WHEREAS, the City of Round Rock, Texas, hereinafter referred
to as "City ", desires to make application to the Texas Parks &
Wildlife Department, hereinafter referred to as "Department ", to
participate in the Texas Recreation & Parks Account Grant Program,
hereinafter referred to as "Program ", and
WHEREAS, the Texas Legislature has approved the Program
(Section 24 of the Parks & Wildlife Code) for the purpose of
allowing the political subdivisions of the State of Texas to
participate in the Program, and
WHEREAS, the City is fully eligible to receive assistance
under the Program, and
WHEREAS, City is desirous of authorizing an official to
represent and act for the City in dealing with the Department
concerning the Program, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS THAT,
1. The City hereby certifies that it is eligible to receive
assistance under the Program.
2. The City hereby certifies that the matching share for
this application is readily available at this time.

3. The City hereby authorizes and directs its Mayor to act
for the City in dealing with the Department for the purpose of the
Program, and Charles Culpepper is hereby officially designated as
the representative in this regard.
4. The City hereby specifically authorizes the official to
make application to the Department concerning the site known as the
Round Rock Old Settler's Park Phase II in the City of Round Rock
for use as a park site, and that the Round Rock Old Settler's Park
Phase II has been dedicated for public park and recreation purposes
in pertetuity.

DISCUSSION:
The City of Round Rock requests support to further develop 437 acre Old
Settler's Park at Palm Valley located in the east area of the city. Proposed
development includes 1 lighted football field, 6 lighted tennis courts,
playground, 2 fishing piers, pavilion, 1.0 mile trail, 7 benches,
concession /restroorn, and signs. The local rnatch consists of city bond funds
and appropriations, and private cash donations. Old Settler's Park has been
previously supported through Texas Local Parks. Recreation and Open Space
Fund Project Number 20- 00264.
RECOMMENDATION: Do not support due to limited funds.

Public Notice is hereby given that a Public Hearing will be held before the
Round Rock City Council on Thursday, July 25, 1996 at 7:00 p.m. in the City Council
Chamber to provide information and receive input concerning the submittal of a
grant application to the Texas Parks and Wildlife Department's Texas Local Parks,
Recreation and Open Space Fund for a proposed park that is in a floodplain /wetland
area and could have certain environmental impact on the area.
Public comment is welcome and may also be submitted in writing to Joanne
Land, Assistant City Manager /City Secretary, 221 E. Main Street, Round Rock, Texas
78664. Please notify Joanne Land if assistance can be furnished to any handicapped
