WHEREAS, the Martin Luther King Committee has requested that
the streets along the following parade route be closed from 3:30
o'clock p.m. until 4:30 o'clock p.m. on January 18, 1999 for the
Annual Martin Luther King, Jr. Commemorative March: from First
Texas Bank on Round Rock Avenue, east to Main Street, north on
Sheppard Street to Anderson Avenue, and west on Anderson Avenue to
C.D. Fulkes Middle School, and
WHEREAS, the Council wishes to grant such request, Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS
That the streets along the parade route be closed as set forth
above from 3:30 o'clock p.m. until 4:30 o'clock p.m. on January 18,
1999 for the Annual Martin Luther King, Jr. Commemorative March.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended, and the Act.
RESOLVED this 10th day of December, 1998.

The City Council of Round Rock
Honorable Mayor Culpepper, and Esteemed Council Members,
The MLK Committee of Round Rock, and The Black Leadership Awareness Club
of Round Rock High School wish to continue the tradition of celebrating
Martin Luther King Day. We are plan an event on Monday, January 18th.
We want the celebration to include a march ending at C.D. Fulkes
Auditorium_ A program of speakers and entertainment is planned at that
location.
We seek from you permission to hold the march on Monday, January 18th,
at 3.30 PM_ We want to follow the same route as 2 years ago_ This
route begins at the corner of Lee and Round Rock Ave_ and proceeds from
there along Round Rock Ave across Mays to Main Street, turning left at
Sheppard Street (just past the library), and left again on Anderson
Street, and ending at C.D. Fulkes Middle School, 300 West Anderson.
We have spoken to Acting Police Chief Joanne Land, and she has agreed
that this is feasible for the Police Department_

Dear Ms. Land:
On behalf of the Martin Luther King (MLK) Committee, I would like to inform
you of our hope of continuing the tradition of a commemorative march
followed by a program_ In the past, I have contacted Chief Kuhlmann on
this issue.
We, the committee seek to have police assistance for a parade, on Monday,
January 18th, 3 =30 PM, beginning at the corner of Lee and Round Rock Ave,
and ending in a location in the downtown area. Three possible end points
are under consideration, and one will be selected soon, but all are in the
downtown area. The event will approximate those of the past nine years in
terms of timing, duration, size, and route. When the exact end point is
known, we will contact you and settle details of the route in a manner that
is feasible for you and the Police Department.
Our hope is to gain timely approval from you in order to have this aspect
of the issue decided before we request approval from city council for a
parade. In the past, they have needed assurances from the police
department that this is feasible.

7998 for the Annual Martin Luther King, Jr. Commemorative
March. The Martin Luther King Committee requested permission to
hold a parade on Monday, January 18, 1999 from 3:30 p.m. to 4:30
p.m. The parade will begin at the First Texas Bank on Round Rock
Avenue and proceed east to Main Street, north on Sheppard Street to
Anderson Avenue; west on Anderson Avenue to C. D. Fulkes Middle
School for a program. The Police Department and Fire Department
