Description of the Proposed Change:
Provide all labor, materials, and equipment to add or delete the Work identified below. Provide proposal

the Work denoted separately as well.
1. Provide a protective "anti - graffiti" coating to be applied as a clear coat on the bottom 15 -feet around
the circumference of the concrete base of each elevated water tank. Coating to be applied on all
concrete and ferrous surfaces. The coating shall be Sherwin Williams product SWD VOC Aliphatic
Urethane B65WJ Series as indicated on the attached material product sheet. Application shall be
such that the product is placed in two (21 coats, with each coat bet 1.5- ils DFT or being applied
at a rate of lgal /200 -sf.
All work shall be in accordance with the terms, stipulations, and
conditions of the original Contract Documents. If the work herein
provided for is Approved by Change Order, the time of completion
will be:

Surface must be clean, dry, and In sound condition. Remove
all oil, dust, grease, dirt, loose rust, and other foreign material
to ensure adequate adhesion.
Masonry and Block
Surfaces should be thoroughly clean and dry. Concrete and
mortar must be cured at least 28 days @ 75 ° F. Remove all
loose mortar and foreign material. Surface must be free of
laitance, concrete dust, dirt, form release agents, moisture cur-
ing membranes, loose cement and hardeners.
Poured Concrete
New
Surface must be clean, dry, sound, and offer sufficient profile
to achieve adequate adhesion. Minimum substrate cure Is 28
days at 75 ° F. Remove all form release agents, curing com-
pounds, salts, efflorescence, laitance, and other foreign mat-
ter by sandblasting, shotblasting, mechanical scarification, or
suitable chemical means, such as muriatic acid etch, refer to
ASTM 04260. Rinse thoroughly to achieve a final pH between
6.0 and 10.0. Allow to dry thoroughly prior to coating.
Old
Surface preparation is done in much the same manner as new
concrete; however, if the concrete is contaminated with oils,
grease, chemicals, etc., they must be removed by cleaning
with a strong detergent. Refer to ASTM D4258. Form release
agents, hardeners, etc. must be removed by sandblasting, shot -
blasting, mechanical scarification, or suitable chemical means.
If surface deterioration presents an unacceptably rough sur-
face, Kem Cati -Coat HS Epoxy Filler /Sealer Is recommended
to patch and resurface damaged concrete.
Fill all cracks, voids and bugholes with ArmorSeal Crack Filler.
Always follow the ASTM methods listed below:
ASTM D4258 Standard Practice for Cleaning Concrete.
ASTM 04259 Standard Practice for Abrading Concrete.
ASTM D4260 Standard Practice tor Etching Concrete.

WHEREAS, the City of Round Rock has previously entered into a
contract ( "Contract ") with Landmark Structures, Inc. for improvements
to the Chisholm Valley elevated tank, and
WHEREAS, it has been determined that it is necessary to change
said Contract in accordance with the attached Contract Change Order No.
2, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City Contract Change Order No. 2 to the Contract with
Landmark Structures, Inc. for improvements to the Chisholm Valley
elevated tank.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas

Per your request, I am providing a breakdown of costs related to Change Proposal
Request No. 5.
The total area to be covered is approximately 2015 square foot based on a coverage
height of 15 foot above grade. I have spoken with Mr. Bob Bridendolph of Sherwin
Williams in order to get the pricing and coverage per gallon. The quantities below are
based on the information from Bob.
Urethane (B65WJ) 18 Gallons at $39.00 /Gallon (2 coats) 702.00
Block Filler (Kem Cati -Coat HS) 30 Gallons at $21.00 /Gallon 630.00

Landmark does not recommend using Anti - Graffiti Coatings, because we found that it
will discolor the concrete. Epoxy Block Filler will be "off- white" and this will not match the
concrete.
We recommend to leave the blasted concrete finish for one year and after that time
determine if an anti - graffiti coating is necessary. Another consideration prior to applying
a coating to the pedestal is that you will create an additional maintenance requirement.
We know of only one of our tank pedestals that has been used by a graffiti artist after
construction was complete; the graffiti in this case was removed by a light sandblast.

Surface must be clean, dry, and in sound condition. Remove
all oil, dust, grease, dirt, loose rust. and other foreign material
to ensure adequate adhesion.
Masonry and Block
Surfaces should be thoroughly clean and dry- Concrete and
mortar must be cured at least 28 days ® 75 °F. Remove all
loose mortar and foreign material. Surface must be free of
laitance, concrete dust. dirt, form release agents, moisture cur-
ing membranes, loose cement and hardeners.
Poured Concrete
New
Surface must be clean, dry, sound, and offer sufficient profile
to achieve adequate adhesion. Minimum substrate cure is 28
days at 75 °F. Remove all form release agents, curing com-
pounds, salts. efflorescence. laitance, and other foreign mat-
ter by sandblasting, shotblasting, mechanical scarification, or
suitable chemical means, such as muriatic acid etch, refer to
ASTM D4260. Rinse thoroughly to achieve a final pH between
6.0 and 10.0. Allow to dry thoroughly prior to coating.
Old
Surface preparation is done in much the same manner as new
concrete; however, if the concrete is contaminated with oils,
grease, chemicals, etc -, they must be removed by cleaning
with a strong detergent. Refer to ASTM D4258. Form release
agents. hardeners. etc. must be removed by sandblasting, shot -
blasting, mechanical scarification, or suitable chemical means.
If surface deterioration presents an unacceptably rough sur-
face, Kem Cati -Coat HS Epoxy Filler /Sealer is recommended
to patch and resurface damaged concrete.
Fill all cracks. voids and bugholes with ArmorSeal Crack Filler.
Always follow the ASTM methods listed below:

ASTM D4260 Standard Practice for Etching Concrete.

Surface preparation most be completed as indicated.
Mixing Instructions: Mix contents of each component thor-
oughly with power agitation. Make certain no pigment remains
on bottom of can. Then combine 1 part by volume of part A
with 1 part by volume of Part B. Thoroughly agitate the mix-
ture. Allow material to sweat -in as indicated. Re -stir before
using.
If reducer solvent is used, add only after both components
have been thoroughly mixed, after sweat -in.
Apply paint to the recommended film thickness and spreading
rate as indicated below:

Application of coating above maximum or below minimum rec-
ommended spreading rate may adversely affect coating per-
formance.
Clean spills and spatters immediately with Reducer 4145.
R7K145. Clean tools immediately after use with Reducer 8145,
R7K145. Follow manufacturers safety recommendations when
using any solvent.
When using spray application, use a 50% overlap with each
pass of the gun to avoid holidays, bare areas, and pinholes. If
necessary, cross spray at a right angle.
Spreading rates are calculated on volume solids and do not
include an application Icss factor due to surface profile, rough-
ness or porosity of the surface, skill and technique of the ap-
plicator, method of application, various surface irregularities,
material lost during mixing, spillage, overthinning, climaticcon-
ditions, and excessive film build.
Excessive reduction of material can affect film build, appear-
ance, and adhesion.
Do not apply the material beyond recommended pot life.
Do not mix previously catalyzed material with new.
Depending on condition of substrate, more than one mat may
be required.
Do not apply under 50 sq ft/gal or mudcracking may occur.
Not recommended for previously painted surfaces.
Temperatures above 77'F will shorten pot life.
For best results, apply by airless spray and immediately back
roll.
Do not apply over moisture, or below 45 °F.

No. 2 for the new Chisholm Valley Elevated Standpipe. Changes

is planning further construction near the tank. The total increase is
