11. Program Activity/Project Description:
(1) Housing Activities.
(a) Home Repair Program provides grants up too $20,000 for owner occupied rehabilitation. This is a city wide program.
(2) Public Services.
(a) Round Rock Area Serving Center will provide $100 per person for prescription medications for qualifying individuals under the age of 60..;
(b) PRIDE EC1 Program will purchase strength and movement adaptive seating equipment that will be loaned out to physically challenged children of
low income families;
(c) Tenant/Landlord Counseling program will provide counseling and mediation services to Round Rock residents;
(d) Audio Visual Equipment:. Equipment will be purchased for the Allen R Baca Senior Center computer lab to provide improved access to classes and
services;
(e) WBCO will provide scholarships for after school and summer day care for Head Start or at risk children.
(f) Senior Program Scholarships, Scholarships will be issued to eligible senior citizens for memberships to the Allen R Baca Senior Center, for
educational classes, art classes, or the weight and exercise room.
(g) Play for Life Program will promote healthy lifestyles in children to fight obesity and future health problems related to childhood obesity. Children will
be enrolled in physically active programs, such as karate, basketball, tennis, or swimming, sponsored by the City of Round Rock Parks and Recreation
Dept.
(3) Public Facilities:.
(a) Walk in Cooler will be purchased and installed in the Round Rock Area Serving Center food pantry;
(4) Residential Code Enforcement:. Code violations will be abated for very low income residents cited with tall grass and weeds, filth and rubbish.
(5) Program Administration. Oversight and administration of CDBG funds and activities.

Part 2. Environmental Certification (to be completed by responsible entity)
With reference to the above Program Activity(ies)/Project(s), I, the undersigned officer of the responsible entity, certify that:
1. The responsible entity has assumed responsibility for and complied with, or will continue to comply with, the National Environmental policy Act
of 1969, as amended; the environmental procedures, permit requirements and statutory obligations of the laws cited in 24 CFR 58.5 and 24 CFR
58.6; and the applicable State and Local laws.
2. After considering the type and degree of environmental effects identified by the environmental review completed for the proposed project
described in Part 1 of this request, I have found that the project ❑ did X did not require the preparation and dissemination of an of an

3. The responsible entity has disseminated and/or published in the manner prescribed by 24 CFR 58.43 and 58.60 a notice to the public in
accordance with 24 CFR 58.70 and as evidenced by the attached copy (copies) or provide evidence of posting and mailing procedure.
4. The dates for all statutory and regulatory time periods for review, comment or other action are in compliance with procedures and requirements
of 24 CFR Part 58.
5. In accordance with 24 CFR Part 58.71 (b) the responsible entity will advise the recipient (if different from the responsible entity) of any special
environmental conditions that must be adhered to in carrying out the project.
As the duly designated certifying official of the responsible entity, I also certify that:

provision of law designated in the 24 CFR Part 58.5 and 24 CFR Part 58.6 list of NEPA-related authorities insofar as the provisions of these laws
apply to the HUD responsibilities for environmental review, decision making and actions that have been assumed by the responsible entity.
7. I am authorized to and do accept, on behalf of the recipient personally, the jurisdiction of the federal courts for the enforcement of all these

F NDING OF NO SIGNIFICANT IMPACT
The City of Round Rock has determined that the projects will have no significant
impact on the human environment. Therefore, an Environmental Impact Statement
under the National Environmental Policy Act of 1969 (NEPA) is not required.
Additional project information is contained in the Environmental Review Record (ERR)
on file at the Office of Community Development located at 301 West Bagdad, Suite
140, Round Rock, Texas, 78664 and may be examined or copied weekdays 8:00 A.M.
to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to
comment on the project may submit written comments to the Office of Community
Development, 301 West Bagdad, Suite 140, Round Rock, Texas 78664. All

comments received by October 30, 2006 will be considered by the City of Round Rock
prior to authorizing submission of a request for release of funds. Commenters should
specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The City of Round Rock certifies to the Department of Housing and Urban
Development that James R. Nuse in his capacity as City Manager consents to accept
the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities
in relation to the environmental review process and that these responsibilities have
been satisfied. HUD'S approval of the certification satisfies its responsibilities under
NEPA and related laws and authorities, and allows the City of Round Rock to use
Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of funds and the City of Round Rock
certification received by November 15, 2006 or a period of fifteen days from its receipt
of the request (whichever is later} only if they are on one of the following bases: (a} the
certification was not executed by the Certifying Officer or other officer of the City of
Round Rock approved by HUD; (b} the City of Round Rock has omitted a step or
failed to make a decision or finding required by HUD regulations at 24 CFR Part 58;
(c) the grant recipient has committed funds or incurred costs not authorized by 24
CFR Part 58 before approval of a release of funds by HUD; or (d} another Federal
agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the
project is unsatisfactory from the standpoint of environmental quality. Objections must
be prepared and submitted in accordance with the required procedures (24 CFR Part
58) and shall be addressed to U.S. Department of Housing and Urban Development,
CPD Division at One Alamo Center, 106 South St Mary's St, Suite 405, San Antonio,
Texas,78205. Potential objectors should contac U. Department of Housing and
Urban Development to verify the actual last day ofction period.

Justification: Authorization to use grant funds must be formalized with
HUD Form 7015. A project cannot be funded until the City
requests a release of funds and HUD signs the Form 7015.

Background Information: A Combined Notice of Finding of No Significant
Impact and Intent to Request Release of Funds
was published in the Round Rock Leader on
October 10, 2006. A minimum period of 15
days is required for comments. Anytime after
October 27, 2006 the City can forward the
Form 7015 to HUD, where upon receipt of this
document, another 15 day comment period
commences. At the end of the second
comment period, HUD will sign the Form 7015
and notify the City that it can release project
funds.
