• Dear Mayor Culpepper:
• In response to your request for proposals for grant consultant services, we respectfully
• submit this letter followed by resumes of our key personnel, list of current and past
projects, and references.
•
• Our firm's qualifications to be your grant consultant are extensive. In January of this year,
we incorporated Bill Langford Associates and are now doing business as Langford
• Community Management Services (LCMS). For purpose of contacting references, please
request information for Bill Langford Associates.
•
Bill Langford has been in public management for over 30 years. His career has included
• being City Manager of Harker Heights, Texas; City Manager of Gladewater, Texas; and the
• Executive Director of the Deep East Texas Council of Governments (DETCOG) based in
Jasper, Texas. As Executive Director of DETCOG, Bill was responsible for some fifty
• million dollars in state and federal grants over an eleven year period. Bill Langford
Associates, now LCMS, has been working with cities and counties for the past 16 years
• and have writtep and administered over 17 million dollars in grants and loans from state
and federal agencies including Texas Department of Housing and Community Affairs,
•
Texas Department of Economic Development (TDED), Texas Parks & Wildlife, Texas
• Water Development Board, Texas Water Commission and the Economic Development
Administration (EDA). All projects were monitored by each agency and were in compliance
• with all regulations.
• Judy Langford -Knox, consultant, has over seven years of experience working with cities
• and counties and their grant needs. She'also has extensive knowledge of health care and
management skills. Judy writes and administers project under the Community

• Development Fund, Capital Fund, Colonia Fund, HOME Program, Parks & Wildlife
• Recreation Fund, as well as Parks & Wildlife Master Park Plans and Enterprise Zones.
• Margaret Hardin joined the firm over two years ago. She has extensive local government
experience from a first hand point -of -view, having held positions in City and County
• administration. She also has excellent financial and record keeping skills and is very
knowledgeable about the development and administration of city and county budgets.
• She is currently working on Community Development Block Grants and Parks & Wildlife
• projects.
• The Scope of Work provided by LCMS is total and complete. In fact, our services go well
beyond those that are normally proposed, such as, constant contact with the State and
• Federal Agencies, preparation of requests for funds, and personally delivering materials
to the state offices. This insures a tracking system and more timely processing of
• payments and paperwork. Our firm is intricately familiar with the needs of rural cities and
• counties. We understand the need of a rural city's grant consultant to manage a project
completely, including all necessary paperwork and draw downs.
• Our proposal to administer and manage this grant covers all aspects of the project. The
• following information describes by category the type of administration we perform:
• 1. Financial Management: In addition to regular reports to the City Council, our firm keeps
• a financial management journal and a grant ledger. These records will be placed in the
city's files at the end of the project. We also maintain a project management worksheet
• to document the amounts obligated, the amounts charged, and the balances remaining in
the grant. It is important that the city spend all the grant funds, but not exceed the amount
• funded. Financial advice is always available by our company to the city. Other assistance
' can always be provided when needed.

• 2. Record keeping Requirements: We will immediately set up a complete filing system for
the city with a duplicate set being maintained in our office in Austin. The city must file
• quarterly reports with the Texas Department of Economic Development. We will prepare
all of these reports plus others on a timely basis.
•
3. Environmental Clearance Procedures: We do the environmental assessment and
• complete all clearance procedures well before the construction contract is let.
• 4. Real Property Acquisition Procedures: The most important item here is to do whatever
• is necessary to avoid having to acquire any additional property even if the project has to
be redesigned. However, if it becomes an absolute necessity, we will assist you with all
• the procedures.
• 5. Equal Employment Opportunity, Section 504 and Fair Housing Requirements: Our
• assistance will be provided to you all the way through the project to comply with all equal

• employment opportunity, Section 504 and Fair Housing requirements.
• 6. Labor Standards Monitoring: In addition to making sure the proper wage standards are
included in the bid package and that the 10 day call is made, we will provide the interviews
of the construction contractor employees to insure compliance with all labor standards and
• prevailing wage rates.
• 7. Special Conditions of Contract: We will work with the City of Round Rock and Round
• Rock Hospital to assure all special conditions of the TDED contract are met.
• 8. Contract Close -out Assistance: Our assistance to the city includes preparation of the
project completion report and the financial completion report. We also stay with you to
• work with your auditor until the final financial and programmatic examinations are
• completed.
• As you can see, our proposal to administer and manage this grant is complete. We will
continue to work with the city after the construction is complete to make sure that TDED
• is satisfied.
• Our proposed cost of services for total and complete grant management is a fixed fee of
• $35,000 (thirty -five thousand dollars). Our fee is payable as the following phases are
completed:

Special Conditions fulfilled 12,500.00
• Quarterly Reports 2,800.00
• Job & low /mod documentation 2,450.00

• The city is to be commended for its interest in helping its citizens. These grants from

WHEREAS, the City has a need for professional management services
to implement the Texas Capital Fund Grant for the Round Rock Hospital,
and
agreement to provide the needed services, and
WHEREAS, the City Council desires to enter into said agreement
with Langford Community Management Services, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City an agreement with Langford Community Management
Services to implement the Texas Capital Fund Grant for the Round Rock
Hospital, a copy of said agreement being attached hereto and
incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act.

