AGREEMENT:
That whereas City of Round Rock hereinafter referred to as Grantee, has heretofore submitted a grant application
to the Office of the Governor, State of Texas, entitled Community Oriented Police Services and further identified by grant
number SF- 97- A01- 10249; and
Whereas, the Governor of the State of Texas has approved the grant application as evidenced by the Statement of
Grant Award from the Office of the Governor dated 7/15/96 which contains certain special requirements; and
Whereas, the Grantee desires to accept the grant award, the Uniform Grant and Contract Management Standards,
and special requirements as evidenced in the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniform Grant and
Contract Management Standards, and special requirements as evidenced by the agreement, executed by the project
director, the financial officer, and the official authorized to sign the original grant application, or the official's successor, as
presiding officer of and on behalf of the governing body of this Grantee; and -
Now, therefore, the Grantee shall designate either the project d or the financial officer to coordinate and
be solely responsible for submission of adjustments pertaining to both program and financial elements of the
application, and the POSITION authorized to submit adjustments is
NON - LOBBYING CERTIFICATION:
We, the undersigned, certify that none of the grant funds, regardless of their source or character, including local
cash assumption of cost funds, shall be used in any manner to influence the outcome of any election or the passage or
defeat of any legislative measure.
A finding that a grantee has violated this certification shall result in the immediate termination of funding of the
project and the grantee shall not be eligible for future funding from the C Justice Division, Office of the Governor.

is subject to and conditioned upon acceptance of the Governor's Criminal Justice Plan
for Texas (Plan) promulgated for this specific program fund (referenced above) through
the Office of the Governor, Criminal Justice Division. Applicable special conditions
are contained in the Plan or cited below. Total project costs must be accounted for
in accordance with the Uniform Grant and Contract Management Standards and the Plan.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to CJD, to the attention of the
Accounting Department, in accordance with the instructions provided by CJD and shall be
in the form required by CJD. Requests for funds will not be honored until all special
conditions outlined on the Statement of Grant Award and that required action on the part
of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above - referenced grant does not commit the Governor's Office to future
funding. Any such funding shall be determined by the state plan or guide under which
application may be made, by all applicable policies and procedures promulgated by the
Governor's Office, Criminal Justice Division, and /or federal guidelines, and by the ap-
propriation of funds.

As is required by article IX, section 51, of the general appropriations bill enacted by the
74th Legislature, regular session (Acts 1995, 74th Leg., ch. 1063, effective September I,
1995), none of the funds appropriated may be expended for grants to any law enforcement
agency regulated by Chapter 415, Government Code, unless (1) the law enforcement
agency requesting the grant is in compliance with all rules developed by the Texas
Commission on Law Enforcement Officer Standards and Education pursuant to Chapter
415, Government Code, or (2) the Texas Commission on Law Enforcement Officer
Standards and Education certifies that the requesting agency is in the process of achieving
compliance with such rules.

This grant award is for the project's third year of funding. It will, therefore, only be eligible for two more years of
funding. Additionally, the Criminal Justice Division has instituted two new guidelines concerning budget
adjustments. A project may submit only FOUR budget adjustments per grant year except for those adjustments

CONDITIONS OF GRANT AWARD
1. Grantees which have been awarded funding for the procurement of an item in excess of 5100,000 and
have already identified a vendor must provide a written sole source justification to the COPS Office prior to
obligation, expending or drawing down grant funds for that item.
2. The funding under this project is for the payment of costs approved by the COPS Office for support
resources (including the salaries and benefits of civilian personnel), equipment and technology, and/or
overtime that has been approved by the COPS Office.
3. COPS MORE grant funds must be used to hire one or more civilians beyond the number of civilians
— ,that would be hired or employed by the grantee in the absence of the grant, or must be used to purchase
equipment or technology beyond that which the grantee is already obligated or funded to purchase, or must
be used to fund overtime that exceeds current and planned overtime payments.
4. Civilians, equipment and technology and overtime funded under this grant may only be utilized in
activities or services that exclusively benefit your agency and the population that it serves. If your agency
provides police services through a contractual arrangement, your agency is responsible for ensuring that the
utilization of civilians, equipment and technology and overtime is in compliance with the conditions of your
grant.
5. The grantee acknowledges its agreement to comply the assurances'and "certifications submitted . "` '

6. In order to assist the COPS Office in the monitoring of the award, your agency will be responsible
for submitting progress reports and financial status reports on a quarterly basis. As those reports become
due, your Grant Advisor will provide you with outlines to assist you with these reports.
7. Requests for extensions of the grant award period that merely request additional time, not additional
funding, should be submitted in writing to your grant advisor no earlier than September 1, 1996 and no later
than October 15, 1996.
8. The COPS Office may conduct or sponsor national evaluations of the Community Oriented Policing
Services Program (COPS) and the MORE program. The grantee agrees to cooperate with the evaluators.
9. The grantee agrees to abide by the terms, conditions, and regulations as found in the COPS MORE
Grant Owner's Manual and the Uniform Administrative Requirements for Grants and Cooperative Agreements
to State and Local Governments, 28 C.F.R. Part 66.
10. For grants of $500,000 or more (or 51,000,00D or more in grants over an eighteen month period), the
grantee acknowledges that failure to submit an acceptable Equal Employment Opportunity Plan (if grantee is

grants under $500,000, the grantee must submit a completed EEOP Certification form and return it to the
Office of Justice Programs, Office for Civil Rights, within 120 days of the grant award.
11. The grantee agrees to monitor and exercise best efforts to maintain the level of redeployment of
current sworn officers into community policing that is the result of COPS MORE funding. During the first
60 days after the grantee signs and returns the grant award document, the grantee will work with the COPS
Office to develop a plan to track the officer time redeployed into community policing.
