(TC&B) is please to submit this revised engineering services proposal so the Brushy Creek Municipal Utility' District (MUD) and the City of Round Rock (City) for a water distribution system evaluation of the MUD water system and a review of its compatibility with the water distribution system of the City. Recently, HDR Engineering Inc. performed a water distribution system analysis of the water distribution system for the City. Recently, CMA Engineering, Inc. performed a water distribution system analysis of the water distribution system for the MUD. This analysis will form the basis for the evaluation performed in this project. Based on discussions with the MUD and the City, It is desired to coordinate the HDR analysis of the City's system with the analysis of the MUD system. This coordination may require HDR to perform additional computer simulation of the City's water distribution system model. These computer runs will be performed by HDR with model conditions, defined by TC &B, to be compatible with the MUD water distribution system analysis. Additionally, the MUD and the City agreed to consider extending the City's 1031 -foot pressure plane into the MUD system. This consideration is dependent on the MUD and City distribution system analyzes defining locations for pressure reducing valves (PRV) that avoid creating areas of excessive pressure within either system. At current average day demand, define the pressure and flow. b. Define ability of City system to deliver a total of 3 mgd at a minimum pressure of 35 psi. c. Define ability of City system to deliver a total of 9 mgd at a minimum pressure of 35 psi. 2. Define the maximum pressure the City can provide to the MUD system and define the impact on the Ciry system of providing this pressure. Define how to maximize yield (pressure and flow) from the City system to the MUD system without damage to the City system. 3. Evaluate the MUD distribution system to determine pressure losses throughout the system. Coordinate this evaluation with the recent City water distribution system analysis performed by HDR Engineering Inc. Determine the impact the installation of bacicflow preventors at the points of interconnection will have on the pressure and flow into the MUD system. Define this impact for both average day and peak day conditions. Confirm capability of MUD well pumps to pump to the 1031 foot pressure plane and define modifications required to the distribution system to permit this pumping to occur. Examine the feasibility of extending the City's 1031•foot pressure plane into the MUD system, 6. Develop operational protocol for the water system that is acceptable to the MUD and the City. SCOPE OF SERVICES The following tasks are anticipated to be required to accomplish the objectives of the project. 1. Meet with MUD to determine the problems to be addressed and obtain information on the distribution system. 2. Meet with the Ciry to determine the problems to be addressed and obtain information on the distribution system. 3. Secure the digital files from CMA Engineering, Inc. for the existing model for the MUD system. Secure the digital files from HDR Engineering, Inc. For the existing model for the City system. Confirm MUD well pumps are included in model. Input model data for MUD water distribution system into KYPIPE. 5. Coordinate with HDR to confirm pressure, flow and system conditions used in the Ciry water system analysis complement pressure, flow and system conditions used in the MUD analysis. Define parameters for additional computer model simulations to be performed by HDR. 6, Coordinate with HDR to confirm pressure and flow values in the City water distribution system analysis. Develop any needed changes to each model with supporting documentation. Run models to confirm values for each of the three cases defined in Objective No, 1. 7. Coordinate with HDR to determine the maximum pressure the City can provide the MUD system and evaluate the impact on the City system, Define the maximum yield (pressure and flow) that can be provided from the City system to the MUD system without damage to the City system. 8. Evaluate the potential for extending the City's 1031 -foot pressure plane into the MUD system. If possible to extend the pressure plane, define limits of this pressure plane and locations for new PRV's to isolate this pressure plane. 9. Make changes to the model and turn off lines providing service CO the MUD from the City. Review model output for pressures below 35 psi, as well as for head losses in excess of 5 feet per 1000 feet and flow velocities in excess of 5 feet per second. Adjust input from north and of system (City) to resolve any pressure problems noted and re -run model. Review model output results to determine head losses and velocities outside of criteria limits. 11. Compare head losses and velocities from the each of the above cases versus combined flow from the south (City wells) and north (City) interconnections and discuss in letter report. 12. Propose alternatives for achieving necessary pressures, as well as head Losses and velocities limitations. 13. Incorporate comments into Letter report and submit final letter report to MUD and City, DELIVERABLES The deliverables to be submitted to the MUD and City are as follows: 1 A table of the results of the evaluation to determine the pressure and flow at the points of interconnection of the City and MUD systems for average day, 3 mgd and 9 mgd conditions. 2. Five (5) copies of the draft letter report. 