Main Street Round Rock, TX 78664 Subject: TxDoT Traffic Signal Policy Change Resolution Dear Mayor Culpepper: MAYOR Allen Owen Missouri City requests that your city support the attached resolution requesting the Texas Department of Transportation ( TxDoT) to change its policy regarding the size of incorporated cities within which it is responsible for installing, maintaining, and operating traffic signals. The policy currently sets the population size of cities that TxDoT is responsible for at less than 50,000 (latest federal census). The proposal is that the population level be changed to those cities with a population less than 100,000. The proposal is a win -win situation. Such a change would be beneficial for cities that currently have populations between 50,000 and 99,999 since it would transfer maintenance responsibility back to the state, saving them money in the process. Cities with a population less than 50,000 will be able to better plan for take over of such a responsibility if and when they reach the new population level. From Missouri City's perspective it makes sense that TxDoT maintain traffic signals on roadways and facilities which are owned and operated by TxDoT. Missouri City appreciates your support. Consider a resolution of support requesting the Texas Department of Transportation (TXDOT) to change its policy regarding the size of incorporated cities within which it is responsible for installing, maintaining, and operating traffic signals. STAFF RESOURCE PERSON: Bob Bennett /Tom Word STAFF RECOMMENDATION: The Texas Department of Transportation (TxDOT) currently has a policy that they will install, maintain, and operate traffic signals on state highways within the city limits of cities with a population of under 50,000. When a city reaches a population exceeding 50,000 as determined by the official census, the city is required to assume responsibility for installation, maintenance, and operation of traffic signals on state highways within that city. This TxDOT policy does not apply to traffic signals at freeway interchanges. Round Rock will most likely exceed the 50,000 population criteria when the next official census is conducted in the year 2000. As shown on the table below, TxDOT currently maintains and operates 19 traffic signals within the ETJ and City Limits of Round Rock. These signals, along with any others that might be installed in the next three years, would become Round Rock's responsibility to maintain and operate after the year 2000 under current TxDOT policy. If Round Rock takes over the maintenance and operation of the traffic signals on the state highway system, the estimated cost to the City of Round Rock would be about $76,000 per year. Any new traffic signal installations or modernizations of existing signals would also be the responsibility of the city. A new highway traffic signal installation would cost about $80,000 for each location. The Mayor of the City of Missouri City has requested our support of a resolution requesting TxDOT to change its traffic signal policy by raising the population level below which the state would continue to install, maintain, and operate traffic signals from the existing 50,000 population to 100,000 (copy attached). If such a change was adopted by TxDOT, it would mean that the City of Round Rock would not be responsible for the traffic signals on the state highway system until the year 2010 (the next official census) at the earliest. The City staff believes such a change in policy is in the best interest of the City of Round Rock, and would recommend your approval of this resolution.
