WHEREAS, the City of Round Rock desires to acquire a Traffic
Light Priority Control System, and
WHEREAS, the Texas Interlocal Cooperation Act (Article 4413(32c)
V.A.T.S.) authorizes the cooperation between local governments on the
procurement of certain items, and
WHEREAS, the City wishes to enter into an agreement with the
Houston- Galveston Area Council to allow the Houston - Galveston Area
Council to serve as a purchasing agent for the procurement of a Traffic
Light Priority Control System, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized to sign an agreement with
Houston - Galveston Area Council to allow it to serve as a purchasing
agent for the City as to certain requested items, and further, to
authorize the City Manager to issue a purchase order to Houston -
Galveston Area Council for the acquisition of a Traffic Light Priority
Control System.

Dear Mr. Kautz:
I have been working with Captain David Smith on the Opticom System for
the City of Round Rock. Captain Smith asked me to offer a time line for the
first phase of the Opticom System installation.
I have checked with the order entry officer from 3M and he could ship the
equipment necessary for the this job in 3 weeks or less -after receipt of
order. We would allow 6 weeks for installation to allow for weather. We will
work to complete the job as soon as possible.
We ask for at least 60% of the total purchase order price upon delivery of
equipment to the City of Round Rock. The balance of the payment is due
upon completion and acceptance of the Opticom System.

* Basic Coverage. Basic system warranty perio.d is five years. There is no charge
for repairs under this coverage.
During the second five -year warranty period a fixed $90.00 charge per unit repair;
$49.50 deductible for emitter replacement is applicable during this period with no
charge for further repairs on a component for one year while on extended
coverage. This extended coverage is further assurance of future system

All coverage begins on the date of shipment and ends at the expiration of the

ITEM: 10.F. Consider a resolution authorizing the City Manager to approve a
purchase order for a Traffic Light Priority Control System from
the Houston - Galveston Area Council.

STAFF RECOMMENDATION:
The Traffic Light Priority Control System (Opticom System) was presented to the
Council at the last meeting. This system enables the Fire Department to manually
preempt traffic light signals upon approach to the intersections. This capability will
enable quicker response times and should enhance safety.
The equipment and intersections which are included in this program are listed on
the attached documentation.
The purchase price which includes acquisition, installation and warranty is $162,400.
The purchase will be financed through a tax - exempt, short -term, lease purchase.
