RESOLUTION NO. R- 96- 06- 27 -10A
WHEREAS, the future growth and orderly development of
southern Williamson County is dependent on north /south access
corridors along US 183, IH -35, and SH 130; and
WHEREAS, a vital connection between these three major
roadways is SH 45; and
WHEREAS, an additional north /south access is needed to
connect FM 1431 with Loop 1 along Wyoming Springs Drive; and
WHEREAS, the present roadway system requires a great deal of
excessive travel time and cost in vehicle operation, resulting in
wasted resources, pollution, and overall further degradation of the
environment; and
WHEREAS, a feasibility analysis is currently being prepared
for US 183 and SH 130; Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS, THAT,
The City of Round Rock is in support of the Texas Turnpike
Authority performing an analysis as to the feasibility of
constructing SH 45, from west of US 183 to FM 685, and Wyoming
Springs Drive, from FM 1431 south to its connection with Loop 1, as
toll roads.

Staff Recommendation: Approval
Future growth and quality of life for Round Rock will depend on adequate
access of residents from Round Rock and other surrounding communities to
Austin. The present highway and roadway systems are inadequate to handle the
commuting traffic and transportation improvements are years behind current
population levels. Future funding is limited and sought after by every
metropolitan area in the state. This resolution allows the Texas Turnpike
Authority to investigate an alternative option to the funding and construction of
necessary roadways for the Round Rock area.
A letter from the Mayor to the Texas Tumpike Authority requests that an item be
placed on their July 10 agenda to allow a delegation from Round Rock to present
this resolution seeking assistance in evaluating the feasibility of constructing SH
45 and Wyoming Springs Drive as a toll roads in Williamson County.

Dear Mayor Culpepper:
This is to acknowledge receipt of your letter of June 27 requesting a position on the agenda of the
TTA Board of Directors meeting an July 10 and submitting Resolution R- 96- 06 -27 -1 OA. Earlier, the
Board of Directors of the TTA, in response to resolutions/minute orders adopted by the Austin
Transportation Study ("ATS ") and the Texas Transportation Conunission, authorized a staff
feasibility assessment along the route of SIi 45 as now is being requested by the City. The appearance
by representatives of your City and the adoption of the resolution reflecting the interest of the City
in supporting the TTA in continuing its feasibility analyses of the ST1 45 route is appreciated by our
staff.
When we received the lune 27 letter, the July 10 agenda of the TTA Board meeting had been filled.
Accordingly, we have scheduled the appearance by representatives of the City of Round Rock for the
next TTA Board meeting, which will be on October 16, 1996 and will be held at the Melrose Iiotel,
3015 Oak Lawn, Dallas and will begin at 9:30 a.m. Tf the City desires to appear early on the agenda,
we can structure the agenda so that your appearance will be scheduled as the second item following
the routine approval of the July 10 minutes.
Our staff has been attempting to pursue the SH 45 feasibility assessment but has been somewhat
stymied by lack of clear planning and adopted positions concerning the proper connections between
S1i 45 and other highways planned for the area. in order to proceed with the feasibility assessment
in an educated manner, there needs to be an understanding of the planned highway network among

the governmental entities affected. Accordingly, we would like to request that a representative of the
staff of the City join with representatives of the TTA, the TxDOT administration, the Austin District
of TxDOT and ATS at approximately 2 p.m. on July 10 at the Four Seasons Hotel in Austin so as
to achieve a unified basis under which the TTA can proceed with the feasibility assessment.
Participation by the City staff will be important to that effort.
