EXPENSE VERIFICATIONS (4 ) We hereby certify that the amount (s) and service (s) indicated on the attached receipt (s) and/or itemized statement (s) reflects the correct amount and service performed. Comments: The attached packet is for the Supplement Payment Approval in the amount of $24,500.00. During the search for comparable housing I have determined that Last Resort Housing is absolutely necessary. The three comparable sales that I am using in comparison to the subject are as close as possible due to the available inventory. The subject property has a lot of living space/square footage and in order to even find comparable sales with comparable square footage then newer homes were used because that is what is available in the Round Rock area where the subject home is currently located. The Austin and surrounding area real estate is moving very quickly and is becoming expensive. Some homes are selling before they officially come on to the market. The displacees have stated multiple times they want to stay in the immediate area because it is very close to work for the displacees and the schools for their two children. This was the reason the displacees purchased their home in this location in the very beginning. The displacee's have also mentioned that because of their financial situation they cannot do a standard home finance. They have to find a home owner that will do an Owner Finance. With their search they have stated that because of the increasedcost of the real estate and taxes in the Round Rock area and the lack of owners willing to do an owner finance; they may be forced to move out to the Lago Vista area. Because the homes are staying on the market longer, home owners are willing to do an Owner Finance and the taxes are lower in the Lago June 13, 2014 Page 3 Vista area. The displacee's stated that is not what they really want because their family business is located in Round Rock and is not far from their current home. I believe in order to relocate the displacees and put them back as closely as they are or better and with as little disruption to this family; a supplement is highly recommended because of the price increase in real estate in the Round Rock area. The displacees cannot purchase a replacement home comparable to what they have in today's market without a supplement to their acquisition money. After viewing the comparable sales, I believe that comparable sale #4 is the closest comparable to the subject home with the inventory that is currently available. Old -Male - Son of Cia Lam — Grandson to Crelyn Warren Remarks: To determine the owners eligibility the displacee lawfully occupied the dwelling at least 180 days immediately before the initiations of negotiations. Documentation was obtained from the displacee by a Certificate of Eligibility certifying that the displacees are Citizens or Nationals of the United States or Aliens lawfully present in the United States. Documentation and verification of income has not been provided yet, however at this time Crelyn Warren is the only one that can provide proof of income from her social security. Ms. Lara owns a Pizza Restaurant that is currently closed to renovation so there is no income coming in from the business. The displacee's do meet the criteria for the HUD I Uniform Act Low Income Limits for the State of Texas in the Round Rock area for 2014 and was not a contributing factor in the supplement. The subject displacement site is considered decent, safe and sanitary according to federal guidelines. It is approx. 2154 square feet; consisting of two living areas, dinning room, kitchen, 3 bedrooms, 2.5 bathrooms, Office Laundry room, a walk in pantry and a two car attached garage. Public utilities are available. The displacee's do have a monthly house payment of $1,323.00 including property taxes but the home owners insurance is separate and they pay $122.00 a month. In providing a replacement residential site that performs the same functions, I evaluated dwellings with similar type ofrooms, living space. However the list of potential properties is short because the inventory is limited in in the square footage, number of bedrooms and bathrooms. After analyzing multiple properties meeting the same definition of comparable housing, I feel the replacement housing payment should be based on the comparable replacement property # 4, which is the most representative of the displacement property in square footage, bedrooms and bathrooms. This comparable is a little larger than the subject but I believe this home is the closest comparable to the subject because the inventory in this area. The comp. has the same amount of rooms the subject has; the home is in the area that the displacees want to stay in, closer to displacees children school and her business when it opens back up. This home does have an officelstudy same as the subject. Crossland Acquisition, IncJs requesting approval for this Replacement Housing Supplement in the amount of $24,500.00 under Last Resort Housing. The supplemental payment(s) on page 1 have been determined by me and are to be used in connection with a federal -aid highway project. The replacement housing used for these supplement computations are certified to be fair housing open to all persons regardless of race, color, religion, age, sex, national origin or handicap.and consistent with the requirements of Title VIII of the Civil Rights Act of 1968. I have no direct nor indirect, present or contemplated interest in this transaction nor will I derive any benefit from the supplemental payment.
