for the Round Rock Avenue /Mays Street area under Enhancement Funding as
authorized by the Intermodal Surface Transportation Efficiency Act (ISTEA)
of 1991, and
WHEREAS, if the project is approved by the Texas Transportation
Commission, the Department of Transportation will provide such
construction in exchange for a contribution from the City of $120,205, and
WHEREAS, the City Council wishes to assure the Department of
Transportation that the amount of $120,205 will be deposited with the
Department if the project is selected by the Texas Transportation

That if the project is selected by the Texas Transportation
Commission, the City Manager is hereby authorized and directed to deposit

VII. PROTECT DESCRIPTION.
Old Town Plazas ISTEA Proposal
Major growth in Round Rock in the last five years has brought an influx of businesses to the area as well as a great number
of new residential subdivisions in the suburban areas. There has been an increase in out -of -town visitors and tourists
traveling along the IH -35 and US 79 corridors. Although this growth has had a positive social and economic impact on the
City, revitalization has also created a need for roadways capable of handling higher traffic volumes, safe pedestrian travel
ways, and beautification areas that will add to the city's distinctive character, history, and identity. The Old Town Plazas
Enhancement Project is the City of Round Rock's continued effort to revitalize the historic downto area by creating plaza
s aces that will provide points of historical interest for the community and at the same time linkages of inter -modal
transportation for the downtown area and surrounding area. This proposal looks to the future and presents the Round Rock
community the potential to have several transportation options — auto, bicycle, pedestrian, and even rail.
The proposed plazas shown on the attached map will be located in the mixed -use downtown area within easy walking distance
from the historic downtown commercial district, a National Register District, the parking garage, where in the spring and
summer the Farmers Market is held, a future commuter rail station. and at the major entryways into the heart of Round
Rock. The plazas will each have a distinctive historical/community focus to help foster a sense of history and community for
the city.
1. City Hall Plaza - In the heart of the Downtown, this existing space is next to City Hall, the parking garage/
Farmers Market, and the Senior Activity Center.
2. Baylor Memorial Plaza - Site of the 1927 Baylor Student Fatal Railroad -Bits Accident
3. Ciazel o Plaza - Historic Well and Gazebo
4 . Water Tower Plaza - Round Rock's water tower and site of Sam Bass shooting
5. Xmas Tree Plaza - Site of Round Rocks Annual Xmas Tree Display
6. Pioneer Builders Plaza - 1936 Masonic Institute Memorial and TXDOT Rest Stop
The plazas will be linked by pedestrian paths, bicycle ways, and antique lighting to create a unified theme and a safe
environment for evening use. An integral part of this project will be the installation of paved pathways within the playas and
antique lighting along US S1/Mays from the Brushy Creek bridge to the Mopac Railroad bridge. Antique lighting will also
be extended into the residential neighborhoods adjacent to downtown east to College St. and west to San Saba St. and around
the p: rldng garage on Lampasas and Bagdad Streets.
The plat's are designed with landscaping, trees, picnic tables, benches, and bike racks to provide a pleasant shaded
environment where people can gather. Plaza paverstone walkways will be consistent in design with paverstones for the
downtown area. The landscaping will be xeriscape, native or adaptive vegetation complete with edging, mulch and automatic
irri gation. The benches and picnic tables will have an antique or historic look and will be weatherproof and mounted in place.
A welcome sign located along RM 620 will be of sandblasted redwood with painted raised letters mounted on a cut limestone
structure that will require masonry work with smooth limestone caps. All of these elements will add to a lively streetscape.
The Old Town Plazas proposal is designed to be a bicycle friendly plan and includes bike racks to encourage cyclists to enter
the historic downtown area from the surrounding neighborhoods. The City of Round Rock has approved funds for a traffic
study which includes a Bike Plan for the City. The major traffic corridors leading into the downtown area which will be
ircluded in the city's plan are RM 620/ Round Rock Avenue, US 8l Mays, and McNeil Avenue.

