SUBJECT: City Manager Approval - May 12, 2006
ITEM: Request authorization for City Manager to execute a
Construction Site Notice to comply with Texas Pollutant
Discharge Elimination System (TPDES) requirements
associated with the construction activity for Red Bud
Lane Sidewalk Improvements Project.
Department: Engineering and Development Services
Staff Person: William Dobrowolski, III, P.E., Senior Engineer
Justification:
The Texas Commission on Environmental Quality (TCEQ) requires that a
Construction Site Notice be posted at the construction site when greater than one
acre of land disturbance will occur during the project. This is a requirement under
the TPDES general permit and must be completed by the operator of the Red Bud
Lane Sidewalk Improvements Project.
An operator is the person having operational control over construction plans and
specifications to the extent necessary to meet the requirements and conditions of
the general permit, or the person having day-to-day operational control over those
activities at a construction site which are necessary to ensure compliance with a
Storm Water Pollution Prevention Plan (SWPPP) for the site. The SWPPP document
establishes a plan to manage the quality of storm water runoff from construction
activities associated with the project.
