Consider a resolution authorizing the Mayor to enter into a contract for publication of official city notices. (Tabled 6/12/97) STAFF RESOURCE PERSON: Joanne Land STAFF RECOMMENDATION: As set out in the City Charter, the Council must designate a newspaper of "general circulation" as the official publication for all required notices. At the request of some of the Council, staff gathered the following information from both the ROUND ROCK LEADER and the AUSTIN AMERICAN STATESMAN concerning their respective publications. ROUND ROCK LEADER Bi- weekly publication Circulation (as of 3 - 31 - 97) Inside Round Rock city limits 5,019 Inside Williamson County 5,519 Deadlines: Publication Day Monday Thursday Deadline 4 pm Thursday 4 pm Monday Rates: 23 cents per word for each insertion Maps and drawings $6.85 per column inch "ie: Notice to Bidders, 290 words/53 lines: $66.70 Necessary affidavits provided at no extra charge Fiscal 95 -96 Paid to LEADER $22,266.27 Fiscal 96 -97 to date paid to LEADER: $16,187.87 AUSTIN AMERICAN STATESMAN Daily publication Circulation (1995 averages; numbers for'96 not available) Round Rock city limits: Daily 8,499 Sunday 12,393 Williamson Co.: Daily 27,285 Sunday 36,820 Deadlines: Publication Day Tues -Fri Saturday Sunday Monday Deadline 3:30 pm prior day Noon Friday 4 pm Friday 4:30 pm Friday Rates: Legal Rates per line: Daily: $2.62 Saturday: $2.86 Sunday: $3.46 Retail ads per column inch: Daily: $33.19 Saturday: $35.51 Sunday: $43.24 "i.e.: Notice to Bidders, 290 words/53 lines: $138.86 Fiscal 95 -96 paid to AAS $14,350.74 Fiscal 96 - 97 to date paid to AAS: $ 9,726.00 The City currently places all required notices such as public notices, ordinance captions and notice to bidders in the LEADER. Employment ads and notice to bidders as well as ads are placed in the AAS because of wider circulation. This arrangement works well for all concerned. The staff and the ROUND ROCK LEADER have always enjoyed a very professional relationship and worked closely to ensure that all required notices have been published in a timely and proper manner. Staff recommends that the current arrangement continue and the Council enter into an agreement designating the ROUND ROCK LEADER as the official publication.
