Consider an action by the City Manager to execute Change
Order No. 1 for Chasco Contracting due to results from the
construction project of drainage improvements on Shaded
Way in Round Rock.

Drainage improvements have been completed at Shaded Way in
the Oak Bluff Estates subdivision. During construction, it was
determined that two bid items could be deleted from the contract.
These items were the installation and removal of temporary
mailboxes for the residents in the cul-de-sac, and the removal
and reinstallation of a brick paver driveway. Although the
addition of irrigation work on the resident's property was required
by the contractor, which resulted in an increase cost for that bid
item, by deleting the two previously mentioned bid items, the
final total project cost was reduced by $1,700.

Background Information: The City of Round Rock annexed the Oak Bluff
Estates Phase 2 area as an existing subdivision in February 2003. The current
Subdivision Ordinance requires that the Storm Water Collection Systems have
the capacity to collect and convey the runoff from a 25 -year storm.
The resident at 13 Shaded Way in the Oak Bluff Estates subdivision contacted
the City about being flooded multiple times in recent years. Based on their
concerns, the Engineering staff performed a storm water flows analysis. This
study found that the Shaded Way Stormwater Collection System was not
appropriately designed to carry the runoff form a 25 -year storm.
The City increased the Shaded Way Storm Water Collection System conveyance
capacity with the addition of a parallel pipe. The capture rate was increased
with two new curb inlets, and the redirection of surface runoff flows. Project
improvements gave the system the capacity to carry the runoff from a 25 -year
storm, as required by the City of Round Rock Subdivision Ordinance.
