R-96-05-09-14C - 5/9/1996WHEREAS, the Texas Legislature has approved the "Program" (Section 24 of the Parks & Wildlife Code) for the purpose of allowing the political subdivisions of the State of Texas to participate in the Program, and WHEREAS, the City of Round Rock, Texas, hereinafter referred to as "Applicant" is fully eligible to receive assistance under the Program, and WHEREAS, the Applicant is desirous of authorizing an official to represent and act for the Applicant in dealing with the Department concerning the Program, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS That the Applicant hereby certifies that it is eligible to receive assistance under the Program. II. That the Applicant hereby certifies that the matching share for this application is readily available at this time. III. That the Applicant hereby authorizes and directs its Mayor to act for the Applicant in dealing with the Department for the purpose of the Program, and Mayor Charles Culpepper is hereby officially designated as the representative in this regard. That the Round Rock Recreation Center is hereby dedicated (or will be dedicated upon completion of the proposed acquisition) for public park and recreation purposes in perpetuity. Consider a resolution authorizing the Mayor to submit a grant application to the Texas Parks and Wildlife Department for a Texas Recreation and Parks Account Grant for an indoor recreation facility. STAFF RESOURCE PERSON: SharonPrete STAFF RECOMMENDATION: APPROVAL Staff recommends that we apply for a Texas Recreation and Parks Account Grant for the construction of the recreation center. The facility will be approximately 35,000 sq. ft. and house gyms, activity rooms, racquet ball courts, locker rooms, kitchen, reception area, etc. This is a matching program with a maximum award of $500,000.00. Unfortunately, requests substantially exceeded funding availability. Your application was among those not funded due to this financial limitation. Department staff are currently holding a series of public hearings to determine possible changes to the application and review process for indoor recreation grants. A new cycle of requests will begin early in 1997 following public review and subsequent approval of program guidelines by the Parks and Wildlife Commission. We would welcome your participation at any of these hearings. Although you should have received this schedule previously, a copy of the hearing dates and times is attached.
