Amendment to Engineering Contract
Dear Mr. Miller
Thank you for meeting with me on January 24, 1996 and discussing the additional fee
request contained within my letter dated January 16, 1996. I understand the City's
position concerning the scope of our request, and I would like to make a modified
request based upon our conversation. The items that we can agree are clearly additions
to the contract scope of work include:
There are 17 new sheets required to adequately show the additional work at the sludge
dewatering, sludge thickening, settled water pump station, high service pump VFD and
the new Utility Support Building. These sheets are described in the attached Table 1.
The fee contained within our contract was prepared primarily upon the number of sheets
that had to be produced to show the water treatment plant improvements. We used a
unit cost of $5,000 per sheet to establish the design budget contained within our contract.
Using this unit cost and 17 new sheets shown in Table 1, the additional fee for the design
of the additional facilities is $85,000. In addition to the design services, there will also be
approximately 60 hours of additional shop drawing review time at cost of $5,000.

The additional cost of the sludge dewatering building, the sludge thickener, the settled
water pump station, the high service pump VFD and the new Utility Support Building is
estimated to be $771,400 (see the attached Table 2).
The percent fee calculated using the equation contained in the "Professional Engineering
Services, A guide to the Selection and Negotiating Process" and the "C" factors in my
letter dated May 30, 1995 is 14.46 percent. Using this percent and the cost of the
additional facilities ($771,400) yields an additional basic services fee of $111,544.

However, we propose to perform the additional services for a fee of $90,000. The total
basic services fee, after this requested addition of $90,000, will be $813,000, which results
in a percent of construction fee of 8.87 percent using the latest construction estimate of
$9,166,000.
After our conversation, and an opportunity to consider the City's position, we agree that
it is unclear whether the remaining items referenced in my letter dated January 16, 1996
are specifically included in our scope of work. Due to this uncertainty, we will yield to
the City's interest, and consider the remaining items as part of the original scope. As
such, we will design the ammonia facility and the treated water pipeline with a venturi
vault without an additional fee.
Therefore, we request the City to consider an addition to our fee in the amount of
$90,000.00 as compensation for adding to our scope of work the design of, the sludge
dewatering building, the sludge thickener, the settled water pump station, high service
pump with VFD and the new Utility Support Building.
We have attached Amendment No. 1 which amends the appropriate paragraphs of the
Engineering Services Agreement and is in a form for execution. Item 1 amends the Scope
of Work in Section II to include the Sludge Dewatering Facility, the Sludge Thickener, the
Utility Support Building, the Settled Water Pump Station and the VFD at the High
Service Pump Station. Item 2 amends Section VI by adding $85,000 to the Phase II design
services budget and $5,000 to the Construction Phase services.

Attached to this memorandum is a copy of a letter that details a request for a design fee adjustment from
Camp Dresser & McKee. The increase in fee is for several additional facilities that were identified during
the design phase of the project. The additions include the following:
Sludge dewatering facility and equipment
Utility Support Building
Settled water transfer station
VFD device on new high service pump
MEMORANDUM
The sludge dewatering facility and equipment is an item of improvement that is required to handle the
anticipated increase in sludge production when the new water plant becomes operational. The existing
sludge dewatering beds are cumbersome in managing and disposing of the water plant sludges.
The new Utility Support Building is necessary to provide adequate work space for the current operations.
As you know, this division uses the High Service Pump Station as a maintenance facility that is an
inappropriate use of this pump station.
During the course of the design city staff identified the desire to transfer settled water from the existing plant
into the new plant expansion. The engineering design made modifications to the new plant settled water
channel and added transfer pumps.
Finally, a method to control energy consumption at the new pump station was suggested by city staff. An
electrical frequency controller, known as a VFD, was included into the new pump station design that will
allow wider pumping ranges and subsequent energy savings.
I recommend this fee increase be consider for approval.
