Department: Water and Wastewater Utilities Services Staff Person: Tom Clark, Director Justification: The projected growth in population and the demand for potable drinking water have led both Cedar Park and Round Rock to evaluate the need to design and construct their own separate water treatment plants and related transmission and storage facilities to meet their projected capacity demands. Funding: N/A Cost: N/A Outside Resources: City of Cedar Park Background Information: By the year 2009, Cedar Park plans to construct a second water treatment plant (Water Treatment Plant No. 2) and intake facilities on Lake Travis that will provide a treatment capacity of a minimum of 6 million gallons per day, as well as related improvements to its water distribution network, to meet its treatment capacity requirements. Similarily, Round Rock has secured additional water supplies from Lake Travis and is pursuing options to treat and transport water to its service area. Round Rock is projecting to need 20 MGD of additional potable drinking water treatment capacity by 2010. This agreement will allow both cities to examine the feasibility of providing potable drinking water to its customers from Water Treatment Plant No. 2. Public Comment: N/A Sponsor: N/A Memorandum of Understanding Between the City of Cedar Park, Texas and the City of Round Rock, Texas In the spirit of interlocal cooperation, the City Managers of Cedar Park and Round Rock have directed their respective staffs to commence preliminary discussions to explore the feasibility of entering into a partnership agreement to provide potable drinking water to both cities from a regional water treatment facility. This Memorandum of Understanding sets forth below general guidelines for their discussions that will explore the technical and economic feasibility of such an opportunity and if determined to be feasible, to develop a conceptual plan for further study, evaluation, and consideration by the City management and governing bodies of both cities. Background: Based on projected growth in population and demand for potable drinking water for their citizens, Cedar Park and Round Rock are both currently evaluating the need to design and construct their own separate water treatment plants and related transmission and storage facilities to meet their projected capacity demands. Guiding Principles: It is agreed that the staff of both cities will together examine the feasibility of providing potable drinking water to customers of both cities from Water Treatment Plant Number 2. In determining the feasibility of this concept, staff is directed to consider the following criteria: 1. The proposed plan must be beneficial for citizens of both cities 2. The proposed plan must result in economic savings for both cities 3. The plan must be such that there are no monetary or capacity subsidies from one city to the other 4. Briefings of and approvals from the City Councils of both cities must be obtained before any financial or legal commitments are made Page 1 of 2 5. The proposed conceptual plan must include a basic conceptual framework for: a. Adequate raw water supply b. Determining and financing the respective treatment and distribution capacity requirements of each city c. A clear statement of the technical and financial responsibilities of each city d. An identification of the steps for implementing the plan e. Such other and further elements as the City Managers of each city determine appropriate and necessary for proper evaluation of the plan by their respective governing bodies. Eric Rauschuber, Field Operations Director Leonard Smith, City Attorney Authentication: It is anticipated that the two City staff will jointly complete their initial assessment and develop a conceptual plan for review by the respective City Managers by September 2004.
