. Check with other Police Departments regarding their curfews. 2 4. Drug Abuse Education - (To include Nicotine/Tobacco Products). D.A.R.E. (existing program - no middle or high school training), Life Skills (middle school), Board Approval and RRISD Administration, Youth Services Division of the RRPD, Project Graduation (high school), Teen Court (high school), Health Classes (high school), and Drug & Alcohol Assessment Counsel. English Departments to assist with surveying process. 5. Violence Awareness - Crisis Centers (Dating Violence Program and Family Violence Forums), Volunteer Group under Victim's Assistance Coordiantor (GAP), Youth Services Life Skills, Judges (doing mandatory Anger Management Programs), and Village Wide Task Force (County Task Force on Family Violence). Peer Mediation, Conflict Resolution and Crisis Counselor at the high schools. Child and Family Services (Batterers Intervention), Board of Aging and Rick Atkins at P.A.R.D. 6. Weapons - RRPD, School Resource Officer (middle and high school) (GAP - continued and expansion), Concealed Handgun State Law, County Attorney ruling requiring detention for prohibitive weapons on campus, Juvenile Services (Don't Choose Crime), City Council (Work Session, refer to Concealed Handgun Law), and Juvenile Services (Don't Choose Crime). 7. Traffic Control - City, County and State Programs addressing the flow of traffic, State Projects which are funded that will link the city and county program together (GAP in funding to assist city and county), Patrol Traffic Officers (GAP - no "dedicated" traffic specific analysis on a regular basis), Community Policing (speeding), Vehicles (GAP), 3 Continue Traffic Control with Expansion, Speed Hump Program, Highway Department, Planning and Development (Traffic Surveys and Development), Driver's Education (high school) and Project Graduation (high school). 8. Neighborhood Watch - Community Policing (Home Security Surveys) (GAP), Sergeant Koble from RRPD, Bike Patrol and Neighborhood Associations. 9. Child Abuse Enforcement - Child Protective Services (CPS), Criminal Investigations Division (CID), and Youth Services. Crisis Center (Therapists), S.T.A.R.R.Y. Program (Texas Baptist Children's Home), Child Lures (PTA and School Counselors), Life Skills (Youth Services) and more Investigators needed (GAP). 10. Runaways - Youth Services, Patrol (Release Citations), S.T.A.R.R.Y. Program (Texas Baptist Children's Home), School Resource Officer, National Runaway Hotline, and incorporate into existing programs (GAP). SET NEXT AGENDA ITEMS: None at this time. NEW BUSINESS: None at this time. STAFF COMMENTS: It was decided that after the minutes were sent to each committee member, a deadline would be set for any committee member to contact Chairperson Lt. Rick Thomas if there were any concerns or comments about the minutes. The deadline for these comments will be Tuesday, January 16 at 12:00 noon. If there are no changes or inquiries, there will be no need to have another meeting on Wednesday, January 17th.