VIII. PROJECT USE AND BENEFITS. Provide a brief description in the space below the
benefits of the proposed project in terms of the quality of the project, the geographic scope
of the project's benefits and the project's transportation enhancement value.
The Old Town Plazas proposal integrates historic revirati,arion and intermodal transportation in downtown Round
Rock. This project will greatly enhance compatibility between vehicular and pedestrian traffic, and will de two main
travel corridors, 1}1:35 and US 79, together through the downtown of the City of Round Rock. The downtown area
is home to the Round Rock Visitor Center, City Hall, and the historic Central Business District (a National Register
District) and residents of the neighborhood. The plazas will serve residents of the community as well as tourists and
visitors of Round Rock.
The Old Town Plazas proposal will allow visitors to park downtown, in the free parking garage or street stalls, and
w — zik virtually anywhere. The plazas will connect bicycle paths and the future commuter rail station. They will
have bike racks and pedestrian paths to facilitate transportation accessibility. The antique lighting will increase
pedestrian safety at night and will contribute to the historic feel of the downtown area
The landscaping will greatly enhance the impression made on visitors to the City. The landscaped plazas will
provide locations for welcome and orientation signs. The planned rest and picnic areas will be beneficial to both
travelers along either the IH 35 or US 79 corridors, as well as to pedestrians or visitors wishing to rest or eat during
visits to the downtown.
Lam. COMMUNITY INVOLVEMENT. Provide a brief description of public interest,
endorsement and participation. Include a description of any opportunities for public
participation that were included in the process of selecting the candidate project.
The Old Town Plazas proposal has'been met with support within the City; it is endorsed by the local business,
social, and neighborhood communities.'
The Neighborhood Planning Team esiPT) members have designed and implemented a plan that will maintain the
character of downtown by encouraging a positive mix of business, residential, and office uses. The plan includes a
set of architectural guidelines which reinforce the historic character of the neighborhood. The NPT views the Plaza
proposal as complimentary and beneficial to the existing NPT plan designed for the downtown area.
The Chamber of Commerce, the local business leaders, including the publisher of the local newspaper, and
community civic clubs support the plan as a positive way to increase revenue for the downtown business
community while at the same time promote historic downtown Round Rock as an area of interest that is easily
accessible to both long and short distance travelers.

XII. CERTIFICATION OF FUNDING AND SUPPORT. Budget information should be
accompanied by documentary evidence of a commitment to provide for a local match. The
documentary evidence should be in the form of a resolution or other official document that
provides for a commitment of 20% local match of funding and any other appropriate fees. -
This documentation should be labeled, "ATTACHMENT 2 - CERTIFICATION OF
FUNDING AND SUPPORT."
For projects within an MPO, the MPO should provide a letter stating that the project will be
included in the local Transportation Improvement Plan (TIP), if approved for funding. This
letter should be labeled, "ATTACHMENT 3 - INTENT FOR TIP PLACEMENT."
XIII. LAND ACQUISITION INFORMATION. If land or easement will be acquired or other
property interests are involved, describe below how these will be acquired, including cost
estimates and funding arrangements.
The proposed areas for the Old Town Playas project are within city or state right-of-way. Land will not have to be
acquired for this project.
LYV. 1VIAENTENANCE. In the space below, briefly describe any anticipated maintenance for the
completed project, who will provide the maintenance and who will finance the maintenance.
The Old Town Plazas project will be primarily maintained by the Parks and Recreation Department (PARD). The
schedule will include daily trash pickup, weeding, pruning, and weekly mowing. The irrigation of all landscaped
areas will be provided with automatic irrigation systems. The estimated annual cost of maintenance will come from
the General Fund and is expected to be 510,500. The civic clubs will help with the maintenance by providing in-
kind contributions. The specifics of these contributions will be negotiated by the Director of PARD at a later date.

XV. POSSIBLE PROJECT IMPACTS. Describe in the space below any possible
environmental impacts of the proposed project. Factors to take into consideration include
socio- economic impacts, impacts on neighborhoods/community cohesion and impacts on
churches, schools and resources.
The Old Town Plazas proposal will promote pedestrian and bicycle traffic and connect various modes of
transportation within the downtown area. The project provides safe and accessible transport to various
historic sites in Round Rock and connects pedestrian and bicycle transport to the future rail station
downtown. The plazas are linked to one another, facilitating transport between these focal points. The
plazas are centrally located within the mixed -use downtown area. The enhancement of these plazas and
proposed connectivity to commercial, residential, and civic centers will improve the character of downtown
and the community of Round Rock.
The project proposal is consistent with the existing community sponsored downtown revitalization plan.
The plan combines preservation of the historic district and invigoration of economic development in the
area. The plazas will further community activity and circulate and accommodate tourists or visitors
stimulating growth and pride in the community.

not include the protection and enhancement of the public's cultural resources.
With Round Rock and Williamson County's recent growth surge, I believe it is even
more important to make sure the cultural and natural resources remain intact for future
generations. In review of your "Old Town Plaza" proposal , I believe you have
accomplished several goals that the Landscape Architecture profession believes to be
of foremost importance:
1. through lighting, pedestrian trails, bicycle ways, and landscaping you are protecting
the public's health, safety, and welfare.
2. you have taken bits of Round Rock's cultural resources, past and present, and
comprehensively enhanced them for public use and enjoyment. Being in the Historic

Plaza" ISTEA proposal.
As representative for the Heart of Round Rock Neighborhood Association we
wholly endorse this proposal. We are especially enthusiastic that native
xeriscape landscaping is incorporated into the plaza concept. Using native
plants will be a wonderful educational tool to promote public awareness of
the landscape options available.
The Heart of Round Rock Neighborhood Association sees this as a beautiful
and unique way of introducing the resident of Round Rock, visitors and
tourists to our historic downtown area.
