The right of way and/or relocation assistance services to be provided will be done in complete conformity with the policies and procedures of the Texas Department of Transportation as well as the requirements of the Federal Highway Administration. 1 P11•1■/XCLE The proposal that Pinnacle is submitting shows the ability to provide the right of way and relocation assistance services to the City with the assurance that these services can be provided in a cost effective and professional manner. PROJECT PERIONNEL Resumes of key personnel, along with resumes of personnel that will be assigned to the City project, are included in Appendix 1 at the end of the Proposal. If, when the project is awarded, it is necessary that we substitute a staff member not identified in our proposal we will provide a complete resume to the City for review and approval prior to that person being assigned to the project We request that the information contained in Appendix 1 be treated as confidential data and not be disclosed to the extent provided by law. APPROACH CH TO THE PROJECT The following key steps outline how Pinnacle will approach the project involving acquisition and relocation: Project Initiation • Once a notice is issued, Pinnacle will begin work immediately. We will contract with a local title company to obtain the necessary title information to assure clear title on all properties acquired. • Pinnacle will contract with Kokel & Associates, of Georgetown, Tx. to appraise all properties for which title will be transferred to the City of Round Rock. The acquisitions will be whole property takings with no remainders or damages. • All project activities associated with acquiring right of way will be conducted by Pinnacle from the Round Rock Office. We do not conduct our negotiation activities with local property owners by long distance. 2. Pre - Acquisition Activities • The Right of Way Agent assigned to the parcel will review the title report, assign the appraisal and review the construction plans prior to making any contact with the property owner. • The property owner will be contacted by the appraiser and be afforded an opportunity to meet with him at the site to be appraised. 2 P1141N LE • When the appraisal report is received and reviewed and found to meet all requirements the property owner will be contacted to arrange for a time to meet to present the offer. 3. Acquisition Activities • At the initial meeting with the right of way agent the property owner will be given the appraisal report, an explanation of the offer and a brochure explaining relocation assistance. • Questions or concerns expressed by the property owner will be quickly addressed as we believe a property owner is more likely to accept the fair market value offer if they are fully aware of the relocation assistance benefits that are also available for them. • Replacement housing will then be located and identified and the relocation supplement will be calculated and supplied to the property owners. • Once the owner accepts the offer, the necessary documentation will be submitted to the City for payment. • Every effort is made to avoid condemnation, however should it be necessary, our project personnel will thoroughly review all the issues affecting the owners willingness to accept the offer before submitting for condemnation. Acquisition services involves more than making three (3) contacts and turning in the file for condemnation. Our acquisition efforts focus on attempting to resolve differences and to do so in a cost effective manner to the City. 4. Relocation Assistance Activities • Relocation Assistance Services will be necessary as all parcels involve single family residents and will be whole takings. Eight (8) families will be displaced by the project and replacement housing must be provided. • After acceptance of the offer we will begin assisting the property owner in locating and acquiring replacement housing. • Upon closing of replacement housing a request will be made for payment of the housing supplement. 3 P1■■24CLE 5. Disposition of Improvements • Upon vacancy of the property it will be secured to prevent vandalism and the City disposition process will begin. • Validate the removal or destruction of all improvements to prevent interference with construction. 6. Quality Assurances • An integral part of our acquisition efforts with property owners involves providing our field personnel with support and assistance throughout the project. Frequent contacts are maintained with City staff throughout the duration of a project to ensure the work and progress are acceptable to the City. • Detailed status reports and time line schedules will be maintained throughout the project. This information will be submitted to the City on a schedule determined by the City. • Prior to submitting a complete acquisition file to the City, the file will be throughly reviewed to make sure all activities are documented. • The objective of Pinnacle is to provide the highest quality of service to the City. COJT AND PRICING INFORMATION The Pinnacle Group will contract with Georgetown Title Company, Inc. to provide title information under two (2) options the first that they provide title insurance that is based on the actual price paid for the property or without title insurance the company will research ownership, liens, and easements at a cost of $150.00 per tract plus cost of copies. APPRAISAL SERVICES Kokel Appraisal Associates will provide all appraisal services, with all eight reports delivered within 45 days of receiving notice to proceed at a cost of: ACQUISITION SERVICES The Pinnacle Group will provide the acquisition and administration services and provide the City of Round Rock project records that meet State and Federal standards to assure cost participation in the construction of the roadways at a cost of: $ 56,230.00 RECORDING FEES The City of Round Rock will pay actual cost of all