Justification:
This Request for Release of Funds and Certification is
required by the Department of Housing and Urban
Development (HUD) for receiving authority to use grant
funds. This form is submitted to HUD after certain
requirements have been met: environmental reviews;
publication of Notice to the Public concerning funding;
posting of dates and times for all statutory and regulatory
time periods for review.
On July 22, 2004, Council adopted the 2004-2009
Community Development Consolidated Plan and 2004-05
Action Plan by resolution R -04-07-22-13C1. This
resolution also included the application for funding
($447,000.00), form HUD 424.

(a) Homeownership Assistance Program (HOAP) provides $5,000 for down payment and closing costs assistance;
(b) Emergency Repair Program provides up to $5,000 for emergency housing repairs.
(2) Public Services.
(a) Round Rock Area Serving Center will continue the transportation voucher program. Recipients of the transportation vouchers will be referred to the
Serving Center through four agencies. The target population includes the indigent, elderly, single parents, disabled, and families experiencing financial
crisis due to unexpected expenses or illness.;
(b) 20/20 Optical Vouchers will provide $100 vouchers for eye exams and glasses;
(c) Acute Dental Care Voucher Program for extremely low income persons;
(d) CHIP Program will partially fund part time staff for enrollment program;
(e) Children's Support Coalition MHMR program will provide direct services to LMI youth;
(f) Coats for Kids. Youth Services Program: Coats will be purchased and distributed to children of income eligible families;
(g) WBCO will implement a geriatric music therapy program for senior and/or disabled citizens.
(h) Round Rock Housinq Authority, Senior Activity Program partially funds salary of a Part time activities coordinator to continue the scheduling and
coordination of activities and social services relevant to needs of older residents in three Housing Authority complexes.
(i) Summer Scholarship Program will provide scholarships for day camps and after school care for income eligible families.
13) Public Facilities:.
(a) Greenhill Neighborhood Park will be redeveloped;
(b) Fire Alarm Safety System will be installed at Williamson County Crisis Center;
(c) Bricks will be purchased for the rehabilitation of the Round Rock Area Serving Center.

Community Development Consolidated Plan, ("Plan") which identifies how
the City will use federal resources to meet priority community needs,
