RESOLUTION NO. R- 97- 10- 09 -10A
WHEREAS, the Oak Bluff Estates Home Owners Association has
requested that Forest Mesa, as depicted on the attached map, be
closed from 4:00 o'clock p.m. until 4:30 o'clock p.m., and that a
portion of Scenic Terrace, as depicted on the attached map, be
closed from 4:00 o'clock p.m. until 5:30 o'clock p.m., on October
26, 1997 for a Halloween parade and carnival, and
WHEREAS, the Council wishes to grant such request, Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS
That Forest Mesa, as depicted on the attached map, be closed
from 4:00 o'clock p.m. until 4:30 o'clock p.m., and that a portion
of Scenic Terrace, as depicted on the attached map, be closed from
4:00 o'clock p.m. until 5:30 o'clock p.m., on October 26, 1997 for
a Halloween parade and carnival.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended, and the Act.

Dear Mayor Culpepper and City Council Members,
On behalf of the Oak Bluff Estates Home Owners Association, we respectfully
request the Council's approval of our 1997 Halloween parade and carnival.
The parade is scheduled to take place on Sunday, October 26, 1997, at 4:00 p.m.
We are planning to start the parade in the cul -de -sac of Forest Mesa and end
in the cul -de -sac of Scenic Terrace, on the high end of the street. The parade
route is approximately 8/10 of a mile long. We are planning on having
Forest Mesa closed to traffic from 4:00 to 4:30. The high end of Scenic Terrace
will be closed from 4:00 to 5:30 to accommodate the carnival. The participants
in the parade will proceed up Forest Mesa on foot, wagons, strollers or bikes.
No motor vehicles will be allowed. We will be sending flyers and posting
signs in the neighborhood for those persons affected by the street closures.
I have received approval for the parade from the Round Rock Police
Department and the Round Rock Fire Department. We have requested
escorts from both departments, the Fire Department to lead and the Police
Department to follow at the end.

ITEM: 10.A. Consider a resolution concerning a parade request and street closing for
the Oak Bluff Estates Homeowners Association Halloween parade and
carnival.

STAFF RECOMMENDATION:
The Oak Bluff Estates Homeowners Association is planning a Halloween parade and carnival
for their neighborhood children on Sunday, October 26, 1997. The Oak Bluff Homeowners
Association is requesting permission to close Forest Mesa from 4:00 p.m. to 4:30 p.m. and the
high end of Scenic Terrace from 4:00 p.m. to 5:30 p.m. The parade will start in the cul -de -sac of
Forest Mesa and end in the cul -de -sac of Scenic Terrace. Please see the attached letter and map
for a detail outline of the route and request. The Police Department and Fire Department have
approved the request. The Fire Department will lead the parade and the Police Department
will follow at the end.
Teresa Kampfe, representing the Homeowners Association, will be present to represent the
request.
Staff recommends approval.
