WHEREAS, the City of Round Rock desires to have inspection and repair services for the Chisholm Valley Water Tank, and WHEREAS, Heart of Texas, Inc. has submitted an agreement to provide said inspection and repair services, and WHEREAS, the City Council desires to enter into said agreement with Heart of Texas, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City an agreement with Heart of Texas, Inc. for inspection and repair services for the Chisholm Valley Water Tank, a copy of said agreement being attached hereto and incorporated herein for all purposes. I have considered the various repair options based on the scenarios that should be revealed after the tank is taken out of service and inspected. Our inspection will conclusively determine the condition of the floor and give us direction as to the best repair method. Please understand that these hypothetical scenarios are based on experience from previous tanks. The cost of repairs and length of time to complete the project may vary due to utilizing a combination of the four repair options to meet specific requirements of the City. In conclusion, the cost of using the Carboline Polybrid coating system is the most expensive coating due to its fast cure time of 1 - 2 hours. The city may want to look at using this coating regardless of what repair option is implemented due to the fast cure time. When considering what the down time of the tank will be, please allow 1 day for the inspection and the listed working days to complete the repairs plus the cure time for the coating. Please contact me if you have any comments or require further information. PROPOSAL HOT Inspection Services, Inc. (HOT) hereby offers to perform the following work on the Chisholm Valley Water Storage Tank Project at the price, terms, and conditions listed herein: SCOPE OF WORK: 1. After the city has drained, cleaned and removed all sediment from the interior floor and up two feet on the shell wall, HOT will perform the inspection. 2. Conduct a visual inspection of the floor and locate areas of concern. Perform an ultrasonic thickness examination of these areas. Measure pitting and coating thickness. 3. Perform a leak test of the floor lap welds by utilizing a vacuum box testing device. 4. Compile information and verbally report findings then recommended the repair option (as listed below), to the City of Round Rock. REPAIR OPTION L 1. Scarf plate and seal weld holes in floor. Sandblast floor and 18" up wall to a SPCC 10 near -white and coat with 10 -12 mils of Carboline 891 NSF Approved Epoxy. 5 work- ing days for repairs. 2. After repairs, allow 7 days cure time @ 77° F and disinfect in accordance with AWWA. NOTE: This repair is for the scenario that the, floor contains a manageable amount of holes, but the remaining floor plate is in relatively good condition. REPAIR OPTION 2 1. Scarf plate and seal holes in floor. Sandblast floor and 18" up wall to a SPCC 10 near white and coat with 40 -80 mils of Carboline Polybrid NSF Approved. 4 working days for repairs. 2. After repairs, allow 2 hours cure time @ 77 F and disinfect in accordance with AWWA. NOTE: This repair is for the scenario that the floor contains a manageable amount of holes, but the remaining floor plate has a large amount of pitting corrosion that is less than 113 of the base metal thickness. Page 2. Chisholm Valley Tank Repair Proposal REPAIR OPTION 3 1. Scarf plate and seal holes in floor. Sandblast floor and 18" up wall to a SPCC 10 near white and coat with 80 -100 mils of Carboline Polybrid NSF Approved. 4 working days for repairs. 2. After repairs, allow 2 hours cure time @ 77° F and disinfect in accordance with AWWA. NOTE: This repair is for the scenario that the floor contains a manageable amount of holes, but the remaining floor plate has a large amount of pitting corrosion that is approaching 112" of the base metal thickness deep at less than 50% of the total surface area. REPAIR OPTION 4 1. Install a 1/4" floor plate over the existing floor and weld to shell ring. Sandblast floor and 18" up wall to a SPCC 10 near -white and coat with 10 -12 mils of Carboline 891 NSF Approved Epoxy. 9 working days for repairs. 2. After repairs, allow 7 days cure time @ 77 F and disinfect in accordance with AWWA. NOTE: This scenario is for repairs if the tank floor is corroded more than half of the original base metal thickness at more than 50% of the total surface area. COST ESTIMATES: Floor inspection and Evaluation $ 800.00 Repair Option 1 $ 6,000.00 Repair Option 2 $11,500.00 Repair Option 3 $12,500.00 Repair Option 4 $14,000.00 WORK EXCLUDED: Work required for bringing the tank out of service and cleaning will be the responsibility of the City of Round Rock. All access openings, cleaning, and drying of the tank will be the responsibility of the City of Round Rock, unless otherwise negotiated. TERMS: This proposal is offered to acceptance within 45 days. Payments to be made within 30 days of invoice date. Page 3. TIME OF PERFORMANCE: All work will be completed in accordance with the scheduling of the city and time required to complete the listed work scope. Weather conditions will effect the allowable working days to complete the repairs. Consider a resolution authorizing the Mayor to execute an agreement with Heart of Texas, Inc. for the Chisholm Valley Water Tank Repair. STAFF RESOURCE PERSON: Jim Nuse STAFF RECOMMENDATION: The Chisholm Valley Water Tank is a critical component to our water system. The area served by this tank is under study for additional storage. It is important to undergo some maintenance on this tank to keep it reliable. It is not possible to determine the exact scope of work until the tank is drained and examined. Attached is a scope of work which may be encountered. Heart of Texas, Inc. have provided reliable service and staff recommends entering into this agreement.
