In order to acheive HUD's goal of providing a safe, suitable living environment, an Environmental Review
Record (ERR) is required to be conducted for every project that is funded with federal funds. The City Manager
is the Certifying Officer for any project funded with federal funds that are located within the City limits of the
Responsible Entity (Round Rock) regardless of the agency recieving funds. The Round Rock Housing
Authority has received a Capital Improvement Grant from HUD that will be used for management
improvements to include staff training and to update policies and procedures as well as to pay for operations
that include adminstrative expenses, utilities, maintenance materials, tenant services and other general
expenses. The Environemental Review Record (ERR) is a written record of the environmental review
undertaken for each project and shall be available for public review and must contain all of the recommended
formats. The Round Rock Housing Authority Capital Grant 2014 for management improvements required the
following level of ERR be conducted and executed by the Certifying Officer: Catergorical Exclusion Not Subject
to 58.5 24 CFR 58.35 (b) 3 and a Compliance Checklist 24 CFR 58.6.

I have reviewed and determined that the above mentioned project is a Categorically Excluded activity (not subject to
§58.5) per 24 CFR §58.35(b) as follows:

Responsible Entity officially determines in writing that each activity or project is Categorically Excluded (not
subject to §58.5) and meets the conditions specified for such exclusion under section 24 CFR §58.35(b). This
document must be maintained in the ERR.