required recording and filing costs $ 6,000.00 Pinnacle will honor the above rates for our services provided the contract is awarded by May 31, 1999. BILLING Billings for title work shall be at the closing, if title insurance is issued and the title company preforms the closing, or upon receipt of commitment from title company as a part of the Pinnacle monthly billing. All have managerial and on- project experience providing land acquisition and relocation assistance services on highway projects for government agencies, Howard and Lisa throughout the country and Gary in Texas. Howard, Lisa or Gary will be responsible for all projects activities undertaken for the City and will also oversee the work product of the agents assigned to the specific projects. Summary resumes for each are as follows; W. Howard Armstrong Howard is President of The Pinnacle Group and is directly involved in the daily management of contracts underway. He has more than twenty-seven (27) years experience with the Oklahoma Department of Transportation where he was Chief of he Right of Way Division and with Universal Field Services, Inc., where he was the Senior Vice President responsible for the operation of the Government Division. He is also actively involved with the International Right of Way Association where he is a regular instructor for association courses, and he is Chair of the Professional Development Committee. Throughout his career he has completed numerous courses offered by the International Right of Way Association and the Federal Highway Administration. Lisa R. Harrison Lisa is the Executive Vice President of The Pinnacle Group and has more than seven (7) years experience in the land acquisition profession. She is directly involved in the day to day management of contracts underway, and is solely responsible for the program development oversight of relocation assistance services on contracts within Oklahoma. While employed with Universal Field Services, Inc., she held the positions of a Government Division Corporate Project Director, Quality Assurance Coordinator and Training Coordinator. Lisa developed and conducted a training program for all levels of personnel, implemented a full scale quality assurance program for the Government Division, and was also responsible for corporate oversight and project staffing for many highway and airport projects throughout the country. Also, she was Project Manager on eight (8) projects for the Kansas Department of Transportation where she was responsible for providing both land acquisition and relocation assistance services. Gary is Vice President of The Pinnacle Group and has thirty-two (32) years experience in all phases of land acquisition, property management, relocation assistance services and utility relocation with a govemment agency, including serving as Director of Right of Way for the Texas Department of Transportation for ten (10) years. Gary joined Pinnacle in 1998 to head the Texas Division and establish an office in Austin, Texas. He is responsible for management oversight of contracts presently underway in the Texas Division, as well as business development in the surrounding states including New Mexico. Throughout his career he has completed numerous courses offered by the International Right of Way Association, the Federal Highway Administration and he completed the Governor's Executive Development Program at Lyndon B. Johnson School of Public Affairs. All staff for a specific project will be reviewed with the City prior to assignment and certification will be provided stating that all persons assigned to a project meet the minimum requirements as directed by the City. Also, throughout the project, we will monitor closely the work of our staff to ensure complete satisfaction by the City. If it is determined that a person needs specific instruction before being assigned to a project, we have the staff and expertise to conduct training sessions in any area related to the land acquisition and relocation assistance process. 1 1 P1IIN ,&CLE W. Contract services involve the administrative oversight of Acquisition Service Providers under contract with the Authority to acquire property and relocate property owners and tenants for the three (3) segments of the Creek Turnpike in Tulsa, Oklahoma; the extension of the Kilpatrick Turnpike west to join Interstate 40 in Oklahoma City; and the Norman Spur Turnpike from the H. E. Bailey Turnpike to U.S. 62. The projects involve approximately three hundred twenty -five (325) acquisition parcels with fifty (50) relocations. The combined length of all five (5) projects is approximately fifty -three (53) miles. Responsible for ensuring that all the following are carried out in accordance with contract requirements: compilation of all forms and documents; maintaining master status reports; monitoring project schedules; monitoring actual costs versus budgets; reviewing adequacy of legal descriptions; coordination of plan revisions; reviewing and approving documentation for accuracy; reviewing and approving acquisition and relocation expenditures; approving and processing invoices for payment; preparing offer letters; coordinating condemnations with the General Counsel; conducting quality assurance reviews of the Acquisition Service Provider's work product for accuracy and compliance with Authority regulations; coordinating utility relocations and assuring that all project activities are conducted in a manner that ensures continuity throughout all projects. He was responsible for business development, contract negotiation, client liaison, project staffing and corporate oversight of projects throughout the nation. He was directly involved in the corporate administration of highway projects for sixteen (16) State Departments of Transportation, including: Oklahoma, Texas, Colorado, Kansas, Florida, North Carolina, Massachusetts, Michigan, Pennsylvania, Virginia, Iowa, California, Arizona, Utah, Montana