WHEREAS, the City has previously applied to the Office of the
Governor, Criminal Justice Division for grant funds for various law
enforcement projects, and
WHEREAS, the grant funds available through the State Criminal
Justice Planning Fund (Fund 421) must address needs identified
through the development of a Community Plan, and
WHEREAS, the City Council has appointed members to the
Criminal Justice Planning Committee and said committee has approved
a Community Plan which has identified the following needs:
1, Continuation of the Middle School Liaison Officer; and
2. Continuation of the Community Policing Officer.
WHEREAS, the City Council wishes to accept and approve the
Community Plan developed by the Criminal Justice Planning
Committee, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the City Council hereby accepts and approves the
Community Plan developed by the Criminal Justice Planning
Committee,
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended, and the Act.

A Strategy for identifying Criminal Justice Needs

Mission Statement:
To develop a community plan which reflects the participation of the community in identifying criminal justice
needs, the resources available to affect those needs, and gaps in present services which necessitate additional
funding.
Process:
In January 1998 the Round Rock City Council held a public meeting at which a presentation was made outlining
the community planning concept contained in the Governor's Criminal Justice Plan for Texas, Fiscal Year 1999.
A public discussion was held and specific problems/needs were identified, present resources were identified, how
present programs/resources work together to address identified problems was discussed and finally what additional
funding was needed to fill the gaps between problems/needs and programs/resources available. Based on the
results of this discussion the Round Rock City Council developed the City of Round Rock Community Plan.
Plan Summary:
1. 4hat cities, counties, or part thereof are covered by this plan?
This plan addresses the needs for the City of Round Rock.
2. ]that are the problems to be addressed under this plan?
The problems addressed under this plan are primarily related to the City of Round Rock's spiraling growth. We
have averaged a growth rate of approximately six percent a year for the last several years. With this growth
demands on criminal justice services have also been increasing. The Criminal Justice Planning Committee
identified the following as the primary, problems facing the City of Round Rock:
a. The need to address juvenile crime and to continue to focus on gang related crime and gang graffiti through
enforcement and education.
b. The need to address deviant behavior among children "mmming the streets" because they are suspended or
truant from school.
c. The need to address family violence crimes, particularly spousal and child abuse. Emphasis should also be
placed on violence awareness as it relates to dating, families and senior citizens.
d. The need to provide a weapon free learning environment for our children.
e. The need to emphasize traffic control safety measures through enforcement and development planning.
f. The need to continue to expand on the Community Oriented Policing Program and emphasize the benefits of
the Neighborhood Watch Program.
g. The need to address the problems associated with drug and alcohol abuse.
h. The need to address motor vehicle thefts and burglaries.
i. The need for a Public Information Officer to coordinate the variety of programs within the Police Department
and facilitate the flow of information to the community.

3, What are the resources currently available in the community that are being used or will he used to address the
problem?
The following resources are being applied to the problems listed in section 2,
a. The Round Rock Police Department's Gang Response and Intervention Program, the City of Round Rock's
Teen Court, the Williamson County Juvenile Probation Office, the City of Round Rock's Parks and Recreation
Department, and the Round Rock Independent School District.
b. A presentation regarding a Daytime Curfew Ordinance should be placed on a future City Council Work
Session Agenda. The Round Rock Independent School District, the Round Rock Police Department, the City
of Round Rock Teen Court, and the Juvenile Community Committee are also resources available.
c. The Round Rock Police Department Victim's Assistance coordinator, the Williamson County Crisis Center,
the Texas Baptist Children's Home and the Texas Department of Human Services.
d. The Round Rock Police Department's High School and Middle School Liaison Officers Programs, the County
and District Attorney Offices, the Round Rock City Council, and the Williamson County Juvenile Probation
Office.
e. The flow of traffic can be addressed by city, county, and state development planning programs, the Round
Rock Police Department Traffic Enforcement and Community Policing Programs, the City of Round Rock's
Speed Hump Program, and the Round Rock Independent School District's Driver's Education and Project
Graduation programs.
f. The Round Rock Police Department's Community Policing and Crime Prevention Programs and the various
Neighborhood Associations within the city.
g. The Round Rock Police Department's D.A R.E. Officers, Life Skills Program, and Youth Services Division;
the Round Rock Independent School District' Project Graduation, Health Classes, and Drug & Alcohol
Assessment Counselor, and the City of Round Rock Teen Court_ Also, the Round Rock Independent School
District's English Departments can be applied to the survey process.
h. The Round Rock Police Department and the Williamson County District Attorney's Office.
i. The Round Rock Police Department and City of Round Rock Administration.
4. How do these resources currently work together?
The above described resources currently work together to address the community's criminal justice problems
through a combination of interagency networking and program referrals. Also, many of the agencies identified
have representatives on a variety of community service boards, which facilitates cooperation and communication
regarding available services.
5. How will this plan help to increase coordination of resources in the future?
The community plan development process served to formalize the interagency networking and program referral
process. Having a committee comprised of members from public agencies, private nonprofit organizations,
education, law enforcement and concerned citizens allowed everyone to understand the scope of the problems
facing our community and realize the considerable resources being applied to them. This in turn will facilitate
future interagency cooperation in addressing the community's problems.

6, Taking into consideration existing resources, what are the gaps in service that, ifflled, would compliment the
community's effort to address the stated problem?
• Continuation and expansion of the Middle School and High School Resource Officer Programs.
• Implementation of a Daytime Curfew Ordinance.
• Funding to assist the City of Round Rock in linking its roadway development with state projects to ease traffic
flow problems.
• Implementation of a strategic plan for the systematic analysis of data pertinent to the Traffic enforcement
Program.
• Increase personnel and non - personnel resources in the Traffic Enforcement Program.
• Continuation and expansion of the Community Policing Program.
• Increase investigative personnel in the Round Rock Police Department.
• Provide funding for a Public Information Officer or contract for information services.

STAFF RECOMMENDATION:
The attached resolution authorizes the Mayor to accept the City of Round Rock
Community Plan to comply with the Governor's Criminal Justice Plan for Texas, Fiscal
Year 1999, to meet the funding requirements of the State Criminal Justice Department
for grant application purposes.
The Community Plan identified the following programs as needing funding through
grant sources:
1. A Middle School Liaison Officer
2. A Community Policing Officer
ECONOMIC IMPACT:
The acceptance of the Community plan does not have a direct economic impact. The
economic impact for any of the above programs would be listed in their respective
applications, which will be presented to council at a later date.
