R-96-11-07-10C - 11/7/1996RESOLUTION NO. R- 96- 11- 07 -10C WHEREAS, individual governmental entities in the Central Texas area cooperate with the other counties in the ten county Capital Area Planning Council (CAPCO) region (" CAPCO Region ") for the provision of emergency 9 -1 -1 and related services; and WHEREAS, the public safety agencies utilizing the emergency 9 -1 -1 system will benefit from the regional integration of these services in a coordinated manner through CAPCO; and WHEREAS, the City Council believes that the planning and development of a comprehensive regional plan for the provision of emergency 9 -1 -1 services through CAPCO is necessary for a unified public safety 9 -1 -1 emergency communications system for the CAPCO Region; and WHEREAS, such a unified, public safety 9 -1 -1 emergency communication system includes 9 -1 -1 operations, computer aided dispatch, mobile data information systems, public safety radio communications, and the potential integration of these systems into a regional combined communications and intelligent transportation management center; and WHEREAS,a cooperative effort between the area governmental entities and the CAPCO is necessary to facilitate the financing, planning and development of these public safety emergency 9 -1 -1 initiatives; and WHEREAS, the Capital Area Planning Council, in cooperation with its member governments, has developed a five year Strategic Plan for the provision of emergency 9 -1 -1 and related services; and R \ WPDOCS \RSSOLOTI \RS611O7C.NPD /9Cg and 13th meetings of the Advisory Commission on State Emergency Communication (ACSEC); Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, 1. The City Council is interested in cooperating with other participating governments to plan and develop a comprehensive, unified public safety 9 -1 -1 emergency communications system for the CAPCO Region; and 2. The City Council hereby endorses the CAPCO five year 9 -1 -1 Strategic Plan which supports the Round Rock public safety 9 -1 -1 emergency communications initiatives, and urges its approval as submitted; and 3. The City Council supports the continuation of the funding for these important public safety operations through the CAPCO 9 -1 -1 service fee at no less than its current approved rate; and 4. The City Council urges the Advisory Commission on State Emergency Communication to support expansion of the scope of state funding guidelines to permit inclusion of a broader range of technology and services which constitute a unified, public safety 9 -1 -1 emergency communications system.