3. Five (5) copies of the final letter report. SCHEDULE It is proposed to complete Objective No.1, prepare a cable summarizing the results for each of the three cases and submit it to the MUD and City by January 15, 1998. The remaining objectives are proposed to be completed with the draft letter report prepared and submitted to the MUD and City by March 1, 1998. Each of the above scheduled dates is contingent on the availability of HDR to perform additional computer model simulations. INFORMATION REQUIRED FROM OTHERS The following information is required as soon as possible to comply with the project schedule: 1. The City is to provide a conceptual plan of PRV locations to TC &B for use in the evaluation of the 1031 -foot pressure plant extension. COMPENSATION AND LIABILITY Compensation for the above Scope of Services is to be on a reimbursable basis in accordance with the attached Form M790 -A. The estimate of fee has been calculated for the project and is detailed on the attached Exhibit No. 1, The total compensation for the above Scope of Services is 524,506 and will not be exceeded prior to written authorization from the Brushy Creek MUD and the City of Round Rock. TERMINATION OF AGREEMENT NO.6E9 P.6 /6 This agreement may be terminated without cause at any time prior to completion of the work, either by the Brushy Creek MUD, the City of Round Rock or Turner Collie & Braden Inc. with seven days' written notice to the other. Upon termination, the Brushy Creek MUD and the Ciry of Round Rock will owe to TC &B for all compensation earned under this agreement to the date of termination. Either the City of Round Rock or Brushy Creek MUD may choose to carry project forward upon written agreement with TC&B to do so. For the service of the Engineer's staff. the charge will be the rate -of -pay on an hourly basis of the Engineers employees fcr time directly chargeable to the work plus thirty -eight percent (38 %) for social security contributions, unemployment, excise and payroll taxes, employment compensation insurance, retirement benefits, incentive pay, medical and insurance benefits. sick leave, vacation and holiday pay, times a multiplier of 2.25. The charge for the services of the Engineer's officers will be computed as herein described, except that the 'hourly rate" of the officers will not exceed 550.00 per hour. The overtime premium (required by the Fair Labor Standards Act for nonexempt classifications) for draftsmen and technical classifications will be charged for overtime hours worked because of the Client's requirements, and upon his specific authorization. B. For the Engineer's survey parties, the charges for the services of the Engineers staff, as specified in Paragraph A above, include the fumishing and use of usual conventional instruments and survey equipment, but do not include vehicles, boats and supplies. The charge for vehicles, boats, and supplies is described in Paragraph E below, C. For the Engineer's survey parties engaged in surveys requiring the use of specialized equipment, in addition to the charges described in Paragraphs A and E, a supplemental charge will be added according to the instrumentation used, as follows: Control Leveling Instrumentation, Lovar Rods' $25 per day Short-Range Electronic Distance Measuring Instrumentation (EDM) . ..... .. . . .. . 535 per day This supplemental charge includes the normal supporting equipment for the specialized equipment. For survey part, work subcontracted to others, the charge is the actual invoice cost plus a ten percent (10 %) service charge as described in Paragraph E, below. E. For all direct non -labor expense, including surveying supplies, transportation, telegraph and telephone toll charges, reproductions, etc., and travel and subsistence for the Engineer's officers and staff, all as required for the proper execution of the work, and for all work subcontracted, the charge is the actual invoice cost plus a ten percent (10 %) service charge. Computer services on equipment owned or leased by the Engineer shall be invoiced according to the Schedule of Computer Charges. Travel by vehicles owned or leased by Engineer shall be at forty cents (400) per mile. Use of boats will be covered by separate agreement, as needed. F. For outside services, such as making soil borings and performing laboratory tests on soil samples, or retaining special consultants Client may, at his option, contract directly with a third party for such services, or through Turner Collie & Braden Inc. If such contracts are made through Tumer Collie & Braden Inc., a handling charge of ten percent (10 %) will be added to the net amount of such contracts. G. Payments to Engineer for authorized services will be due upon presentation of monthly statements by Engineer for such services. If, within thirty (30) days of the date of any such statement, Client should fail to pay Engineer the full sum specified in any such statement, then the Client shall pay to Engineer, in addition to the sum shown as due by such statement, interest on any unpaid portion thereof at the rate of twelve percent (12 %) per annum from the date of such statement until fully paid, which shall fully liquidate any injury to Engineer arising from such delay in payments. H. Client agrees that Engineer's liability for the negligence, error, omission, or breach of warranty in the preparation of designs and drawings. the designation or selection of materials and equipment, the selection and supervision of Project Representatives and other personnel, or the performance of any other services pursuant hereto shall in no event exceed the amount of the total compensation received by Engineer for services rendered hereunder. 1: • Fr`R..IS'. Consider a resolution authorizing the Mayor to execute an engineering services agreement with Turner Collie & Braden for the Brushy Creek Backflow Preventors. STAFF RESOURCE PERSON: Jim Nuse STAFF RECOMMENDATION: Brushy Creek MUD has some concerns regarding the installation of the proposed backflow preventors in the City water system. In order to alleviate these concerns, the MUD and the City would like Turner, Collie & Braden to research these issues. The Engineering work is estimated at $24,506 with Round Rock's share at $6,350. We are also paying HDR $3,500 for model impact to this study. Staff recommends approval.
