City Manager City of Round Rock 221 East Main Street Round Rock, Texas 78664 RE: Emergency Services to Williamson County Emergency Services District No. 9 Dear Mr. Nuse: Per the comments and suggestion of Chief Larry Hodge of the Round Rock Fire Department ("RRFD"), please let this correspondence serve as a formal request by Williamson County Emergency Services District No. 9 ("District") for the City of Round Rock ("Round Rock") to continue to provide emergency services to all areas of the territorial limits of the District until, at least, midnight, December 31, 2006. Chief Hodge informed the Board of Emergency Services Commissioners at its Regular Meeting of October 17, 2006 that RRFD would no longer provide emergency services to the District as of November 1, 2006, irrespective of any contractual obligations of Round Rock to provide emergency services to all or part of the District. While this recollection may be inaccurate, I believe you previously represented that Round Rock would continue to provide emergency services to the District as needed until December 31, 2006. As you know, the District is in the midst of reviewing proposals for emergency services from various potential service providers, including RRFD, Round Rock Volunteer Fire Department, and Williamson County Emergency Services District No. 2, Sam Bass Volunteer Fire Department. In order to review these proposals and make the necessary determinations as to the best combination of service providers for all areas of the District, the District will require at least until December 31, 2006 before it can assume responsibility for the provision of emergency services to its residents. In addition, Chief Hodge informed the District that Round Rock has no desire to provide services to the areas of the District within the City of Austin's extraterritorial jurisdiction, but had no objections to the District contracting with any other entity for the provision of services to this area. Therefore, in order to ensure full services to all areas of the District, further meetings and discussions will be required between the District and any potential services providers to analyze Oct 20 06 05:11p 512-597-0854 p.2 the best method or combination of providers to serve this area. Finally, as you know, the District does not anticipate any substantial ad valorem tax revenue until after December 31, 2006. Therefore, the Board of Emergency Services Commissioners respectfully requests that Round Rock, through RRFD, continue to provide all current emergency services until midnight, December 31, 2006 so the District may better organize and analyze its options in relation to the provision of emergency services throughout the District. Please let me know of Round Rock's intentions in this matter as soon as possible, so the District may continue a thoughtful and analytical review of all possible options available to it.