RE: : Contractual Agreement for Administrative Management Services to Implement the Texas
Capital Fund Grant for the Round Rock Hospital.
Dear Mayor and Council Members:
Insofar as Langford Community Management Services was selected by the City, after taking
proposals to administer its grant from the Texas Department of Economic Development(TDED),
I am pleased to submit this contractual document to the City of Round Rock.
Scope of Services
This contract for service shall include, as a minimum, the following:

Langford Community Management Services will administer the grant funds in accordance with
the Texas Community Development Program (TCDP) guidelines, in cooperation with the TDED,
and in compliance with all applicable state and federal statutes, terms, and conditions as per the
attached list.
1. General and specific administration of the grant as outlined in our proposal and
made a part of this contract;
2. Assistance to the City in fiscal administration, equal opportunity compliance, and
labor standards compliance;
3. Assistance with any acquisition/relocation items;
4. Any other duties relating to this project assigned by the City.
Method of Payment
The amount of $35,000.00 (Thirty -five thousand dollars) in grant money will be paid to Langford
Community Management Services for performing the above listed scope of services. Payments
will be made by the City to Langford Community Management Services as follows:
Set -up Record Keeping System $1,000.00
Environmental 2,500.00
Special Conditions fulfilled 12,500.00
Quarterly Reports 2,800.00
Job & low /mod documentation 2,450.90
Bid letting award 1,750.00
Construction compliance /Davis Bacon 4,200.00
Acquisition 3,500.00
Close -out Documents 800.00

ATTACHMENT
STATE AND FEDERAL STATUTES, TERMS AND CONDITIONS APPLICABLE
TO THE ADMINISTRATION OF THE CITY OF ROUND ROCK
TEXAS COMMUNITY DEVELOPMENT PROGRAM FUNDS
1. Vernon's Annotated Texas Statutes, Article 66 -4, Professional Services Procurement Act,
which permits and outlines state requirements for municipalities and counties regarding
procurement of professional services.
2. Executive Order 11246, paragraphs a -c: Equal Employment Opportunity.
3. Title VI of the Civil Rights Act, which requires that no one may be denied access to
benefits from projects which receive federal assistance.
4. Section 109 of the Housing and Community Development Act of 1974: Nondiscrimination
related to benefits from projects funded specifically under Title I of the Act.
5. Section 3 of the HUD Act of 1968, which requires that maximum effort be made to
provide employment, training, and business opportunities to low income families and /or
residents of the project area.
6. Access to Records, which requires that the contractor's records be open to inspection by
any federal, state, or local agency that has monitoring responsibility for the TCDP - funded
project.
7. Conflict of Interest, which provides . guidelines for cases in which actual or potential
conflicts of interest might occur.

The City and Langford Community Management Services will negotiate a mutually acceptable
amendment to this contract for any additional services above the normal day -to -day administration
of this grant.

primary contact and local liaison.
- 2. This contract may be terminated by either party upon written notice to the other
party at Least thirty days prior to the effective termination date and upon payment
of any and all fees due for work completed.

contract for management services to administer the Texas
Capital Fund Infrastructure Grant for Park Valley Drive
improvements.

The City of Round Rock has recently received notification of a contract award
from the Texas Department of Economic Development (formerly Texas
Department of Commerce) for the construction of a new roadway and waterline
on the north boundary of the Round Rock Hospital. The City is seeking to
contract with a qualified management consultant to carry out several aspects of
the overall program management.
The scope of services requires that grant funds be administered in accordance
with the Texas Community Development Program guidelines and includes the
following minimum standards:
1. General and specific administration of the grant;
2. Assistance to the City in fiscal administration, equal opportunity, and labor
standards compliance;
3. Assistance with any acquisition /relocation items;
4. Any other duties relating to this project assigned by the City.
Langford Community Management Services is recommended to administer the
grant program based on their past performance with the City of Round Rock.
The amount of $35,000 for this service will be paid from grant funds.