and Washington, as well as numerous city and county road projects. Additionally, he was responsible for corporate oversight of airport projects for the Little Rock Airport Commission, Indianapolis International Airport, Will Rogers Airport in Okahoma City, Port of Columbus Airport Authority, City of Houston Department of Aviation, Lehigh Airport Authority in Pennsylvania and the Rhode Island Airport Authority for both noise abatement and airport improvement projects involving acquisition and relocation assistance services. Furthermore, during this time he was Corporate Project Director for the land acquisition program for the four (4) new turnpike projects constructed under the 1989 bond issue in rural and urban Oklahoma by the Oklahoma Turnpike Authority involving more than seven hundred (700) parcels. He was also the Corporate Project Director for the Superconducting Super Collider Project in Texas which involved acquisition and relocation assistance services for 1,487 parcels. CHIEF, RIGHT OF WAY DIVISION 1971 - 1987 Oklahoma Department of Transportation Oklahoma City, OK Chief, Right of Way Division - Served as Chief of the Right of Way Division from 1985 to 1987. Responsibilities included administrative management of Department projects statewide, which included: right of way engineering; appraisal; appraisal review; negotiation and acquisition; relocation assistance services; property management and utility relocations. Also, represented the Office of Land Acquisition in developing project schedules for the Department's five (5) year construction program. During his tenure as Chief, Howard assisted the Office of Management and Budget in Washington D.C., in the development and adoption of revisions to the Federal Uniform Relocation Assistance Act. He testified before House and Senate committees regarding the legislative changes. Once the revisions had been implemented, he conducted training seminars for agency personnel nationwide, on how to administer successful land acquisition programs under the Uniform Act, as amended. Assistant Chief, Right of Way - From 1980 to 1985, served as Assistant Chief of the Right of Way Division. A major accomplishment during this time was the management and successful completion of the I -235 project in Oklahoma City, a major north/south artery. The project involved the acquisition of six hundred forty (640) parcels with seven hundred eighty-seven (787) residential and business relocations. Manager, Relocation Branch - Served as Manager of the Relocation Branch from 1977 to 1980. Responsibilities included: problem analysis and resolution pertaining to residential and business displacements; making recommendations relating to personnel assignments; development of comprehensive training programs for Branch personnel and streamlining Branch procedures by consolidating, eliminating or revising forms and reports. APPROACH TO THE PROJECT The following key steps outline how Pinnacle will approach the project involving acquisition and relocation: 1. Project Initiation • Once a notice is issued, Pinnacle will begin work immediately. We will contract with a local title company to obtain the necessary title information to assure clear title on all properties acquired. • Pinnacle will contract with Kokel & Associates, of Georgetown, Tx. to appraise all properties for which title will be transferred to the City of Round Rock. The acquisitions will be whole property takings with no remainders or damages. • All project activities associated with acquiring right of way will be conducted by Pinnacle from the Round Rock Office. We do not conduct our negotiation activities with local property owners by long distance_ 2. Pre - Acquisition Activities • The Right of Way Agent assigned to the parcel will review the title report, assign the appraisal and review the construction plans prior to making any contact with the property owner. • The property owner will be contacted by the appraiser and be afforded an opportunity to meet with him at the site to be appraised. 2 P1 IV NN C E • When the appraisal report is received and reviewed and found to meet all requirements the property owner will be contacted to arrange for a time to meet to present the offer. 3. Acquisition Activities • At the initial meeting with the right of way agent the property owner will be given the appraisal report, an explanation of the offer and a brochure explaining relocation assistance. • Questions or concerns expressed by the property owner will be quickly addressed as we believe a property owner is more likely to accept the fair market value offer if they are fully aware of the relocation assistance benefits that are also available for them. • Replacement housing will then be located and identified and the relocation supplement will be calculated and supplied to the property owners. • Once the owner accepts the offer, the necessary documentation will be submitted to the City for payment. • Every effort is made to avoid condemnation, however should it be necessary, our project personnel will thoroughly review all the issues affecting the owners willingness to accept the offer before submitting for condemnation. Acquisition services involves more than making three (3) contacts and turning in the file for condemnation. Our acquisition efforts focus on attempting to resolve differences and to do so in a cost effective manner to the City. 4. Relocation Assistance Activities • Relocation Assistance Services will be necessary as all parcels involve single family residents and will be whole takings. Eight (8) families will be displaced by the project and replacement housing must be provided. • After acceptance of the offer we will begin assisting the property owner in locating and acquiring replacement housing. • Upon closing of replacement housing a request will be made for payment of the housing supplement. 3 P1NN.. &C E 5.
