WHEREAS, the City has previously applied to the Office of the
Governor, Criminal Justice Division for grant funds for various law
enforcement projects, and
WHEREAS, the grant funds available through the State Criminal
Justice Planning Fund (Fund 421) must address needs identified
through the development of a Community Plan, and
WHEREAS, the City Council has appointed members to the
Criminal Justice Planning Committee and said committee has approved
a Community Plan which has identified the following needs:
1. Continuation of the Middle School Liaison Officer; and
2. Continuation of the Community Policing Officer.
WHEREAS, the City Council wishes to accept and approve the
Community Plan developed by the Criminal Justice Planning
Committee, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the City Council hereby accepts and approves the
Community Plan developed by the Criminal Justice Planning
Committee.

A Strategy for identifying Criminal Justice Needs
Criminal Justice Planning Committee
November 1996
Mission Statement:
To develop a communiry plan which reflects the participation of the commuiiry in identifying criminal justice
needs the resources available to affect those need% and gaps in present services which necessitate additional
funding.
Process:
In September 1996 the Round Rock City Council held a public meeting at which a presentation was made ounlitang
the community planning concept contained in the Governor's Criminal Justice Plan for Texas, Fiscal Year 1998.
A public discussion was held and the Council passed a resolution gating a Criminal Justice Planning Committee
and appointed members which reflected the participation of the whole community.
This committee held public meetings at which specific problems/needs were identified, present resources were
identified, bow present ptogramshesources wodc together to address identified problems was dismissed and finally
what additional funding was needed to fill the gaps between problems/needs and programs/resources available.
In November 1996 the Round Rock City Council held a public meeting at which a presentation was made
regarding the development of the community plan by the Criminal Justice planning committee. A public
discussion was held and the Council passed a resolution accepting the community plan and its recommendations
for problems/needs requiring additional funding. The Council also passed resolutions authorizing the Mayor to
submit applications for funding to the Capital Area Planning Council.
Plan Summary:

This plan addresses the needs for the City of Round Rock.
2. What are the problems to be addressed under this plan?
The problems addressed tinder this plan are primarily related to the City of Round Rock's spiraling growth_ We
have averaged a growth rate of approximately sae percent a year for the last several years. With this growth
demands on criminal justice services have also teen increasing. The Criminal Justice Planning Committee
identified the following as the primary problems facing the City of Round Rock
a. The need to address juvenile crime and to continue to focus on ging telated crime and gang graffiti through
enfottxtnent and education.
b. The need to address deviant behavior among children "running the streets" bemuse they are suspended or
truant from schooL
c. The need to address family violence crimes, particularly spousal and child abuse_ Emphasis should also be
placed on violence awareness as it relates to dating, families and senior citizens.
d. The need to provide a weapon flee learning environment for our children.
e. The need to emphasize traffic control safety m easures through enforcement and development planning.
f. The need to continue to expand on the Community Oriented Policing Program and emphasize the benefits of
the Neighborhood Watch Program.
g. The need to address the problems associated with drug and alcohol abuse.

i. The need for a Public Information Officer to coordinate the variety of programs within the Police Department
and facalitate the flow of information to the ootmntmity.
3. What are the resources currently available in the comma ily that are being used or will be used to address the
problem?
The following resources are being applied to the problems listed in section 2.
a. The Round Rock Police Department's Gang Response and intervention Program, the City of Round Rock's
Teen Court, the Williamson County Juvenile Probation Office, the City of Round Rock's Parks and Recreation
Department, and the Round Rock Independent School District.
b. A presentation regarding a Daytime Curfew Ordinance should be placed on a future City Council Work
Session Agenda. The Rome' Rods Independent School District the Round Rock Police Department, the City
of Round Rock Teen Court, and the Juvenile Community Comminee are also resources available.
c. The Round RockPolice Department Victim's Assistance coordinator, the Williamson County Crisis Center,
the Texas Baptist Children's Home and the Texas Department of Human Services.
d. The Round Rock Police Department's Bigh School and Middle School Liaison Officers Programs, the County
and District Attorney Offices, the Round Rock City Council, and the Williamson County Juvenile Probation
Office.
e. The flow of traffic can be addressed by city, county, and stare development planing programs, the Round
Rock Police Department Traffic Enforcement and Community Policing Programs. the City of Round Rock's
Speed Hump Program, and the Round Rock Independent School District's Driver's Education and Project
Gradhration programs.
f The Round Rock Police Department's Community Policing and Crime Prevention Programs and the various
Neighborhood Associations airhin the city.
g. The Round Rock Police Department's D.A.RE. Officers, Life Sklils Program, and Youth Services Division;
the Roared Rock lade t School District' Project Graduation, Health Classes, and Drug & Alcohol
Assessment Counselor, and the City of Round Rack Teen Court Also, the Round Rack Independent School
District's English Departments can be applied to the survey process.
h. The Round Rock Police Department and the Williamson County District Attorney's Office.

4. How do these resources currently work together?
The above desrn'bed resources currently work together to address the community's criminal justice problems
through a combination of interagency networking and program referrals. Also, many of the agencies identified
have representatives on a variety of community service boards, which facilitates cooperation and communication
regarding available services.
5. How will this plan help to increase coordination of resources in the future?
The community plan development process served to formalize the interagency networking and program referral
process. Having a committee comprised of members from public agencies, private nonprofit organizations,
edneation, law enforcement and concerned citizens allowed everyone to understand the scope of the problems
facing our camrmnrity and realize the considerable resources being applied to thera This in turn will facilitate
future interagency cooperation in addressing the community's problems.

STAFF RECOMMENDATION:
The attached resolution authorizes the Mayor to accept the Community Plan
as developed by the Criminal Justice Planning Committee, to meet the funding
requirements of the State Criminal Justice Department for grant application
purposes.
The Community Plan identified the following programs as needing funding
through grant sources:
1. Continuation of the Middle School Liaison Officer
2. Continuation of the Community Policing Officer
ECONOMIC IMPACT:
The acceptance of the Community Plan does not have a direct economic
impact. The economic impact for any of the above programs would be listed in their
respective packet.
