Department: Planning Staff Person: Chris Collier, GIS Coordinator Justification: The WCGISC will: • Promote sharing of geographic data between Williamson County government agencies. • Identify and support opportunities for cost-sharing and inter -agency collaborative arrangements to develop and maintain geospatial information. • Orchestrate a stronger, unified voice for Williamson County representatives on state and regional GIS boards and commissions. • Improve data and maps used by Williamson County, including homeland security and 911 emergency response programs. • Establish and support the use of GIS standards. • Provide an open GIS forum to share common issues as well as exchange information and expertise. Funding: Cost: N/A Source of funds: N/A Outside Resources: Williamson County Geographic Information Systems Council (WCGISC) Background Information: In 2002 the GIS professionals from the major cities, the county and other agencies in Williamson County formed a loosely organized group to promote the sharing of data and ideas in GIS. From that informal beginning, the WCGISC was formed and is now the most logical group to help determine countywide directions for GIS. Public Comment: None required. MEMORANDUM OF UNDERSTANDING BETWEEN Williamson County Geographic Information Systems Council (WCGISC) AND City of Round Rock, Texas This MEMORANDUM OF UNDERSTANDING (MOU) is hereby made and entered into by and between the Williamson County Geographic Information Systems Council and the City of Round Rock. A. NAME: The name of the council as a whole is the Williamson County Geographic Information Systems (GIS) Council, hereafter referred to as WCGISC'. The name of the committee designated as the planning and decision making body for the Williamson County GIS Council is the Williamson County Geographic Information Systems (GIS) Council Steering Committee, referred to as the `Steering Committee' throughout the remainder of this document. B. PURPOSE: The purpose of this MOU is to establish collaboration between WCGISC and the City of Round Rock to: 1. Promote sharing of geographic data between Williamson County government agencies. 2. Identify and support opportunities for cost-sharing and inter -agency collaborative arrangements to develop and maintain geospatial information. 3. Orchestrate a stronger, unified voice for Williamson County representatives on state and regional GIS boards and commissions. 4. Improve data and maps used by Williamson County, including homeland security and 911 emergency response programs. 5. Establish and support the use of GIS standards. 6. Provide an open GIS forum to share common issues as well as exchange information and expertise. C. MEMBERS Williamson County GIS Council The WCGISC is open to anyone using GIS, producing GIS related data, or directing GIS operations within Williamson County. Williamson County GIS Council Steering Committee To be eligible for membership on the Steering Committee: 1. The individual shall be employed by a city, county, or other governmental agency located in Williamson County. 2. The individual shall be actively involved in producing, managing or using GIS data or technology. 00082901 CI'n-05.03• c36 3. The individual shall be the person from their agency most directly responsible for GIS activities throughout the agency in Williamson County. Preferably, GIS is an integral part of their job duties. (i.e. GIS Manager, GIS Coordinator, Lead GIS analyst etc.) 4. The sponsoring agency shall enter into a memorandum of understanding with WCGISC. Initially, the Steering Committee will be made up of representatives from Williamson County, the Williamson County & Cities Health District, Cedar Park, Georgetown, Round Rock, Leander and Taylor. Once other cities or entities meet the eligibility requirements for steering committee membership they can be considered by the Steering Committee for membership in the committee. D. STATEMENT OF MUTUAL BENEFIT AND INTERESTS: Benefits from this collaboration include increased and improved access to geospatial data, cost benefits from reducing duplication of effort and redundancy, and participation in the coordination of county level GIS activities. The City of Round Rock SHALL: 1. Support a qualified staff person in participation on the Steering Committee. 2. Work with WCGISC to identify opportunities and jointly pursue projects. 3. Include and utilize WCGISC technical expertise in developing GIS programs as they relate to the county. 4. Provide locally or make WCGISC aware of any pertinent educational programs necessary to members for required certifications. 5. Review this MOU with WCGISC as needed and modify as necessary. WCGISC SHALL: 6. Work with the City of Round Rock to identify appropriate partnership opportunities and jointly pursue such projects in conjunction with other county GIS organizations. 7. Provide technical assistance to county -wide GIS efforts. 8. Make information available to other agencies participating on the steering committee. 9. Encourage members to work with City of Round Rock officials to discuss and identify opportunities for cooperative work or mutually beneficial projects or activities, when appropriate. 10. Provide technical expertise to the City of Round Rock. 11. Serve as ambassadors for the GIS 12. Prepare an Annual Report summarizing WCGISC activities and deliver to the City of Round Rock. This report may be modified as necessary. 13. Review this MOU with the City of Round Rock as needed and modify as necessary. 2 E. GENERAL CONSIDERATIONS The MOU is not a financial document and neither requires nor obligates financial commitment on the parts of either party. F. COMMENCEMENT/EXPIRATION DATE This MOU is executed as of the date of last signature. Parties may withdraw from this MOU at any time following written notice to all participants.
